THE LAW
of 5 July 1962
on the conferral of honours
The National Assembly of the Czechoslovak Socialist Republic decided on this law:
Honours are an expression of the recognition and gratitude of the Czechoslovak working people for the merits of the victory of socialism and the construction of an advanced socialist society, the development of friendship and cooperation and the consolidation of the peaceful coexistence of nations, the merit of defending the country, the work of sacrifice and excellent performance in the field of economic and cultural construction and the development of science and technology, or exemplary dedication in civil life.
Honours are given to individuals as well as to workers' communities, voluntary social organisations, businesses, cooperatives, institutions and services of the armed forces and their pledges.
Honours are the honorary title "hero of the CSSR" associated with the right to wear the Golden Star of the hero of the CSSR, the honorary title "hero of the socialist work" associated with the right to wear the Golden Star of the hero of the socialist work, and other honours.
Honours are set up by law.
(1) According to the Constitution of the Czechoslovak Socialist Republic, it is the right to lend a medal to the President of the Republic. The President of the Republic may authorise another institution to lend individual honours.
(2) The President of the Republic may be awarded a medal by order of the National Assembly.
Proposals to lend honours may be submitted to the President of the Republic by the Central Committee of the Communist Party of Czechoslovakia and by the Central Council of Unions; the central authorities of other voluntary social organisations submit their proposals through the Central Committee of the National Front. The proposals may also be submitted to the President of the Republic by the Bureau of the National Assembly and the Government. Ministers and Heads of Central Government Authorities and National Committees shall submit their proposals through the Government; The Minister of National Defence or the Minister of Interior of the President of the Republic shall submit proposals directly to the soldiers or members of the armed corps.
Honours given by the President of the Republic may be handed over on behalf of the President of the Republic by authorized representatives of the Communist Party of Czechoslovakia, state bodies or voluntary social organisations.
He will also receive a certificate of the award of the award upon submission. If honours are given in memoriam, the family will receive honours and certificates.
(1) He's only allowed to wear honours. A medal can't be given to anyone. If he died a decorated man, the honor shall be left to his family; If there is no one in the family, the medal will return.
(2) The honours awarded to the collective of workers, organisations, undertakings, cooperatives, institutions and services of the armed forces shall be placed in their place of honour; individual persons shall not wear them.
Czechoslovak citizens may accept and wear the honours of other states only with the permission of the President of the Republic.
(1) The President of the Republic, or the institution empowered by him, shall withdraw the honours if he has become a decorated one unworthy of wearing them, or if it becomes clear that the honours have been given undeservedly.
(2) The honour loses who has been sentenced to loss by judgment of the Court.
(1) The honours and honours thus far established shall be awarded for the merits referred to in the provisions by which they were established. Rules shall also remain in force setting out the order in which honours and badges associated with honorary recognition are to be worn.
(2) The provisions of this Act apply to the granting, loss and withdrawal of honours and the honorary recognition granted by the President of the Republic.
(3) The other honorary recognition shall be given by the body referred to in the rules by which the honorary recognition was established. That authority may also withdraw recognition if the person to whom it has been pronounced is not worthy of recognition.
(4) The Government is responsible for adjusting the recognition which is not granted by the President of the Republic.
Proposals for the award of the state awards of Clemente Gottwald are submitted to the President of the Republic by the Government, which also regulates the way in which they are discussed.
Act No. 247 / 1949 Coll. on honours and honorary recognition, supplemented by statutory measure No. 14 / 1956 Coll., is repealed.
This Act shall take effect on the day of its publication.
