The Decree of the Ministry of Finance, which sets out the amount of the State contribution to cooperative housing construction started in 1967, regulates the amount of the State contribution to cooperative construction as of 1.1.1967 and amends certain provisions of Decree No. 191 / 1964 Coll., on financial, credit and other assistance to cooperative housing and construction of family houses, as amended by Decree No. 26 / 1965 Coll.

determining the amount of the State contribution to cooperative housing started in 1967, adjusting the amount of the State contribution to cooperative construction as established on 1.1.1967 and amending certain provisions of Decree No. 191 / 1964 Coll., on financial, credit and other assistance to cooperative housing and construction of family houses, as amended by Decree No. 26 / 1965 Coll.
The Ministry of Finance, in agreement with the State Planning Commission, the State Commission for Technology, the State Bank of Czechoslovakia, the Central Council of Cooperatives and other participating central authorities and the authorities, pursuant to § 88 (2) of Economic Code No. 109 / 1964 Coll. and § 1 (1) of Decree No. 191 / 1964 Coll., on financial, credit and other assistance to cooperative housing and construction of family houses:
State contribution to cooperative housing
In addition to the State contribution pursuant to § 1 (1) and (2) of Decree No. 3 / 1965 Coll., which sets out the amount of the State contribution for cooperative housing started as from 1 January 1965, the National Committees shall grant the State contribution to the cooperative housing construction started as from 1 January 1965. This additional contribution shall be granted at the rate of the difference in the budgetary costs of the object concerned in accordance with the prices applicable until 31 December 1966 and from 1 January 1967. *) If the project documentation for this construction was purchased at prices valid from 1 January 1967, that additional contribution shall be increased by the differences resulting from the price adjustment of the project documentation and from the cancellation of the discount on the prices of that documentation on 1 January 1967.
If, before the date of application of this decree, a State contribution has already been granted pursuant to § 1 (3) of Decree No 3 / 1965 Coll. on the construction of cooperative housing houses opened in 1967, the total contribution, including the additional contribution under § 1 of that decree, may amount to a maximum of the amount which would be payable under § 1.
On 1 January 1967, the National Committees provided a further contribution corresponding to the difference between the revalued *) and the original budget costs, which were not built up by the end of 1966.
The additional contribution provided for in Sections 1 to 3 shall be reduced in the following cases:
(a) If there are more than 85 m2 of commercial area in the cooperative housing house, the additional allowance shall be reduced by an amount corresponding to the ratio between the sum of the commercial areas by which the individual flats exceed 85 m2 of commercial area and the total commercial area of all the flats in the respective house.
(b) In the case of cooperative housing construction carried out in full self-help (§ 8), the additional price difference resulting from the revaluation of the stock of construction materials on 31 December 1966 shall be reduced. * *)
c) The additional contribution excludes the difference in budgetary costs (or project documentation costs) concerning the part of the costs that the cooperative's requirements for the above-standard equipment of apartments or buildings, * * *) for the location of the building, etc.
The additional contribution provided for under § 1 to 4 is deducted for the purposes of determining the maximum amount of long-term investment loan under § 4 of Decree No. 191 / 1964 Coll. from the total cost of construction.
The documents necessary for determining the State contribution pursuant to § 1 to 4 shall be submitted to the National Committee by the housing cooperative.
State contribution to cooperative housing in agriculture
The provision of state contributions to construction housing cooperatives of workers in agricultural and forestry primary production for construction started in 1967 will be regulated by the guidelines of the Ministry of Agriculture and Nutrition and the Ministry of Forestry and Water issued in agreement with the central authorities involved. †)
Amendments to Decree No. 191 / 1964 Coll.
Note * *) to § 4 (2) (c) of Decree No. 191 / 1964 Coll., on financial, credit and other assistance to cooperative housing and construction of family houses, is replaced by the following for cooperative housing construction started in 1967:
"For construction started in 1967, the construction under its own direction carried out by the building housing cooperative without any claim on the planned capacity of construction production, with the exception of the execution of certain works, shall be considered to be the construction of a complete self-help.
(a) 40% of the budgetary costs of the building when using traditional construction technology;
(b) 60% of the budgetary costs of the building when using progressive construction technology. "
Paragraph 17 (1) of Decree No 191 / 1964 Coll. is replaced by the following:
"If the builder is building a house in a selected rural village or in a city on a site designated by the National Committee, the National Committee shall ensure that access communication is established to the land (including a sidewalk) and the extension of the facilities for the public distribution of electricity, including, where appropriate, water, gas and sewerage, if the facility is built. '
Article 19 (11) of Decree No 191 / 1964 Coll. is replaced by the following:
"The central authorities shall issue more detailed guidance as required by their sectors. Assistance to cooperative housing and construction of family houses intended for workers in agricultural and forestry primary production shall be adapted - as regards cooperative housing construction initiated from 1 January 1967 and the construction of family houses carried out on the basis of a building permit issued from the same date - by the Ministry of Agriculture and Nutrition and the Ministry of Forestry and Water in agreement with the central authorities involved. '
Final provisions
Paragraph 1 (3) of Decree No. 3 / 1965 Coll., determining the amount of the State contribution to cooperative housing construction initiated from 1 January 1965, is hereby repealed.
This decree shall take effect on the day of its publication.

*) Budget costs at prices valid from 1.1.1967 (overestimated budgetary costs) are included in the secondary budget costs referred to in § 27 (1) (a) to (d) of Decree No. 107 / 1966 Coll., on documentation of buildings, and including budget costs for supply engineering activities; in the case of cooperative housing construction carried out by full self-help, only the costs of construction site facilities and the other additional costs of works performed by suppliers shall be included in the overestimated budget costs;
* *) The method of repricing the stocks of building materials for cooperative residential construction carried out by the full self-help and, if necessary, the transfer of budgetary costs to the price level valid until 31 December 1966 will be adapted by the guidelines of the Central Council of Cooperatives issued in the agreement with the State Commission for Technology and the State Bank of Czechoslovakia.
