GOVERNMENT REGULATION
of 27 October 2004
delimiting the Bird's Area of the Rozhalovic Pond
The Government orders pursuant to § 45e paragraphs 1 and 2 of Act No. 114 / 1992 Coll., on Nature and Landscape Conservation, as amended by Act No. 218 / 2004 Coll.:
Subject matter
(1) The birds' zone of the Rozhalovic Pond (hereinafter referred to as the "bird area") is defined.
(2) The object of the protection of the bird's area is the populations of the mottana (Circus aeruginosus) and the ash crane (Grus grus) and their biotopes.
(3) The purpose of the protection of the birds' area is to preserve and restore ecosystems relevant to birds' species as referred to in paragraph 2 on their natural grounds of enlargement and to ensure conditions for the conservation of the populations of those species in a favourable conservation situation.
Definition of bird area
(1) The bird region is situated in the Central Bohemian and Králové Hradec region, in the cadastral territories of Běchary, Brodek, Břístev, Budčeves, Chinaves, Dymokur, Hasina, Cholenice, Chotošice, Kopidlno, Kředlno, Kříšice, Ledky, Malice Králové, Mýnek u Kopidlna, Nízona, Názov u Dymokur, Nové Záměmky, Podolí u Rotenalovic, Rozenalovice, Candice u Dymokur, Vinice u Měce Králové, Záměna u na u na u Komíce Králové, and Zástástástěstí u v u v u Rozalovic.
(2) The territorial demarcation and description of the border of the bird area are contained in Annex 1 to this Regulation, the indicative graphical representation of the area is set out in Annex 2 to this Regulation.
(3) The map documents of the scale 1: 25 000, in which the territory of the bird region is drawn, are stored in the central list of nature protection1) and in electronic form at the Ministry of the Environment, the Regional Office of the Central Bohemian Region and the Regional Office of the Králové Hradec Region and the municipal offices of the municipalities with extended scope in whose administrative district the bird region is located.
Activities to which the consent of the nature protection authority is required
(1) Only with the prior agreement of the competent authority of nature protection (2) may the territory of the municipalities be located in the birds' area outside the concurrently built and stoppable (3),
(a) change the type of land and the means of usingit (4);
(b) enter the lithoral fields of ponds between 1 March and 31 July, except for owners and tenants of land and hunting for the purpose of care of the ducks released,
(c) to change the water level of ponds, except for the Bílek and Nouzov ponds, by more than 20 cm from 1 March to 31 July in a period of less than 14 days;
(d) use biocides when managing ponds;
(e) remove lithoral crops;
(f) the establishment of non-commercial poultry farming;
(g) fertilize ponds and meadows with slurry;
(h) to draw new tourist, cycling and riding trails 5),
(i) place tourist, sports and recreational facilities;
j) organise cycling, motorcycle and car competitions;
(k) carry out activities causing a change in the level of established surface and groundwater levels which could cause a change in the biotope of the species for which the bird area is established.
(2) Prior consent of the competent nature conservation authority is not required
(a) the activities referred to in point (k) of paragraph 1, if they are carried out in accordance with the waterworks rules (6);
(b) the activities referred to in paragraph 1 (c) in the event of a flood, emergency or exceptional climate situation;
(c) the activities referred to in paragraph 1 (b) and (e) in the railway protection zone under special legislation (7).
Efficacy
This Regulation shall enter into force on the day of its publication.

Territorial demarcation and description of the border of the Bird's Region of Rozhalovic Pond
From Brodk to the east on the road *) to the New Dvor, from there in a line about 650 meters in the direction of this road - east - to the Křisický (River Zhubka) stream. Along the creek about 1.5 km south to the forest and further along the north and east edge of the forest across the road * *) Křisice - Hasina and further along the road and the bridge through the Lebanese stream and along the forest complex along the administrative border of the regions and the road to the train stop Mlýnek, from it southeast about 150 meters along the road to the river Mrlina and upstream towards the east of about 430 meters to the bridge and then south through the bridge and along the border k.ú. Kopidlno to Mlýnka. Further along the road northeast of the Mirror pond and along the Břístev road - Budčeves northeast about 950 meters to Budčevsi, to the intersection with road No I / 32 and along this road north to the border of K. Ú. Kopidlno. Following this border to the quarry point southeast of the cubicle 265 m near Vinice, south of the village Cholenice, where the border in the line continues around 500 southeast to the cubicle 238 m near the watercourse and along the border K.Ú. Cholenice and Budčeves to the forest Perna. Les Perna is circling the border from the southeast to road I / 32 and following it leads to Nouzov. From there, the border continues east on the road to Nightingale and southeast to Mala Strana at the intersection with the road Záhornice - Chotošice and then south towards Záhorice. From there along the road about 1500 meters south to Vinic, about 1 km before Viničí near the cross turns east on the road about 340 meters to the cubit 235 m near the eastern tip of the Štítarský forest, continues along its eastern edge, further along the border k. Ú. the town Králové to the southwest through the Štítarský stream and the railway line to the edge of the forest behind the mill and along the forest road to the dam of Krčský pond. From the dam of the pond leads the border south on the road to the town of Králové - Dymokur. Following this road to the north-west until the intersection with road No I / 32. Road No I / 32 north to crossing with railway line No 062 Township Kralove - Dymokur. Following the railway line goes to the train station Vídnice, further along the road Vídnice - Viničná Lhota direction Viničná Lhota, further along the road to Zámostí and Rozěalovice. From Rozhalovic, the border leads further along the road to Hasina. Cca 700 m after entering the forest north Hasina turns from the road to the southwest along the road and along the border k. ú. Hasina to the administrative border of the regions, following it northwest direction. Further along the border of the Brod to the north edge of the forest and along this edge to Brod.
Explanatory notes:
*) If the text of the Annex indicates that the border leads along the road, it is expressed that it leads along the edge of the road, namely the border heading into the bird's area.
* *) If the text of the Annex indicates that the border leads on the road, it is expressed that it leads on the edge of the road auxiliary plot, and that it leads on the edge of the bird's area.
