amending and supplementing the Act of the Slovak National Council No. 43 / 1968 Coll., on the capital of Slovakia Bratislava
The Slovak National Council decided on this law:
The Slovak National Council Act No. 43 / 1968 Coll., on the capital of Slovakia Bratislava, is amended as follows:
1.
The capital of the Slovak Socialist Republic of Bratislava constitutes a separate territorial unit; is not part of any region. "
2.
The National Committee of the Slovak Socialist Republic of Bratislava ("the National Committee of the Slovak Socialist Republic '), which is directly governed by the Government of the Slovak Socialist Republic, is the body of the socialist state power and administration in the Slovak Socialist Republic.'
3.
(1) The territory of the Slovak Socialist Republic of Bratislava is divided into the following urban districts:
Bratislava I - Old Town
Bratislava II - Ružinov
Bratislava III - Vinhrady
Bratislava IV - Devín
Bratislava V - Parsley.
(2) The territory of the Slovak Socialist Republic of Bratislava is connected from the district of Bratislava to the surrounding urban districts and is integrated into the territory of the municipalities: the Danube Bistrica, Vrakuňa, Záhorská Bystrica, Devín Nová Ves, Jarovce, Rusovka and Čunovo.
(3) The territory of the city consists of the following urban areas (cadastral territory): Old Town, Niva, Vinohrady, New Town, Ružinov, Prievas, Trnávka, Vajnory, Rača, Lamac, Dúbravka, Devin, Karlova Ves, Parržalka, the Danube Bistrice, Vrakuňa, Záhorská Bystrica, Devín Nová Ves, Jarovce, Rusovka and Čunovo.
(4) The detailed definition of the territory of urban districts will be declared by the Ministry of Interior of the Slovak Socialist Republic.
(5) It is possible to create or abolish the city district by law of the Slovak National Council. The Government of the Slovak Socialist Republic is to substantially change the territory of the city district, unless this changes substantially the territory of the West Slovak Region; other changes to the territory of urban districts shall be carried out by the national committee of the capital. ';

(1) The authorities of socialist state power and administration in the urban districts of the Slovak Socialist Republic of Bratislava are district national committees.
(2) In the parts of the urban districts created by the integration of the municipalities referred to in § 3 (2) and in the urban areas of Vajnora and Rača, the local national committees are managed by the national district committees; have jurisdiction under the National Committees Act. ';

The national committee of the capital, with the national district committees and local national committees, shall carry out the tasks of the national committees of all grades on the territory of the city. ';

The National Committee of the Capital, the District National Committees and the Local National Committees are governed by the principle that the development of economic and cultural construction of Bratislava as the capital of the Slovak Socialist Republic is an important social interest. This principle is also governed by the Government of the Slovak Socialist Republic and by the central authorities of the Slovak Socialist Republic in the performance of their tasks as regards the interests of the city. '
7. In the first sentence of Paragraph 8 (1), the words "operating on individual sections of the Slovak National Council 'are deleted.
8. Article 13 (1) reads as follows:
"(1) The District National Committees shall exercise government administration in matters which, under specific regulations, belong to the District National Committees and in those parts of the urban districts in which local national committees do not operate, as well as State administration in matters which, under specific regulations, belong to local national committees. ';

(1) Circumstantial national committees establish and manage nursery, nursery schools, basic nine-year-olds, extracurricular educational facilities, cultural and educational facilities and social security facilities of peripheral importance.
(2) In order to carry out their tasks, the district national committees establish and manage the district organisations of the housing economy; may also establish and manage other organisations and facilities which satisfy predominantly local needs or which are more efficient to organise by circuit.
(3) The National Committee of the Capital shall determine, in agreement with the National Circular Committees, the scope and form of their participation in the setting out of tasks and in the control of the activities of the organisations directly managed by it. "
10. The heading above Section 16 shall be supplemented by the words "and relations with local national committees'.
11. Article 16 (2), second sentence, reads: "The number of Members shall be determined in such a way that the national district committee shall have at least 60 Members."
12. The following paragraphs shall be inserted after Article 17:
(1) Local national committees shall participate in the performance of the tasks of the district national committees and the national committee of the capital and shall assist the development of the city.
(2) The national committee of the capital or the district national committee may, in agreement with the local national committee, assume certain tasks falling within the competence of that local national committee.
The national committee of the capital may, on a proposal from the local national committee, decide, after consultation with the citizens and the relevant district national committee, to abolish the local national committee and to move it to the respective district national committee. ';
13. In Paragraph 18 (1), the words "National Committee of the Capital of Slovakia Bratislava and the District National Committees" are replaced by the words "National Committees operating in the capital of the Slovak Socialist Republic of Bratislava."

Unless otherwise provided for in this law, the provisions of the Law on National Committees in the Slovak Socialist Republic shall apply to Bratislava. '
15. In addition to the amended provisions of the law, the following shall be replaced throughout the following text:
(a) "capital of Slovakia" means the capital of the Slovak Socialist Republic,
(b) "National Committee of the capital of Slovakia Bratislava" shall mean "National Committee of the capital,"
(c) "Executive bodies of the Slovak National Council" means the words "central authorities of the Slovak Socialist Republic" and the words:
(d) "Presidency of the Slovak National Council" means the words "Government of the Slovak Socialist Republic" in the relevant fall.
The number of Members to be elected to the Circular National Committees in the Slovak Socialist Republic in the next general elections to the National Committee, as well as the constituencies for elections to those National Committees, shall be determined by the National Committee of the Slovak Socialist Republic in accordance with the provisions of the Slovak National Council Act on National Committees in the Slovak Socialist Republic. If the preparation of elections so requires, the National Committee of the Slovak Socialist Republic of Bratislava, the National Committee of the City of Bratislava, may also take other measures that would otherwise belong to the National Circuit Committees.
This Act shall take effect on 1 August 1971; the territorial changes and changes in the organisation and competence of the national committees provided for by it shall enter into force on the date of the next general election to the national committees.
