on the award of scientific degrees and on the State Commission for Scientific Aspects
The Bureau of the National Assembly of the Czechoslovak Republic has acted in accordance with Article 66 of the Constitution on the following legal measure:
Scientific rank
Socialist society fully recognises and appreciates the importance of creative activity by scientists in the building of socialism. It therefore grants scientific degrees to workers who have demonstrated scientific qualifications in scientific research for the benefit of socialist construction, to encourage efforts to increase scientific qualifications and to guarantee a high level of scientific work.
(1) Scientific grades are awarded in two stages:
(a) the rank of candidate for science;
(b) the rank of Doctor of Sciences,
accompanied by an indication of the relevant scientific field.
(2) Scientific degrees are given either in full or in abbreviations C Sc (candidatus scientiarum) for the rank of candidate of sciences and Dr Sc (Doctor scientiarum) for the rank of doctor of sciences.
(1) Scientific rank shall be given by:
a) Czechoslovak Academy of Sciences, Slovak Academy of Sciences, Czechoslovak Academy of Agricultural Sciences (hereinafter referred to as the Academy of Sciences),
(b) universities.
(2) The State Commission on Scientific Aspects sets out which positions are awarded in each field of science of scientific rank.
(3) Academies of Science and Higher Education issue diplomas on the scientific degrees they have awarded.
(1) Scientific degrees are awarded in the following groups of sciences:
Physically Mathematical Sciences,
geological-mineralogical sciences,
geographical sciences,
chemical sciences,
biological sciences,
medical sciences,
agricultural and forestry sciences,
veterinary sciences,
technical sciences,
philosophical sciences,
economic sciences,
legal sciences,
historical sciences,
pedagogical sciences,
psychological sciences,
philosophical sciences,
Military science.
(2) The other groups of sciences in which scientific degrees are awarded shall be designated by the State Science Commission, which may also make changes to the groups of sciences referred to in paragraph 1.
Conditions for the award of scientific degrees
(1) A scientific rank can be awarded to politically and ideologically advanced scientists who, based on scientific world opinion, their current development and professional practice, give a firm guarantee of their further development as socialist scientists.
(2) A scientific grade may be granted to workers without higher education, provided that they otherwise fulfil the conditions laid down in paragraph 1 and that scientific work, discoveries or inventions have shown the required scientific level.
(1) The candidate for the scientific rank of the candidate of science must prove deep theoretical knowledge through candidate examinations (those from the candidate minima), dissertation and its public defence.
(2) A candidate for the scientific rank of a doctor of science must be a dedicated scientific personality whose entire scientific work is important for the development of a particular field of science as well as for the advancement of society and which proves the validity of the results of his scientific work by public defence of doctoral dissertation.
(1) Candidate dissertation must demonstrate the ability of the candidate for creative scientific work in the relevant field and bring new knowledge.
(2) Doctoral dissertation must contain a solution or theoretical generalisation of a serious scientific problem, must represent a substantial contribution to science and, where appropriate, to the practice of the relevant field, and must be the result of original discovery research.
(3) Admission to the defence of doctoral dissertation may be granted to candidates for science, as well as to members of academies of science, professors and university professors and staff who serve as senior scientists in scientific and research centres and who fulfil the conditions of Article 6 (2).
Defence of doctoral and candidate dissertation work shall take place before the full scientific council or, where appropriate, before the board of faculty, university or institute; The State Science Commission shall establish the principles under which the Panel shall be formed and determine in which cases the defence may not be carried out before the Panel.
The scientific rank of the Doctor of Sciences since their appointment or election is for the proper members of the Czechoslovak Academy of Sciences.
To express a high honor for the special merit of advancement in the field of science and culture or social relations and for the significant merit of socialist construction, the honorary scientific rank of doctor of science may be awarded without advocating dissertation, both domestic and foreign scientific or public workers. In order to grant an honorary scientific degree to a doctor of science to foreign nationals, the consent of the government is required, and to grant an honorary scientific degree to Czechoslovak citizens is required by the approval of the State Commission for Scientific Positions.
Exemptions from the conditions for the award of scientific degrees set out in Sections 5 to 7 may be provided for by the State Commission on Scientific Positions.
(1) Academia of Sciences and Higher Education (§ 3) may notrify the scientific degrees obtained abroad if these degrees correspond to their level to the scientific degrees awarded in the Czechoslovak Republic.
(2) The approval of the State Commission on Scientific Aspects is required for nostallization.
(1) The scientific ranks are no longer those who mislead the cause of peace and socialism.
(2) In the absence of a loss of scientific rank by the judgment, it shall decide to withdraw the scientific rank from the place which has granted the scientific rank.
State Commission on Scientific Aspects
(1) The body for managing and senior coordination activities in the field of the award of scientific degrees is the State Commission for Scientific Positions ("the State Commission") of the Ministry of Education and Culture.
(2) The President of the State Commission is the Minister for Education and Culture. His Deputy Directors, representing the Czechoslovak Academy of Sciences and representatives of the Slovak Academy of Sciences, the Scientific Secretary and other members of the State Commission, are appointed by the Government on a proposal from the Minister of Education and Culture, submitted in agreement with the President of the Czechoslovak Academy of Sciences.
(3) The President, his Deputy, Scientific Secretary and other members of the provisions shall be the President of the State Commission.
(4) Membership of the State Commission is an honorary function.
(5) The rules of organisation and procedure of the State Commission are approved by the Government.
(1) The National Commission shall ensure a consistent assessment of the scientific qualifications of applicants for scientific degrees in accordance with the requirements which put the construction of socialism at the level of scientists, collects the experience that takes place in the award of scientific degrees and, on this basis, gradually improve the method of awarding degrees.
(2) In particular, the State Commission:
(a) in an agreement with the Czechoslovak Academy of Sciences and after the Slovak Academy of Sciences, the Czechoslovak Academy of Agricultural Sciences and the participating central offices, issue detailed provisions for the implementation of this legal measure and monitor their implementation;
(b) in an agreement with the Czechoslovak Academy of Sciences, determine the places at which defence of candidate or doctoral dissertation may be held, of which groups of sciences and sciences; in terms of locations, groups of sciences and military sciences, they do so in agreement with the Ministry of National Defence.
(3) The State Commission may, on appeal, complaint or objection and where justified on its own initiative, amend or revoke the decision granting a scientific grade and, where appropriate, order a renegotiation.
Final provisions
Academic degrees and state titles awarded before 1 September 1953 and graduates of medical and veterinary faculties before 1 January 1954 remain unaffected.

(b) Government Decree No. 60 / 1953 Coll., on Scientific Aspects and on the Designation of Graduates of Higher Education.
This legal measure shall take effect from 1 December 1959; they shall be carried out by the Minister for Education and Culture in agreement with participating members of the Government.
