of 30 November 1957
on local security.
The Government of the Czechoslovak Republic orders pursuant to § 33 paragraph 1 of Act No. 13 / 1954 Coll., on National Committees, and pursuant to § 1 of Act No. 143 / 1949 Coll., on changes in the organisation of public administration and within the jurisdiction of its bodies:
National committees, as local authorities, also cooperate in the protection of peaceful building care by ensuring local issues of public order and the security of persons and property (local security) in their respective districts.
National committees shall ensure local security through their executive and public security bodies.
In carrying out the tasks of local security, the national committees, their executive and public security authorities are obliged to increase the educational role of the state while at the same time caring for the growth of the socialist awareness of citizens, continuously and patiently creating such a social atmosphere so that citizens who violate the rules of socialist coexistence feel moral condemnation on the part of their fellow citizens and society.
(1) In ensuring local security, the national committees in particular:
(a) discuss local security issues at their meetings, establish guidelines for the performance of tasks on this section and check their implementation;
(b) issue generally binding regulations on local security matters;
(c) acquire citizens for cooperation in the area of local security, in particular for public security assistance.
(2) The National Committee shall elect a permanent local security committee.
The Council of the National Committee shall, on the basis of laws and other legislation, and in accordance with the guidelines of its National Committee, the National Committees of Higher Degree, their advice and the Government, manage the performance of local security tasks.
(1) Public security authorities are responsible for the performance of local security tasks both to the relevant national committees and their advice and to their chiefs. In matters of service, they are responsible and subordinate only to their chiefs and at the highest level to the Minister of the Interior.
(2) Where the national committee or its advice places public security authorities under local security tasks, it shall do so through the competent public security chief.
Detailed provisions for the implementation of this Regulation shall be laid down by the Minister for the Interior.
This Regulation shall take effect on 1 January 1958; they shall be carried out by the Home Secretary in agreement with the participating members of the Government.
