GOVERNMENT REGULATION
of 21 December 2020
amending Government Regulation No. 104 / 2005 Coll., establishing a catalogue of activities in the Security Corps, as amended
The Government orders pursuant to § 116 (2) of Act No. 361 / 2003 Coll., on the service relationship of members of the Security Corps:
The Annex to Government Decree No. 104 / 2005 Coll., establishing a catalogue of activities in the Security Corps, as amended by Government Decree No. 450 / 2008 Coll., Government Decree No. 460 / 2011 Coll. and Government Decree No. 399 / 2017 Coll., is amended as follows:
1. The words "and at the time of service of documents' shall be added at the end of the text of point 4 in Part 1, 1.2 of the first tariff class.
2. The tariff class including the title shall read:
"2nd tariff class - Chief Official
1. Performance of guard and escort service under professional guidance.
2. Performance of supervisory services in detention, prison or institute under professional guidance or direction.
3. The performance of the guards' service of the judicial guards under professional guidance.
4. Transport of prisoners or inmates with partial performance of escort activity.
5. Treatment of service dogs and dogs prepared for service use. "
3. In Part 1 of Part 1.2 of the 3rd tariff class, points 1 and 2 read:
"1. Staff of the guard services at the guards' posts in the detention prison, prison or institute or at the external security office, and of the escort service in escorting prisoners and inmates outside the detention prison, prison or institution.
2. Self-performance of supervisory services in the demonstration of prisoners in prison or prison. '
4. In Part 1, Part 1.2, in the third tariff class in point 3, the words "or supervisory 'are deleted.
5. Point 4 of Part 1 of Part 1.2 of the 3rd tariff class reads:
"4. The exercise of watch service in the buildings of courts, prosecutors or the Ministry of Justice and other places of service of judicial guards. '
6. Point 6 of Part 1 of Part 1.2 of the 3rd tariff class reads:
'6. Performance of administrative activities relating to the provision of guard and escort services. '.
7. The following point 8 is added to Part 1 of Part 1.2 of the 3rd tariff class:
'8. Transport of prisoners or inmates carrying out guard and escort activities. '
8. In Part 1 of Part 1.2 of the 4th tariff class, points 1 and 2 read:
"1. Providing control of persons or vehicles at the entrance or entry or in a defined section of a detention facility, prison or institute or in a defined section of an external guarded workplace or production zone and carrying out a guard's service in escorting particularly dangerous persons (exceptional and life imprisonment, organised crime, etc.) or carrying out activities in a unit of intervention under uniform command.
2. The exercise of the supervisory service in relation to the provision of the rights of prisoners, including their demonstration in prison or prison. ';
9. In Part 1, Part 1.2, in the 4th tariff class in point 3, the words "or supervisory 'are deleted.
10. Point 8 of Part 1 of Part 1.2 of the 4th tariff class reads:
'8. Separate performance of supervisory services at a guarded workplace in a detention or prison. '
11. In Part 1, Part 1.2, in the fourth tariff class, the following point 9 is added:
'9. Comprehensive provision of administrative activities relating to the performance of guard and escort services. ';
12. In Part 1, Part 1.2, in the fifth tariff class in point 1, the words "supervisory," and the words "shift 'are deleted.
13. Point 3 and point 4 of Part 1 of Part 1.2 of the fifth tariff class read:
"3. Coordination, provision and control of the performance of the supervisory service in the exchange and comprehensive provision of the supervisory service in the provision of the rights and obligations of prisoners in the detention, prison or institution.
4. Self-ensuring the operation of an operational and supervisory operational centre in a detention centre, prison or institute. '
14. In Part 1, Part 1.2, in the fifth tariff class, the following point 7 is added:
'7. Comprehensive performance of supervisory services at an unguarded workplace outside a detention or prison. '
15. in part 1 of part 1.2 of the sixth tariff class in point 1, the words "supervisory and" shall be deleted;
16. The following points 7 to 9 are added to Part 1 of Part 1.2 of the sixth tariff class:
"7. Comprehensive coordination, methodological management and control of the performance of the supervisory service in exchange.
8. Comprehensive coordination and control of transport activities in prison, prison or institute and provision of technical maintenance of service vehicles and management of state property.
9. Coordination of security management in the coexistence of forces and resources of individual security corps in the handling of incidents, emergency situations or security of persons (e.g. constitutional officials, foreign persons) entering the area of imprisonment, custody and enforcement of security detention. ';
17. the words "or the provision of classified information protection activities" shall be added at the end of the text of point 2 in Part 1 of the 7th tariff class.
18. The following points 10 and 11 are added to Part 1 of Part 1.2 of the 7th tariff class:
"10. Coordination and methodological guidance of emergency and emergency measures within the Czech Prison Service.
11. Comprehensive coordination of security management in the joint deployment of forces and resources of individual security corps in dealing with emergencies, emergency situations or security of persons (e.g. constitutional officials, foreign persons) entering the area of execution of the custodial sentence, the exercise of custody and the performance of security detention. "
19. The following point 5 is added to Part 1 of Part 1.2 of the 10th tariff class:
"5. Comprehensive coordination of the processing of conceptual materials of the Czech Prison Service, development of the concept of development of international cooperation and guidelines for the development of the Czech Prison Service."
20. In Part 1 of Part 1.3, in the eighth tariff class in point 2, the words "lower tier territorial units' shall be inserted after the words" jurisdiction '.
21. Point 13 of Part 1 of Part 1.3 of the 8th tariff class reads:
"13. Comprehensive coordination and guidance of the performance of police activities in criminal proceedings and other diverse police activities and the performance of service for organisational articles within lower-level territorial units. ';
22. The following point 12 shall be added to Part 1 of Part 1.5 of the eighth tariff class:
'12. Performance of highly demanding professional activities in the preparation, coordination and provision of operational documentation tasks with effect throughout the Czech Republic. "
23. The following point 16 is added to Part 1, part 1.5. of the ninth tariff class:
"16. Establishment of procedures, comprehensive organisation solutions, methodological management, organisation and control of operational documentation activities. ';
24. The following points 7 and 8 are added to Part Two, Section 2.3.1 of the sixth tariff class:
'7. Implementation of specialised activities in the field of professional relations, including the establishment of principles, criteria and procedures for selection and recruitment procedures within a higher-level unit.
8. The exercise of specialised professional activities in the field of crime prevention or prevention of traffic accidents, including the upbringing of road users to safe conduct within the jurisdiction of a higher level territorial unit. ';
25. the following point 5 shall be added to part 2 of Section 2.3.1. of Section 2.3.1 of the 7th tariff class:
"5. Provision of agendas for crime prevention or road safety, including the preparation of projects within the territory of a higher level unit. ';
26. In Part 2 of Section 2.3.1 of Section 2.3.1 of the eighth tariff class, the following point 6 is added:
'6. Methodological control of crime prevention or road safety. Analytical activity on the causes of crime and traffic accidents, the design of systemic measures to prevent individual types of crime, the design of preventive programmes and the development of their methodology within the jurisdiction of a higher-level territorial unit, a national authority or police presidium. ';
27. the following point 4 shall be added to Part 2 of Section 2.3.1. of Section 2.3.1 of the 9th tariff class:
"4. Coordination of analytical work on the causes of crime, traffic accident and social pathology, including the design of systemic prevention measures in the field of police presidium. '
28. In Part 2 of Part 2.3, the fifth tariff class, including the title, is inserted at the beginning of Section 2.3.5.
"5th tariff class - inspector
1. Providing maintenance and repair of on-board complexes, special equipment, metrological, diagnostic and control equipment (aerospace technician). ';
29. The following point 3 is added to Part 2 of Section 2.3.5. in the sixth tariff class:
'3. The performance of highly specialised work in ensuring the proper technical condition of all on-board complexes, systems, systems and equipment of aviation technology (aerospace technician). ';
30. The following points 2 and 3 are added to Part 2 of Section 2.3.5 of the 7th tariff class:
'2. Comprehensive provision of operations and repairs of aviation technology and coordination of civil engineering services and security in the field of individual expertise (dragons and engines, electrical and special equipment, aviation equipment, radio and radio equipment, optoelectronics).
3. Issue of technical regulations for change services is also owned by the manufacturer. Verification of technological processes on aviation techniques for individual expertise in the field of professional aviation regulations. Inspection and control activities in the field of the creation, management and use of aeronautical technical documentation. ';
31. the following point 3 shall be added to Part 2 of Section 2.3.5. in the eighth tariff class:
'3. Design of the concept of technical operation of aviation equipment and ground accessories. Determining the method of selecting and operating the aviation technology by evaluating the technical competence, designing and implementing measures to improve reliability, operability and safety. ';
32. in Part Two, Section 2.5.1. in the sixth tariff class, the following point 7 is added:
'7. Execution of partial legislative work and legal activities in the field of responsibility of the General Inspection of Security Corps. '
33. Part 2, Section 2.5.1. in the seventh tariff class, the following point 5 is added:
"5. Performance of complex legal activities within the scope of the General Inspection of Security Corps. '
34. Part 2, Section 2.5.5. in the 9th tariff class, the following point 6 is added:
"6. Creation of the concept and protection of personal data in the General Inspection of Security Corps."
Efficacy
This Regulation shall enter into force on 1 January 2021.
