Ministry of Education of the Czech Socialist Republic
of 22 July 1985
on the progress of central authorities and national committees in the management and planning of youth training for the profession and on the organisation of secondary vocational training centres, secondary vocational training centres for youth requiring special care and special vocational training centres
The Ministry of Education of the Czech Socialist Republic, after consulting the participating central authorities, provides pursuant to § 11 paragraph 3 of Act No. 29 / 1984 Coll., on the System of Primary and Secondary Schools (Education Act), and § 14 paragraph 2 (a) of the Act of the Czech National Council No. 77 / 1978 Coll., on State Administration in Education:
Proceedings for the management and planning of youth training for the occupation of secondary vocational schools, secondary vocational training for young people requiring special care and vocational training
Central authority
(1) The central authority operating in the sector (section), which is centrally managed by it, manages and plans the preparation of youth for the occupation of secondary vocational teachers, secondary vocational training for young people requiring special care and special vocational training (hereinafter referred to as the "training centre") in accordance with the national development plan for the national economy; The central authority shall:
(a) process and manage the professional training concept of youth;
(b) ensure that, in accordance with the development of the sector, youth training for the profession is planned in the five-year national economy development plan (hereinafter referred to as the five-year plan);
(c) ensure resources and limits in the schedule of the five-year plan for the bodies which have set up the teaching centre and establish indicators for the activity of the teaching centre;
(d) monitor and guide the development of teaching and study fields and the plan of the number of pupils in these fields in relation to the five-year development plan for the qualification structure of workers in the sector;
(e) establish a single system of organisation and management of schools within its competence;
(f) monitor the state of the cadre, financial and material security of the schools and take measures to address the identified shortcomings;
(g) ensure the effective deployment of teaching and study fields in the teaching network within its competence;
(h) lay down standards on material and technical equipment for practical teaching;
(i) manage, within its competence, practical teaching and education outside the teaching and processing of the material for the content of both the theoretical and practical component of the vocational teacher in the teaching and learning fields; to this end, use the methodological centre for the organisation of vocational training and non-teaching education and sectoral working groups;
(j) to supervise the training of youth for the profession in subordinate bodies, organisationsand education.1)
(2) The central authority referred to in paragraph 1 shall determine the tasks of the bodies and organisations which have set up the teaching centre, 2) and shall ensure that the following bodies and organisations:
(a) on the basis of a five-year development plan for the qualification structure of workers in the sector, determine the capacity of teaching centres expressed in number of pupils;
(b) provide appropriate cadre, spatial and material equipment for the teaching facilities, in line with the specified capacity;
(c) develop an annual implementation plan for the teaching centres, defining the resources, limits and indicators for its activities; provide dedicated planning for the modernisation of teaching facilities,
(d) determine in the Statute, Statutes or other similar rules of organisation the organisational integration of the teaching centre and issue its rules of organisation, 3)
(e) assess, or approve, the educational plan of the teaching centre;
(f) determine the scope and content of the analyses of the educational activities of the school and its management;
(g) lay down the tasks of the subordinate organisations for the recruitment of pupils to schools.
Regional National Committee
The Regional National Committee for the Management and Planning of Youth Training in Vocational Vocational Training set up by it or managed by it or by organisations managed by or managed by national lower-level committees:
(a) process and manage the concept of youth training for the profession of the economy of the national committees;
(b) ensure that training of youth for the profession is planned in a five-year plan of organisations managed or managed by the national committees to which training is organised;
(c) monitor and guide the development of teaching and study fields and the number of pupils in those fields in relation to the five-year plan for the development of the qualification structure of workers in the economy of the national committees;
(d) on the basis of a five-year plan for the development of the qualification structure of workers in the sectors of the economy of the national committees, plans and sets out the capacity of the schools expressed in number of pupils. Following the planned number of pupils, it provides cadre, spatial and material equipment for schools; To this end, it shall ensure that the annual implementation plan provides for organisations which it manages or manages and to which the training centre is organised, or for the national committee of the lower level, resources, limits and indicators for the activities of the training centre,
(e) establish a uniform system of organisation and management of the teaching establishment and issue its rules of organisation;
(f) monitor the state of the cadre, financial and material security of the schools and take measures to address the identified shortcomings;
(g) manage, within its competence, practical teaching and non-teaching; to this end, use the methodological centre for the organisation of vocational training and education outside teaching;
(h) to supervise the training of youth for the profession in subordinate bodies, organisationsand education.1)
(4) The Regional National Committee shall in particular:
(a) ensure the effective distribution of teaching and study fields in the teaching network in its territorial district;
(b) ensure the organisation of educational activities of schools according to the curriculum and curriculum; the cadre provides theoretical teaching in schools,
(c) monitor and unify the organisation, preparation and conduct of final and graduation examinations;
(d) organise meetings, assets, conferences and workshops with teachers and other teaching staff;
(e) monitor and influence, within the scope of its competence, the procedures of organisations in pooling funds for the construction and operation of schools.
Procedure for the adaptation of the teaching network
(1) The proposal for adaptation of the network of schools shall be submitted by the Director-General of the Production Unit or by an authority acting in a similar capacity as the Director-General or, where appropriate, in exceptional cases, by the Director-General of the Economic Organisation designated by the competent central body for the next school year by 31 October, with the agreement of his superior authority to the Regional National Committee responsible for the location of the school.
(2) The proposal for the inclusion of a teaching centre in the network includes:
(a) a list of teaching and study fields in which youth will be trained for the profession at the school;
(b) an analysis of the estimated number of pupils recruited by each field of study for a period of 5 years;
(c) organisational integration and teaching status;
(d) the organisation of the teaching centre, including separate centres;
(e) the actual state of the field and technical provision of educational activities of the teaching centre;
(f) the intended equipment of the teaching staff in relation to the organisation, including separate workplaces; to the Director of the School and to the Deputy Director, namely, giving basic personal data and formal qualifications;
(g) the method of ensuring appropriate productive work for practical teaching to the extent specified in the curriculum and the curriculum of vocational training for individual teaching or study fields;
(h) the statement of the superior central authority, not of the school set up by the Regional National Committee.
(3) The proposal to modify the network of schools established by the Regional National Committees is prepared by the Regional National Committee.
(4) The proposal for the exclusion of the teaching ground from the network includes:
(a) reason for exclusion;
(b) the way in which the preparation in the teaching and study fields in which pupils were prepared in the present school will be ensured.
(5) In the event of repeated findings of deficiencies in the beaker's, technical equipment or in the operation of the training centre, the training centre shall be removed from the network. 5)
(6) Proposals for the adaptation of the teaching network in its territorial district, with which the Regional National Committee agrees, are sent by the Regional National Committee to the Ministry of Education of the Czech Socialist Republic by 5 January.
Training organisation
(1) The teaching centre is part of the production unit, which was set up by the Director-General. Where, with the agreement of the competent central authority, a body has been designated in the fields (sectors) in which the production units are production units and, where appropriate, an organisation has been set up to perform a similar function for the purpose of preparing youth for the profession as the Director-General of the production unit, the teaching establishment shall be part of it.
(2) In the fields (sectors) where there are no production units, the teaching centre is part of an organisation whose head is the authority designated by the competent central authority to perform a similar function for the preparation of youth for the profession as the Director General of the production unit.
(3) Teachers set up by the Regional National Committee shall be the organisational unit of an organisation managed or managed by the National Committee designated by the Regional National Committee.
(4) Where a teaching centre has exceptionally been set up under the conditions laid down by law (6), it shall form part of that organisation.
(1) The teaching centre provides educational, educational counselling (7) and technical and economic activities related to educational and teaching activities; the training centre may carry out other activities in the field of training of pupils and, where appropriate, the training of qualified staff, provided that cadre, financial and material technical conditions are created for such activities.
(2) The educational activity is provided by a section of theoretical teaching, a section of practical teaching and a section of non-teaching. For these sections, representatives of the school director shall be appointed.
(3) Technical and economic activities which provide material technical conditions for educational activities, planning, financing and other non-teaching activities provide a technical (operational) economic section. For this section, the head of the technical and economic section or other deputy director of the school is established. The Technical and Economic Activities for the Teachers, which are organised in accordance with Section 5 (1) as part of the Organisation, are provided by this organisation.
(1) The Director of the School (hereinafter referred to as "the Director") manages the School in its entirety, creates conditions for the work of all staff, manages and controls the work of all staff and pupils; takes care of further political, pedagogical and vocational training of workers. 8)
(2) The Director shall be responsible for the conduct and achievement of the objectives of the educational process to the Regional National Committee, which shall conduct the training.
(3) The Director shall be responsible for the results of the work of the School, for the material and financial resources entrusted to the operation of the School and for the economic use of the School's body. 9)
For teachers and Deputy Director for Theoretical Teaching, the tasks of the organisation arising from the employment relationship shall be performed by the Regional National Committee. For the Director, other pedagogic staff and other teaching staff, these tasks shall be performed by the production unit or organisation to which the teaching staff is organised.
(1) Where the activities referred to in Article 6 (2) are provided outside the teaching centre, they shall form a separate workplace which is part of the teaching centre.
(2) In the number of seven classes, a leading teacher, from 8 classes, a teacher - a leader of a separate place of study.
(3) The Master of Vocational Education, from 5 masters of Vocational Education to 4 masters of Vocational Education.
(4) A separate workplace can provide both theoretical and practical teaching. This separated workplace is managed by the head of the separated workplace.
(5) If a separate workplace also provides education outside the school, then the youth home is part of it. A youth home cannot be set up as a separate workplace.
(6) The head of the separated workplace shall be responsible for the activity of the separated workplace to the principal of the school of which it is part.
(7) The formation or cancellation of a separate workplace shall be treated as appropriate in accordance with § 4 (2) (d), (e), (f) and (g).
(8) Where a separate workplace is formed in an organisation which is not within the competence of the body which set up the teaching centre, the provision of its activities shall be carried out in accordance with specific regulations. 10)
Transitional provisions
(1) In exceptional cases provided for by law (11), teachers may provide only theoretical teaching; in this case, practical teaching and non-teaching are provided by the Centre for Practical Teaching. 12)
(2) The Director of the School, which provides only theoretical teaching, is methodically managing education and teaching at the Centre for Practical Teaching. If the Director is methodically managing 4 or more practical training centres, the Deputy Director for Practical Teaching shall be appointed in this teaching centre.
(3) The Centre of Practical Teaching is managed by the Chief Master of Vocational Education, from the 5 masters of Vocational Teaching Centre.
(4) If the Centre of Practical Teaching provides practical teaching for several schools, the Regional National Committee, which is the head of the School, shall entrust methodical management of the Director of one of these schools. The other Directors participate in its methodological management in the advisory bodies of the Director responsible for methodically managing the Centre for Practical Teaching and Participation in Audit Activities.
Final provisions
If the number of pupils in a school for another organisation is higher than 10 in all the years of all teaching and study courses, this organisation shall, as a general rule, be contracted to pool funds. 10)
Changes in the organisation of teaching centres set up before the Decree is effective shall be made in accordance with this Order by 31 December 1987 at the latest.
Repeal
The Decree of the Ministry of Education of the Czech Socialist Republic No. 61 / 1979 Coll., on the establishment, abolition, organisation and management of secondary vocational schools is hereby repealed.
This Decree shall take effect on 1 September 1985.
