on the State Investment Construction Commission
The Bureau of the National Assembly of the Czechoslovak Socialist Republic, bearing in mind the increasing importance of investment construction in the further development of the national economy, as well as the need to ensure effective management of the entire course of investment construction, in order to achieve a high technical, economic and cultural level of the buildings, their economic implementation and the timely introduction of production capacities into reliable operation, has been decided by the Constitution in accordance with Article 60 (2) on the following legal measure:
A State Investment Construction Commission is hereby established as the central body of the Government for the Management of Investment Construction. The State Investment Construction Commission is responsible for the implementation of the latest techniques and high social standards and efficiency in the preparation and implementation of investment construction.
The State Investment Construction Commission shall perform the following main tasks:
- manage and organise the preparation of investment construction to ensure its highest technical, economic, cultural and social standards;
- manage the typing in investment construction;
- manage, organise and carry out the expertise of documents underlying investment construction;
- manage territorial planning;
- manage the activities of construction offices;
- direct research on theoretical and methodological issues in the field of investment construction, identify technical indicators and standards of construction deadlines, and implement measures to achieve maximum investment efficiency;
- manages the concept of urban and village construction and ensures the application of the aspects of architecture in investment construction;
- manage the project activity and budgetary methodology in investment construction; ensure the economic use of project capacities and publishes and authorises project contests;
- check the progress of construction of particularly important buildings and implement the necessary measures for their early entry into service;
- allows the construction to be started in terms of project, material and capacity security for buildings specifically approved by the Government.
(1) The State Investment Construction Commission provides its tasks in cooperation with other central authorities and regional national committees.
(2) The State Investment Construction Commission is working with the State Planning Commission to draw up a State Development Plan for the National Economy, in particular the Investment Construction Plan. From the point of view of its competence, it gives its assent to the inclusion of individual buildings in the draft nominal lists submitted to the Government for approval.
(3) The State Investment Construction Commission shall cooperate with the State Commission for the Development and Coordination of Science and Technology in particular in the preparation of a science and technology development plan and shall apply requirements arising from the needs of investment construction. In its management activities it ensures the application of the conclusions of research and development carried out by the State Commission for the Development and Coordination of Science and Technology.
(4) The State Commission on Investment Construction cooperates with the Central Commission on the control of the investment construction process and the production and evaluation of statistical records.
For coordination and security of tasks The State Commission on Investment Construction in Slovakia is hereby established a department of the Slovak National Council. In agreement with the Chairman of the State Investment Construction Commission, the Bureau of the Slovak National Council shall determine the activity and number of staff of this department. The organisation of the department shall be governed by the Law of the Slovak National Council.
In order to ensure the preparation and implementation of the planned investment construction, the State Commission for Investment Construction is authorised under the authority of the Government
- examine the state of preparation and implementation of investment construction in ministries and regional national committees, and, where appropriate, in undertakings and organisations managed by them, and impose the necessary measures on them;
- to impose on regional national committees the development and implementation of measures on the area of planning, architecture and construction.
(1) The State Investment Construction Commission consists of the President, who is a member of the Government, the Deputy Chairperson of the State Investment Construction Commission and other members appointed and dismissed by the Government.
(2) The work of the State Investment Construction Commission and its apparatus is managed by its chairman.
(3) The tasks, responsibilities and methods of work of the State Commission for Investment Construction will be defined in more detail by the Government.
The State Investment Construction Commission shall carry out its tasks with a wide participation of the assets of qualified personnel from production companies, universities, project institutes, scientific institutions, central offices and national committees. It organises and manages the work of the asset in such a way as to contribute to the combination of general knowledge with the specific experience of businesses and national committees and create the conditions for ensuring consistency between social, corporate and local interests.
The State Investment Construction Commission shall be responsible for:
Research Institute of Construction and Architecture,
Study and Typing Institute,
State Institute of Regional Planning.
The State Investment Construction Commission may issue general legislation in its field of competence on the basis of laws and regulations.
The Ministry of Construction is transformed into the Ministry of Construction with a newly defined scope in the construction and construction sectors.
This legal measure shall take effect on the date of its publication.
