on the second five-year plan for the development of the national economy of the Czechoslovak Republic
The National Assembly of the Czechoslovak Republic decided on the following Act:
National Assembly of the Czechoslovak Republic, based on the results achieved so far in the development of the Czechoslovak national economy and following the objective
ensure further rapid proportional development of production forces on the basis of the fullest use of our country's natural and economic conditions, the versatile development of technology and the expanding international socialist division of labour; and
to increase the physical and cultural level of the people on the basis of the growth of social productivity, based on socialist production relations,
specifies:
(1) The volume of industrial production will increase by 54% by 1960 compared to 1955; However, the production volume of the means of production will increase by 61% and the production volume of consumables by 44%.
(2) The production volume in the main industries will increase as follows: in the fuel industry by 45%, in the energy industry by 72%, in the metallurgical industry by 59%, in the chemical industry by 61%, in the machinery industry by 77%, in the consumer industry by 39% and in the food industry by 32%.
(3) Production of the most important products will increase by producing in 1960:

(1) The volume of agricultural production will increase by around 27% by 1960 compared to 1955; animal production will increase faster than plant production.
(2) The volume of machinery and tractor stations will increase by 140,4%.
(3) Agriculture will be delivered by 59% more than in 1955 in clean nutrients in 1960 and 46 000 tractors, 5 100 grain harvesters and other agricultural machinery during the second five-year plan.
(4) The volume of logging will decrease by 11,5% by 1960 compared to 1955.
The volume of rail transport will increase by 61% in tonne-kilometres by 1960 compared to 1955. By 1960, the electrification of the railway lines Ústí nad Labem-Nymburk and Praha- Česká Třebová-Valašské Mezíčí-Žilina will be completed. The performance of all freight car transport in tonne-kilometres will increase by 55%.
The volume of construction works carried out by construction assembly organisations will increase by 57% by 1960 compared to 1955.
The total investment volume will be 70% higher in 1960 than in 1955; the volume of state investment construction will increase by 60%.
(1) Personal consumption of the population will increase by about one third by 1960 compared to 1955.
(2) In residential construction, 330 thousand housing units will be transferred to the use of the second five-year plan.
(3) The number of listeners admitted to the first years of higher education, including a teaching degree following full secondary education, will increase by 35% by 1960 compared to 1955. Production of feature films will increase by 125%.
(4) The number of doctors will increase by 25% by 1960 and the number of places in welfare facilities by 46% compared to 1955.
Foreign trade volumes will increase by 48% by 1960 compared to 1955; However, exports of machinery products will increase by 104%.
(1) Labour productivity will be at least 35% in the industry in 1960 and 55% higher in construction assembly organisations than in 1955.
(2) During the same period, the number of employees in the national economy will increase by 12%.
(3) The own costs will be reduced by at least 12.4% in industry and 13.9% in assembly organisations.
In order to implement the second five-year plan for the development of the national economy of the Republic of Czechoslovakia, the Government shall, by way of a resolution, establish annual implementation plans to determine the tasks for these periods.
(1) The Government is hereby authorised to take the measures necessary by regulations to fulfil the tasks of the State Plan, in particular on the organisation, management, financing and control of national undertakings and other economic and other organisations, on the matters of implementation, organisation, financing and control of investment construction, on the security of supply of products and works and on their control and on the management and registration of national assets.
(2) The regulations referred to in paragraph 1 in matters which would otherwise be required by law require the consent of the President of the Republic, who co-signs them. The Government shall submit such a regulation within one month of its publication to the National Assembly. If the National Assembly refuses to approve them, the Regulation shall expire on the 30th day following the date of the resolution, unless the National Assembly provides for a different deadline. The Prime Minister will then declare without delay in the Collection of Laws that the Regulation has expired and since which period.
(3) Individual ministers may, in their field of competence, issue regulations to carry out the tasks assigned to them by the State Plan.
Measures taken so far by the Government or individual ministers to fulfil the tasks arising under this Act shall be deemed to have been taken under it.
This Law shall take effect from the date of its publication; it shall be carried out by all members of the Government.
