Decree of the Ministry of Education of the Czech Socialist Republic on the establishment, abolition, organisation and management of secondary vocational schools

of 21 May 1979
on the establishment, cancellation, organisation and management of secondary vocational training centres
The Ministry of Education of the Czech Socialist Republic provides in the agreement with the participating central authorities pursuant to § 14 (2) (a) and (b) of the Act of the Czech National Council No. 77 / 1978 Coll., on State Administration in Education, and under § 18 (2) of the Act No. 63 / 1978 Coll., on measures in the system of primary and secondary schools:
Secondary vocational training centre
§ 1
(1) The Central Vocational Teachers (1) as part of a production unit or an authority performing a similar function (hereinafter referred to as the "production unit") has the status of an organisational unit; its organisational integration regulates the status of the production economic unit (2)
(2) The Central Vocational Training Centre set up by the Regional National Committee shall be the organisational unit of the organisation managed or managed by the Regional National Committee or the National Lower Level Committee, as appropriate.
§ 2
(1) At the secondary vocational training centre, pupils and apprentices (hereinafter referred to as "pupils') are recruited for organisations by their own production units or, where appropriate, pupils accepted for other organisations; in the secondary vocational training centre set up by the Regional National Committee, pupils admitted to an organisation whose organisational unit is that secondary vocational training centre or, where appropriate, pupils admitted to another organisation.
(2) If the number of pupils admitted to a secondary vocational training centre for another organisation is greater than 15 in all the years of a single study or school, the organisation shall normally conclude a fund-building contract with the organisation whose organisational unit is the secondary vocational training centre. 3)
§ 3
Establishment, establishment and cancellation of secondary vocational training centres
(1) Production units shall submit a basis for the establishment and modification of the network of secondary vocational schools for the next school year by 31 October following consultation with their superior authority of the Regional National Committee responsible for the establishment of the proposed secondary vocational training centre.
(2) The basis for establishing and amending the network of secondary vocational training centres for organisations managed or managed by the Regional National Committee is prepared by the Regional National Committee.
(3) The basis for the inclusion of the secondary vocational training centre in the network shall include in particular the following:
(a) organisational integration of the secondary vocational training centre;
(b) a list of the fields of study or teaching in which young people will be prepared for the working profession in the secondary vocational school;
(c) a description of the actual state of spatial and technical security of the individual components of the educational process;
(d) the intended provision of the activities of the secondary vocational training centre by workers in all categories; in the case of management functions, namely, indicating basic personal data and qualifications;
(e) the method of ensuring appropriate productive work for practical training within the scope of the teaching set out in the curriculum of vocational training for individual study or teaching subjects;
(f) an analysis of the estimated number of young people recruited per study or course and year for a period of up to five years;
(g) the opinion of the competent central authority, in so far as it is not a secondary vocational training centre established by the Regional National Committee.
(4) The basis for the exclusion of secondary vocational training from the network shall include in particular:
(a) grounds for exclusion;
(b) the way in which the preparation of youth for the professional professions in the fields of study and teaching in which the youth were prepared in the current secondary vocational school will be ensured.
(5) The Regional National Committees send proposals to the Ministry of Education of the Czech Socialist Republic for their territorial districts by 5 January of the calendar year; The Ministry of Education of the Czech Socialist Republic, after consulting the central authorities involved, provides for a national network of secondary vocational educations.4)
(6) The institutions and organisation5) establish and abolish secondary vocational schools according to the network established by the Ministry of Education of the Czech Socialist Republic.
Organisation of secondary vocational training
§ 4
Director of secondary vocational training
(1) The Director of the Secondary Vocational Training Centre (hereinafter referred to as "the Director") manages theoretical teaching, practical teaching, non-teaching and other activities related to educational activities and the operation of the Secondary Vocational Training Centre.
(2) The Director is responsible for the ideal, educational and professional level and the results of the school's work, creating conditions for the work of all staff, managing and controlling the work of all staff and pupils; takes care of further political, pedagogical and vocational training of workers. 6)
(3) The Director shall be appointed and released from office, with the agreement of the Regional National Committee (7), by the Director-General of the Production Unit or by a management body acting in a similar capacity, or by a worker appointed by him.
(4) The Director of the secondary vocational training centre set up by the Regional National Committee shall be appointed and removed from office by the Regional National Committee.
(5) The Director shall be responsible for carrying out tasks in the educational process to the public authorities in education.
(6) The Director shall have at least two representatives: a theoretical teaching representative and a practical teaching representative, who shall be the first Deputy Director.
§ 5
Secondary vocational training staff
(1) Teachers of Theoretical Teachers and Deputy Director of Theoretical Teaching are staff of the relevant Regional National Committee.
(2) Other pedagogical and economic staff and Deputy Director for Practical Teaching are the staff of an organisation whose organisational unit is a secondary vocational training centre.
§ 6
Organisation of secondary vocational training centre
(1) According to the local structure, the secondary vocational training centre is divided:
(a) a secondary vocational training centre with a theoretical and practical training centre and a local youth home;
(b) in a secondary vocational training centre with a theoretical or practical teaching place separated locally; a youth home can be established at any separate workplace.
(2) According to the internal organisation, the secondary vocational training centre is divided into the theoretical teaching section, practical teaching section and non-teaching section, or into a section providing further activities related to educational activities and the operation of the secondary vocational training centre.
(3) In the field of practical teaching, in addition to the educational activity, the activity of the production and / or operational engineering is also ensured.
§ 7
Locally separated workplaces
(1) Local separation of the theoretical teaching workplace is managed by the teacher responsible for the number of 7 classes, from 8 classes the teacher responsible for the management of theoretical teaching (§ 5 (1)).
(2) The master of vocational education, from 7 masters of vocational education to the number of 6 masters of vocational education, is the head of practical teaching (§ 5 (2)).
(3) Local detached workplaces providing both theoretical and practical teaching are managed by the head of this workstation, who is an organisation worker (§ 5 (2)).
(4) The head of the site of separate workplaces shall be methodically managed on professional issues by the responsible Deputy Director.
Tasks of central authorities and regional national committees
§ 8
Central authorities
(1) In developing youth preparation for the labour occupation in accordance with the national development plan, determined by the social needs of the various sectors of the national economy, central authorities are methodically managing:
(a) educational process in practical teaching;
(b) non-teaching education;
(c) the creation of the content of both the theoretical and practical component of the vocational teacher in the teaching documents of study and teaching fields.
(2) The central bodies in their field of competence monitor the development of study and teaching fields and the development of the number of pupils in relation to long-term plans for the development of the qualification structure of workers, the development of the number of educators, including their qualification growth and the status of remuneration and physical security of pupils.
(3) The central authorities ensure that, in line with the development of the various sectors, youth preparation for the labour professions is planned in long-term, medium-term and annual plans. direct and discuss the proposals for a network of secondary vocational schools and lay down standards for practical teaching equipment.
§ 9
Directorate-General for Economic Production
The Directorate-General for the Production of the Economic Unit ensures the preparation of youth for the labour professions, setting up secondary vocational training centres and providing a material technical basis for them, incorporating youth preparation for the working professions into long-term, medium-term and annual plans, outlining the number of pupils in the different fields of study and teaching; Furthermore, it sets out the tasks of subordinate organisations in the recruitment of pupils, determines the scope and content of the analyses of the activities of secondary vocational schools, determines the internal organisation of secondary vocational schools and the division of activities and approves the curriculum for the educational activities of secondary vocational schools.
Regional National Committee
§ 10
The Regional National Committee shall carry out similar tasks in the preparation of youth for the labour occupation of organisations governed by it or managed by it, which shall be the responsibility of the central authorities and the Directorate-General of the Production Unit.
§ 11
If the Regional National Committee has a production unit, it shall carry out the activities referred to in Sections 1 (1), 3, 4, 9 and 12 of its Directorate-General.
Financing of secondary vocational training
§ 12
The financing of the activities of the secondary vocational training centre, including non-teaching education, shall be provided by the organisation which established the secondary vocational training centre. 8) In doing so, it follows specific rules. 9) Education outside teaching can be contributed from the cultural and social needs fund of individual organisations within the production unit. 10)
§ 13
The Regional National Committee, which has set up a secondary vocational training centre, shall ensure the financing of its activities, including non-teaching activities, through an organisation managed or managed by it or, where appropriate, through an organisation managed or managed by a lower level national committee entrusted with such activities.
Final provisions
§ 14
(1) The secondary vocational training centre may carry out certain other activities in the field of the education of qualified workers, which would be the responsibility of another organisation or establishment within the production unit or, where appropriate, of the Regional National Committee, provided that material, technical and cadre conditions have previously been established for such activities.
(2) The extended activity of the secondary vocational training centre referred to in paragraph 1 and the internal structure of the secondary vocational training centre is approved by the Ministry of Education of the Czech Socialist Republic in the framework of the establishment of a national network of secondary vocational training centres.
§ 15
(1) The Regional National Committee, which shall set up secondary vocational training courses providing only theoretical teaching, (11) shall determine in which centres of practical teaching the secondary vocational training will be methodically managed by educational activities.
(2) The organisation may set up a centre of practical instruction, 12) if it educates less than 200 pupils.
§ 16
If the secondary vocational training centre has set up as part of an economic organisation designated by the competent central authority, 13) it shall carry out the activities specified by the relevant Directorate-General of the Production Unit.
§ 17
This Decree shall take effect on 1 July 1979.
