DECLARATION
Ministry of Education of the Czech Socialist Republic
of 18 July 1985
on the continuing training of teaching staff
The Ministry of Education of the Czech Socialist Republic provides pursuant to § 51 paragraph 4 of Act No. 29 / 1984 Coll., on the System of Primary and Secondary Schools (Education Act), and § 51 and § 98 paragraph 1 (d) of Act No. 39 / 1980 Coll., on Higher Education:
(1) The task of continuing education of teaching staff (hereinafter referred to as "continuing education") is to renew, deepen, complement and disseminate the knowledge and skills of teaching staff in the field of ideopolitical, pedagogical, psychological, vocational subjects as a prerequisite for improving teaching practice.
(2) Further education is managed by the Ministry of Education, Youth and Sports (hereinafter referred to as "the Ministry of Education '), bodies which establish schools and educational establishments, and other bodies on the basis of legislation.
(1) Further education is the idea of political education, the introduction of initial teaching staff into practice, post-graduate studies, 2) postgraduate studies, 3) specialisation studies, functional studies, continuous education and extended studies.
(2) Ideally political education, initial training of teachers, post-graduate studies, post-graduate studies, functional studies and continuous education are compulsory. Specialisation studies are compulsory if the qualification requirement is .5) Expanding study is optional.
Ideally political education
(1) Ideally political education is organised by schools and educational establishments.
(2) The content of ideopolitical education is the current issues of school policy; is carried out within a range of 6 seminars in the school year and ends with a discussion.
Placing in practice of initial teaching staff
(1) The introduction into practice of initial teaching staff (hereinafter referred to as the "introduction") is organised by a school or educational establishment in cooperation with the establishments for continuing education of teaching staff set up by the Ministry of Education and Region, the Central Institute for Education of Educational Workers (hereinafter referred to as the "Central Institute") 6) and by sectoral educational establishments.
(2) The introduction of initial teaching staff adapts to specific conditions of the profession, learns to apply creatively the knowledge acquired during the period of training for the profession and develops its practical teaching skills.
(3) The presentation shall take place in the first year following the entry into service of the teaching staff member and shall last for one year. The final evaluation shall be completed. If, after the year of indication of the target, the Director does not reach the target, he shall extend the period of introduction by a maximum of a further year.
Graduate and postgraduate studies
(1) Postgraduate studies are organised by higher education institutions in cooperation with the Central Institute or with sectoral educational institutions.
(2) The scope and content of postgraduate studies are laid down in specific regulations.3)
(3) Paediatrics shall be enrolled in post-graduate studies through an organisation to which they are in an employment, member, service or other similar relationship (hereinafter referred to as employment), not earlier than five years and not later than the end of the twelfth year of their teaching experience.
Specialisation studies
(1) Specialisation studies are organised by the Central Institute, Regional Education Institutions, Higher Education Institutions, Secondary Schools and Sectoral Education Facilities. Specialisation is completed by the final interview. If the completion of the relevant type of specialisation course is a qualification condition, 5) the final examination shall be completed. A certificate shall be issued for the completion of the specialisation course.
(2) Specialisation is a preparation for specialised teaching activities, research and publication activities, deepening knowledge in the scientific, technical or artistic field, developing interest in science, technology and art.
(3) Specialisation studies shall be organised for a maximum of two years.
(4) Teaching staff shall sign up for the specialist studies in accordance with the needs of the school or school establishment on which they operate and with their own interests.
Functional studies
(1) The establishments for the further education of pedagogy staff set up by the Ministry of Education and the Region in cooperation with higher education institutions and department education institutions organise a functional study of directors, their representatives and other pedagogical staff of schools and schools.
(2) Functional studies shall give the staff referred to in paragraph 1 the capacity to perform their duties.
(3) As a rule, functional studies last two years. The candidate shall be enrolled at the initiative of the organisation to which he is employed, no later than two years after taking up his duties. The study shall be completed by the final examination before the Examination Committee. The Examination Committee shall appoint a competent regional authority for the studies organised by the Central Institute on a proposal from its Director, the Ministry of Education, and for the studies organised by the Regional Education Institute on a proposal from its Director. The examination committees are members of the leading staff in the field of education. A certificate shall be issued for the completion of the studies.
Continuous education
(1) Schools and educational establishments, in cooperation with the establishments for continuing education of teaching staff set up by the Ministry of Education and Region, universities and ministries, organise continuous education and determine its scope in accordance with social and local needs.
(2) Continuous education is focused on theoretical and practical issues of unifying the educational activities of all educational staff on the development of the personality of a pupil of a school or a school establishment, on changes in the concepts of education and education expressed in teaching plans, syllables, textbooks and programmes of educational work, on new legal standards in the field of education and new knowledge from pedagogy, psychology and didactics.
Employers shall be granted work allowances and economic security to the extent specified by specific regulations. 11)
Repeal
They shall be deleted:
1. Decree No. 79 / 1977 Coll., on a uniform system of continuing education of school teachers providing primary, secondary and higher education and other educational and educational staff,
2. the Directive on Expansion Teaching at the Faculty of Philosophy and Science No 41 99 / 56-01 / 1 of 28 March 1956 (MŠK Bulletin, year XII, Gazette 11 of 20.4.1956, as amended by Directive No 25 142 / 57-B I / 1 of 31.5.1957),
3. the Directive on the extension and addition of qualification of teachers by study at the Faculty of Education No 11 259 / 69 III / 2 of 24 February 1969 (Journal of MŠK year XXV, Gazette 3 of 20.3.1969),
4. Directive No 25 / 1969 - Test rules for the final examination of supplementary studies at the Faculty of Education No 31 028 / 69 III / 2 of 24 October 1969 (Bulletin of MŠK, year XXV, book 11), reg. 7 / 1970 Coll.,
5. the Ministry of Education of the Czech Republic on certain forms of pedagogical and training for the teaching of vocational subjects for secondary schools and folk arts and training for the teaching of workshop subjects and for vocational training for secondary schools, centres of practical teaching and apprenticeship centres, namely 14 967 / 80-14 of 30 April 1980 (Bulletin of the MŠ and MK ČSR, year XXXVI, book 6 of 20.6.1980), reg.
6. § 5 (1) of Decree No. 49 / 1967 Coll., on graduate studies at universities;
7. instructions of the Ministry of Education of the Czech Republic dated 14.9.1979 no. 26 708 / 1979-14 to put the initial teachers into practice, to graduate study of teachers, to post-graduate study of teachers, to specialist study of teachers and to the functional study of the directors of the regional pedagogical institutes and district teaching centres (publ. 8 / 1979 The Bulletin of the Government of the Czech Republic for National Committees).
Efficacy
This Decree shall take effect on 1 September 1985.
