THE LAW
of 25 March 1964
on the development of plant production
The National Assembly of the Czechoslovak Socialist Republic decided on this law:
Preliminary provisions
(1) Plant production as a basic element of agricultural production provides food with the right nutritional value for the population, creates the preconditions for the development of livestock production, provides the raw materials needed for industry and is one of the decisive factors of the constant increase in the standard of living of workers. The basic condition for the development of plant production is proper scientific management of all agricultural land and continuous care of its fertility.

The tasks of testing shall include in particular:
(a) continuous agrochemical testing of the soil;
(b) the implementation of a forecast of the occurrence of certain pests;
(c) carrying out biological tests in the field of plant nutrition;
(f) checking the quality and efficiency of fertilisers, particularly industrial fertilisers;
(g) testing of plant protection products and verification of pest control methods.
Professional state control
The tasks of state control shall include in particular:
(a) carrying out plant health surveillance (§ 20), plant health inspections (§ 22), verification of the quality and health of seed, seed and nurseries in production, preparation, storage, supply, import, transit and export.
The Ministry of Agriculture shall direct the training and professional state control.
The opinions, analyses and certificates issued by the Central Audit and Examination Institute of Agriculture on the testing and state control section shall be binding on all participants, as well as on the authorities and other public administrations.
In line with the scientific system of management, advanced large-scale production technologies and knowledge of science and research, the Ministry of Agriculture, Forestry and Water Management manages the development and use of mechanisation, technology and automation in agriculture and forestry. It shall include in particular:
(c) establish agro-technical, zootechnical and forest-technical requirements, submit them to the industrial ministries and carry out tests on mechanising equipment and equipment intended for agriculture and forestry;
Final provisions
Implementing rules
The provisions necessary for the implementation of this Act shall be issued by the Ministry of Agriculture, Forestry and Water in agreement with the central administrative authorities involved; it shall also provide for a comprehensive survey of the soil, production and composition of compound feedingstuffs, the collection and recovery of feed waste, the supervision of the technical state of the machinery used in agriculture and forestry and their disposal and, where appropriate, their compulsory purchase.

(2) They are hereby repealed.
Act No. 12 / 1948 Coll., on the External Labelling of the Sentinel Guard, intended for the protection of forests, field property, hunting and fishing, Act No. 86 / 1949 Coll., on the Sentinels for the Protection of Forests, Field Property, Hunting, Fisheries and Water and Water Works, Decree No. 622 / 1949 Ú. l. (615 / 1949 Ú. v.), which sets out a model certificate on the provisions of the Sentinels for the Protection of Forests, Field Property, Hunting, Fisheries and Water and Water Works, and on their taking up to the oath of the Sentree (Advent) for the Protection of the Field Property.
This Act shall take effect on 1 April 1964.
