on the Protocol on Amendments to the Statute of the Council for Mutual Economic Assistance
On 28 June 1979, the Protocol on the Amendments to the Statute of the Council of Mutual Economic Assistance was signed in Moscow. The Contracting Parties to the Protocol are the Czechoslovak Socialist Republic, the People's Republic of Bulgaria, the Republic of Cuba, the People's Republic of Hungary, the People's Republic of Mongolia, the German Democratic Republic, the People's Republic of Poland, the Socialist Republic of Romania, the Union of Soviet Socialist Republics and the Socialist Republic of Vietnam.
The Protocol was approved by the Federal Assembly of the Czechoslovak Socialist Republic and ratified by the President of the Republic. The instrument of ratification was deposited with the Government of the Union of Soviet Socialist Republics, depositary of the Protocol, on 12 February 1980.
The Protocol entered into force on 11 March 1981 pursuant to Article 2 thereof.
The Czech translation of the Protocol is being announced simultaneously.

PROTOCOL
on amendments to the Statute of the Council for Economic Assistance
the Governments of the People's Republic of Bulgaria, the People's Republic of Hungary, the Socialist Republic of Vietnam, the German Democratic Republic, the Republic of Cuba, the People's Republic of Mongolia, the People's Republic of Poland, the Socialist Republic of Romania, the Union of Soviet Socialist Republics and the Czechoslovak Socialist Republic,
taking into account the experience gained from multilateral cooperation carried out within the Council, wishing to further improve such cooperation and the activities of the Council, and also taking into account Resolution XXXIII. Council meetings on amendments to the Council Statute,
bearing in mind the provisions of Article XVII of the Statute of the Council for Mutual Economic Assistance,
they have agreed as follows:
Implement in the Statute of the Council of Mutual Economic Assistance, signed on 14 December 1959 and amended by the Protocol of 21 June 1974, the amendments listed in the Annex to this Protocol.
The Protocol shall be ratified by the signatory States and enter into force on the date on which all the signatory States deposit their instruments of ratification with the depositary, which the depositary shall inform those States thereof.
Once the Protocol enters into force, it shall be registered by the depositary in accordance with Article 102 of the Charter of the United Nations.
The Protocol was drawn up in one copy in the Russian language. It will be put into custody by the Government of the Union of Soviet Socialist Republics, which will be the depository of this Protocol.
The Government of the USSR shall circulate certified copies of this Protocol to the governments of the other Member States of the Council which have signed this Protocol and shall also report to those governments and secretaries of the Council on the deposit of instruments of ratification in custody with the Government of the USSR.

Annex to the Protocol on Amendments to the Statute of the RVHP
AMENDMENTS
Statute of the Council for Mutual Economic Assistance
1. the following shall be added to Article II (4) (d):
"(a) the arrangements made within the Council."
2. Article III (1) (b) shall read as follows:
"(b) helps improve the international socialist division of the work of mutual consultation organisations on the main issues of economic policy, the coordination of plans for the development of the national economy, the development of long-term cooperation programmes, the specialisation and co-operation of the production of the Council Member States, taking into account the global division of work;"
3. Article III (1) shall be supplemented by a new paragraph (e):
"(e) assist the Council Member States in their multilateral cooperation within the Council with the bilateral cooperation of those States in ensuring the fullest possible exchange of national information on the most important measures they process and implement on a bilateral basis in order to implement the measures of long-term multilateral cooperation programmes;"
Paragraph (e) shall become paragraph (f).
4. In point 1 of the second paragraph of Article IV, the word "other 'shall be inserted before the word" relevant'.
5. The following text shall be inserted as second paragraph in point 3 of Article IV:
"The non-participation of one or more Council Member States in individual measures involving other Council Member States shall not prevent the implementation of cooperation on such measures by those States within the Council. ';
6. In Article IV (3), second paragraph, the first sentence shall read as follows:
"Recommendations and decisions shall not apply to States which have declared their non-participation in the resolution or that they are not interested in the question. ';
7. the following point 4 shall be added to Article IV:
"4. The discussion of issues of economic and scientific and technological cooperation in the Council institutions may be concluded by an arrangement between the Council Member States on the implementation of the measures they have agreed. The arrangements shall enter into force in a manner specified by the States Parties to the Arrangement and based on their legislation and shall be implemented in such a way as to be in force in those States. ';
8. Article VII (4) (a), after the words "Council meetings," shall read as follows:
"organise and carry out continuous monitoring of the fulfilment by the Member States of the Council of commitments resulting from the recommendations made by the Council institutions and the arrangements in force within those bodies, and of the cooperation undertaken under multilateral agreements concluded on the basis of those recommendations and arrangements; ';
9. in Article X (2) (a), after the words "these institutions" shall be inserted the words:
"provide operational synergies to the Council's bodies between their meetings to discuss the issues under consideration '.
10. Article X (2) (d) shall be supplemented by the following:
"as well as the arrangements reached within these bodies; ';
11. in Article X (2) (e), the words:
"as well as the arrangements reached within these bodies'.
12. The following text shall be inserted in Article X (2) (e):
"(f) assist in the comprehensive preparation of the issues discussed in the Council institutions and their work;"
Paragraph (f) shall be renumbered as paragraph (g).
13. The text of Article XII shall become point 1 and shall be supplemented by point 2:
'2. International organisations established by the Member States of the Council for the implementation of cooperation in the various areas of the economy, science and technology shall be entered into contractual relations with the Council.
The Council shall coordinate the activities of such organisations with those of the Council on the basis of agreements concluded with them. ';
