on the revised time limits for electrical equipment and the testing and checking of the revision technicians of such equipment in organisations subject to the top supervision of the authorities of the State Mining Administration
The Czech Mining Office provides pursuant to § 5 (3) and § 6 (6) (a) of the Czech National Council Act No. 61 / 1988 Coll., on Mining Activities, Explosives and on State Mining Administration:
Basic provisions
This decree sets the deadlines for regular revisions of electrical equipment (1) and the method of testing and checking of personnel to carry out revisions of such equipment (hereinafter referred to as "review technicians") (2) on premises, buildings and installations (hereinafter referred to as "objects") of the organisation, where they carry out mining or mining activity (3).
Revision deadlines
(1) In buildings where technical standards apply to electrical installations in sub-countries (4), or where drilling and geophysical work is carried out with the risk of fire or gas explosion, oil and flammable natural gas extraction, as well as the storage of gases or liquids in natural rock structures and underground spaces (5), periodic revisions of electrical installations shall take place within one year.
(2) In coal quarries on large-scale machinery and equipment for long-distance belt transport, including transformers and lines which supply such equipment, periodic revisions of electrical equipment shall take place on coal cutting within a period of one year, excluding coal cutting within a period of two years.
(3) Special Regulation (6) applies to the revision of electrical equipment in other objects.
Review technicians' tests
(1) The examinations of the revised technicians shall be carried out by the District Mining Office, locally competent according to the headquarters of the organisation, which wishes to entrust the worker with the carrying out of the revisions and enroll him in the examination. The organisation's application shall indicate: the name, surname, date of birth and residence of the worker, with the number of his ID, evidence of professional training achieved, evidence of overall experience on electrical equipment and of practice in the group of objects and the degree of electrical equipment at which the worker is to be assigned to carry out the revisions. The term of the test shall be communicated by the district mining office not later than 1 month in advance to the organisation.
(2) In the test, the knowledge of the revision technician shall be assessed in the light of the type of objects and activities and the degree of electrical equipment at which it is to be entrusted with carrying out the revisions.
a) According to the species, objects and activities are divided into these groups
1. deep mines flowing (group 1),
2. underground mines which do not contain coal dust (group 2),
3. underground mines (group 3),
4. coal quarries (group 4);
5. activities where drilling and geophysical work is carried out on the risk of fire or gas explosion, oil and flammable natural gas extraction, or storage of gases or liquids in natural rock structures and underground areas (group 5),
6. other mining and mining activities (Group 6).
(b) Electrical equipment shall be divided into the following degrees:
1. without voltage limitation including lightning conductors (stage 1);
2. up to a voltage of 1000 V including lightning ducts (stage 2);
3. machinery, apparatus and switchboards (stage 3),
4. lightning conductors (Grade 4).
(3) The test is written and oral. The test shall examine the knowledge of the electrical, safety and fire regulations and technical standards and the level of technical assumptions for the implementation of the revisions. If the worker has passed the test, the district mining office shall issue a certificate and send it to the organisation. A worker who failed the test may repeat it within a period to be determined by the District Mining Office.
(4) The Revision Technique may be entrusted with the carrying out of revisions in the objects of the group and electrical equipment of that degree that are indicated in the certificate by the group number and the stage number or in the objects and on the devices with a higher number. For group 5 objects, the revision technician must always have a certificate specifically for that group.
(5) A revision technician who has successfully passed the test for objects without risk of explosion or with risk of explosion only in areas of assistance which do not serve the principal purpose of the activity, or for objects with risk of explosion in the premises serving the principal purpose of the activity, before another supervisory authority, (7) may be responsible for conducting revisions in group 6 objects of the relevant stage [paragraph 2 (a) and (b)] if three years have not elapsed since its examination or examination by another supervisory authority.
Regular checking
(1) The inspection technician must apply for the examination no later than three years after the issue of the certificate or the last examination. If not, the organisation shall not entrust such staff to the revision until the examination period.
(2) The review shall be carried out orally or in writing on the basis of a report of the last revision carried out by the revision technician; the report shall be submitted by the review technician during the examination.
(3) A separate document shall not be issued for the successful examination. The Circular Mining Office shall indicate only on the reverse of the certificate that the revision technician has complied with the examination.
(4) If the revision technician does not demonstrate the necessary knowledge during the examination, the examination may be repeated within a period to be determined by the District Mining Office. According to the outcome, the district mining office shall record on the certificate a successful examination or decide on the restriction or, where appropriate, the expiry of the certificate.
Extension of the certificate
The district mining office shall extend the certificate of the revision technician to a higher group of objects and activities or to a higher degree of electrical equipment based on the test.
Revision technicians of supplier organisations
(1) The testing and examination of the revision technique of an organisation which is not subject to the top supervision of the authorities of the State Mining Administration but is carried out by the Czech Mining Authority as a supplier organisation for the assembly of electrical equipment in an organisation subject to the top supervision of the authorities of the State Mining Administration.
(2) The application for testing or checking of the revision technique shall be submitted by the supplier organisation. Paragraph 3 and 4 shall apply mutatis mutandis to the testing, examination and certification of the supplier organisation's technology.
Exceptional checking
If the authority of the State Mining Administration finds defects in the activities of a revision technician, it may call it to an extraordinary examination. Paragraph 4 (5) shall apply mutatis mutandis.
Other tests
The examination and, where appropriate, the examination of the revision technicians may be combined with the examination according to specific regulations. 8)
The District Mining Authorities and the Czech Mining Authority shall keep a record of the certificates issued by them for revision technicians.
Transitional measure
Certificates issued prior to the validity of this Order shall remain valid until the period specified in the current regulations.
