Ministry of Interior of the Slovak Socialist Republic
of 5 May 1976
laying down the principles governing staff training on fire protection
The Ministry of Interior of the Slovak Socialist Republic, in agreement with the participating central authorities, provides for the fire protection of:
Scope
(1) The Decree lays down the principles of training of persons on fire protection (hereinafter referred to as "training"), which are in a similar relationship to the socialist and other organisations (hereinafter referred to as "organisations") carrying out such training as part of preventive measures to protect against fire.
(2) Training in rail, water and air transport organisations, forest management organisations, Czechoslovak People's Army departments and facilities, National Security Corps services, 1) in the Ministry of Interior and in organisations supervised by the State Mining Administration shall be governed by specific regulations.
(3) The provisions of this Decree do not apply to the training of fire protection inspection staff of national committees, members of public and competitive fire services and professional firemen in public and plant fire services.
Responsibility for training
(1) The head of the organisation is responsible for ensuring training in the organisation. The managers of such components are also responsible for providing training in lower organisational components (plants, plants, etc.) within the scope of their competence.
(2) The Head of that authority shall be responsible for ensuring the training carried out by the superior authority.
Degree trained
First degree training
(1) First-degree training shall include an interpretation of the essential obligations of workers while complying with fire safety regulations, an interpretation of the fire hazard in the organisation and an instruction on the use of fire extinguishers.
(2) First-degree training shall take part in:
(a) persons who are in a working, teaching, Member or other similar relationship to the organisation (hereinafter referred to as "workers");
(b) students enrolled in an organisation to obtain professional experience;
(c) persons other than those referred to in (a) and (b) who carry out work in the premises of the organisation; they shall adjust the content and scope of first-degree training to those persons.
(3) First-degree training is carried out by the organisation when the staff are recruited; first-degree training of other persons prior to their inclusion in the relevant workplace.
Second degree training
(1) The second degree training contains a detailed interpretation of the fire hazard characteristic of the workplace (production technology, storage of flammable substances, etc.), the alarm guidelines, the fire plan and the organisation's fire rules; at least one third of the total training must be practical training.
(2) Second-degree training shall take part in:
(a) first-degree staff;
(b) workers who are transferred to another place of work or whose type or method of work is changing.
The organisation shall carry out second-degree skirting every two years, unless a shorter period is set by the head of the organisation or a superior body, taking into account the increased fire hazard. However, training of fire protection personnel in the organisation at a time when there is no work shall be carried out at least once a year.
Third degree training
(1) Third-degree training includes detailed familiarity with fire protection management, fire protection system in the organisation, basic knowledge of the process of burning and extinguishing flammable substances and relevant state technical and sectoral standards.
(2) Third-degree training shall take part in:
(a) Heads of Organisation3) and their representatives;
(b) other managers at all stages of the procedure and personnel who undertake first or second-degree training;
(c) members of the Fire Technical Commission, fire prevention workers in the organisation and masters of the fire brigades, unless they are professional firemen;
(d) personnel responsible for ensuring that fire-fighting requirements are respected in the research and development of products or technologies.
(3) Third-degree training shall be carried out by the organisation once every three years, unless a shorter period is set by the head of the organisation or a superior body.
(1) The knowledge obtained in third-degree training shall be verified by an expert panel designated by the head of the organisation; for the staff referred to in Section 6 (2) (a), the expert commission designated by the head of the superior body. A certificate shall be issued by the Head of Organisation on a proposal from the Panel of Experts on the successful completion of third-degree training.
(2) Workers who have not benefited from the verification of knowledge are obliged to submit to a new verification of knowledge within three months.
Organisation and control of training
(1) For all training stages, the organisation shall draw up thematic plans and the timescale of the training to be discussed with the management body and the relevant national committee - fire protection inspections. The thematic plan and the timescale of the training of staff referred to in § 8 (2) (a) shall be discussed by the superior body with the Regional National Committee - Fire Protection Inspection (National Committee of the Slovak Socialist Republic of Bratislava - City Fire Protection Inspection) according to its headquarters.
(2) The training checks shall be carried out by the national committees - fire protection inspections referred to in paragraph 1.
(1) Training is usually provided by the organisation by its staff. First and second level training shall be carried out by fire prevention personnel in the organisation and by personnel referred to in § 6 (2) (b) who have successfully completed third-degree training.
(2) Third-degree training is provided and carried out by the organisation by its competent staff. The training of the third level of staff referred to in Section 6 (2) (a) shall be provided by the supervisor.
The organisation of documentation shall conduct the training and verification of staff knowledge. The documentation on the training and verification of the knowledge of the staff referred to in Section 6 (2) (a) shall be kept by the superior authority.
Common, transitional and final provisions
The organization collaborates with the authorities of the Revolutionary Trade Union Movement, the Association of Fire Protection of the Czechoslovak Socialist Republic or other social organisations.
(1) Training of the first and second stages of the newly recruited staff, as well as training of the second stage of the staff transferred to another work or place of work, is required by the organisation before being assigned to the workplace or, where appropriate, before transferring to another work or place of work.
(2) Training of the third stage of newly recruited staff or those assigned to the duties required by this level of training shall be provided by the organisation no later than three months after their acceptance or inclusion. For the staff referred to in Article 6 (2) (a), training in the third degree shall be provided by the superior body within that period.
(3) Training in the second and third stages under this Decree is required by the organisation within one year of its effectiveness. The training of the third level of staff referred to in Section 6 (2) (a) shall be carried out by the superior authority within that period.
Specific provisions governing the training or verification of knowledge of workers remain unaffected by this Decree. (4)
They shall be deleted:
1. provision § 8 of the Order of the Minister of Interior No 169 / 1955 Ú. v., on the security and organisation of fire protection in the plants,
2. the Ministry of the Interior Directive of 19 October 1959 No. PO-1638 / 1959 for the training of staff of fire protection plants, the further validity of which was notified in the amount of No. 47 / 1967 Coll. (XVIII / 9).
This Decree shall take effect on 1 July 1976.
