on the new organisation of the breeding service
The Government of the Republic of Czechoslovakia, with the agreement of the President of the Republic pursuant to § 10 paragraphs 1 and 2 of Act No. 63 / 1958 Coll., on the second five-year plan for the development of the national economy of the Republic of Czechoslovakia:
In order to improve the economic efficiency of the management of breeding work and to improve its implementation and to develop livestock production, the organisation of the breeding service for livestock farming is newly regulated.
(1) National Breeding Administration in Prague and National Breeding Administration in Bratislava are established.
(2) The State Breeding Administration in Prague is a budgetary organization subordinate to the Ministry of Agriculture, the State Breeding Administration in Bratislava is a budgetary organisation subordinate to the Agriculture Board.
(3) The Head of the State Breeding Administration in Prague is the Director appointed and dismissed by the Minister for Agriculture; the head of the National Breeding Administration in Bratislava shall be the Director appointed and dismissed by the Agriculture Officer.
National breeding societies shall be directly subordinate to:
(a) regional administration of national breeding centres (hereinafter referred to as "regional administrations");
(b) State horse breeding institutes (hereinafter referred to as the "horse breeding institutes");
(c) state track;
(d) betting horse racing offices.
(1) Regional administrations are budgetary organisations with competence for one or more regions; They are established by the Ministry of Agriculture.
(2) The organisational components of the regional administration shall be national breeding centres (hereinafter referred to as "breeding centres') for one or more counties. The breeding centre has a branch in each district. Breeding stations and their branches shall be established by the Regional Administration with the agreement of the National Breeding Administration.
(3) The head of the Regional Administration is the Director, appointed and dismissed by the Minister for Agriculture.
(4) The head of breeding centres and branches of breeding centres shall be appointed and withdrawn by the director of the relevant regional administration.
(1) The institutes for horse breeding are budgetary organisations; They are established by the Ministry of Agriculture. The head of the horse breeding institute shall be the Director appointed and dismissed by the Minister for Agriculture.
(2) State sites are budgetary organisations; their main task is to organise performance tests on horses (racing). The State plant is established by the Ministry of Agriculture. The head of the state race is the director who is appointed and dismissed by the director of the national breeding service.
(3) Betting horse racing offices are budgetary organisations; their task is to take bets on horse performance tests (races). The horse race betting offices are established by the Ministry of Agriculture in agreement with the Ministry of Finance. The head of the betting horse race office shall be the director appointed and removed by the Director of the National Breeding Administration.
(1) National breeding authorities shall carry out in particular the following tasks:
1. ensure that the national breeding plan and the implementation of breeding measures are implemented;
2. manage and monitor the performance of livestock;
3. Organise the bonitation of breeding animals;
4. manage the insemination and supervise its implementation;
5. ensure and organise the development of breeding and breeding holdings;
6. keep in the register breeding animals entered in national breeding books and keep at all stages of the breeding service the proper keeping of breeding and semen collection records;
7. They plan, manage and control the activities of regional administrations, horse breeding institutes, state racing sites and betting horse racing agencies;
8. Specifies the admission circuits of the equine breeding institutes by breed and group of horses;
9. Manages the performance tests of horses;
10. draw up a market plan for breeding animals, supervise their implementation and organise and, where appropriate, organise exhibitions of breeding animals;
11. assist the central (regional) selection committee (§ 1 v. nařízení No 7 / 1951 Coll., on the organisation and competence of the selection committees) in the performance of its tasks;
12. draw up a draft plan for the import and export of breeding and breeding animals;
13. take care of the expansion and practical use of advanced scientific knowledge in the field of breeding and take care of the continuous increase of the level of advisory activity in breeding;
14. ensure the systematic implementation of effective economic and technical checks and inspections at all stages of breeding services;
15. at all stages of the breeding service, they shall ensure that cooperation with the executive bodies of the national committees is deepened in order to address fundamental issues of breeding work.
(2) The National Breeding Administration in Prague - in addition to the tasks referred to in paragraph 1 - shall draw up a draft national breeding plan for the whole territory of the State and submit it for approval to the Ministry of Agriculture.
Regional administrations shall in particular carry out the following tasks:
1. ensure the active participation of breeding boards in the management and implementation of breeding measures according to the instructions of the superior bodies;
2. plan, manage and control the activities of breeding centres;
3. ensure that insemination is carried out and that the breed is provided for it;
4. establish breeding centres for breeding animals for insemination;
5. organise and monitor the performance of checks on livestock, and process the results of such checks;
6. select and register breeding animals in breeding books and issue certificates of origin;
7. approve the assignment plans;
8. Recognise and ensure the development of breeding and breeding holdings in the socialist sector;
9. Organise markets for breeding animals, decide to allow such animals to be admitted to the market and, in cooperation with the agricultural unions, organise regional exhibitions and farm animal shows of the regional national committees;
10. approve, on a proposal from a breeding centre, the circuits of breeding zootechnics and insemination technicians;
11. Establish laboratories for the testing of milk for the purposes of performance improvement control;
12. establish, with the approval of the State Breeding Authority, as their offices, poultry performance and fattening and slaughter centres.
Breeding stations shall in particular carry out the following tasks:
1. carry out a performance-enhancing check and submit proposals to the Regional Administration for the entry of breeding animals in regional breeding books;
2. provide zootechnical assistance in the performance of manufacturing tasks in breeding and breeding holdings;
3. carry out insemination and breed for it;
4. check that bovine breeding animals have been reported for insemination at the time laid down and investigate the pregnancy of bovine breeding animals;
5. organise breeding of breeding animals and assist in the farming of the socialist sector in the development of a breeding plan;
6. Develop draft breeding measures for their perimeter (in particular a plan for increasing livestock farming and an insemination plan) and proposals for membership plans;
7. cooperate with the regional authorities in implementing the markets for breeding animals and accept applications from breeders to those markets;
8. Organise regional exhibitions and farm animal shows in cooperation with the agricultural trade unions;
9. ensure the proper implementation of breeding measures in individual breeding;
10. assist the district selection committee in the performance of its tasks;
11. submit to the Regional Administration proposals for certificates of origin;
12. introduce progressive methods in breeding and breeding of breeding animals.
The institutes for horse breeding shall in particular carry out the following tasks:
1. draw up draft plans for the breeding of horses for their perimeter and submit them for approval to the national breeding service;
2. ensure the production of breeding stallions for breeding and production of mare to complement their own basic herd;
3. Breeding breeders from their own production and from their own purchases;
4. carry out the placement of stallions on the admission stations for the purpose of the admission of terrestrial mare;
5. perform a zootechnical service in the holding of horses in their district;
6. select and enter breeding horses in breeding books.
The national committees and their executive bodies shall assist the national breeding authorities and other breeding service organisations (Section 3) in particular in the management and conduct of breeding work, shall exercise influence on their activities, shall supervise the performance of tasks in the production of breeding animals and in the breeding and insemination of livestock, shall approve and monitor the implementation of breeding measures of breeding centres.
The Ministry of Agriculture shall issue more detailed rules on the organisation and competence of national breeding administrations and other breeding service organisations (Section 3) and shall also provide for cooperation and mutual relations between those organisations and the executive bodies of the national committees.

This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister for Agriculture in agreement with the participating members of the Government.
