on block control
In agreement with the participating ministers and the heads of the other central offices referred to in § 29 (1) of Act No. 60 / 1961 Coll., the Minister of Interior provides for the tasks of the National Committees in ensuring socialist order:
(1) In block proceedings, the following authorities may impose and collect fines for offences in their field of competence:
(a) public security authorities;
(b) the review and control bodies of the Ministry of Internal Trade and the authorities of the State Trade Inspection,
(c) labour inspection authorities;
(d) chiefs of district, district and urban military administrations,
(e) health and anti-epidemic workers;
(f) the authorities of the national committees responsible for carrying out professional fire surveillance;
(g) State measure services bodies;
(h) military departmental administrators;
(ch) members of the Railway Armed Protection Corps;
(i) customs authorities;
(j) the authorities of the navigational authority, its branches and capitanates,
(k) the authorities of the State Mining Administration,
(l) the authorities of the Central Office of State Control and Statistics,
(m) haulage authorities;
(n) authorities of the county administrations of state roads,
(o) national security authorities in the performance of the passport, visa and border crossing services.
(2) The authorities referred to in paragraph 1 do not need a specific mandate to carry out block management. A service pass shall be issued on request.
Other than § 1, the authorities or persons may impose and collect fines in block proceedings only if they have been mandated by the District National Committee. The District National Committee shall grant mandates to the extent necessary and may withdraw them at any time. The national district committee shall issue a delegation document to the delegated authorities (s) indicating which offences it may impose and collect fines in block proceedings. If mandated, the credentials must be returned to the district national committee.
(1) For the imposition of fines, the blocks issued by the Ministry of Finance of the Czech Socialist Republic are used for amounts of 10, 20, 50 and 100 CZK.
(2) If a citizen is willing to pay the fine but cannot do so on the spot, he will issue a special block (a block on the spot of unpaid fines which contains a lesson on how to pay the fine and the consequences of non-payment). On payment, he will be given a block of money. A fine which is not paid within 15 days as indicated in the lesson on a special block shall be enforced by an administrative execution.
(3) The authorities whose staff are responsible for the imposition and collection of fines in block proceedings take blocks from the District National Committee, keep them in the register, stamp them and issue them to their authorised staff.
(1) The authorised officer shall pay the selected fines to the authority which issued the blocks as soon as their total reaches 200 CZK, otherwise on the first day of each month. That authority shall examine the accuracy of the amounts received and take them once a month to the tax bank account of the District National Committee from which it received the blocks.
(2) The authorities which have taken the blocks are required, at the request of the District National Committee, to submit, on 31 December of each year, the total accounts of the blocks collected, according to the value pre-printed on them.
This decree shall take effect on 1 July 1961.
