Act of the Czech National Council on changes in the organisation and competence of ministries and other central government bodies of the Czech Socialist Republic

of 21 April 1988
on changes in the organisation and competence of ministries and other central government bodies of the Czech Socialist Republic
The Czech National Council decided on this law:
Čl. I
Act of the Czech National Council No. 2 / 1969 Coll., on the establishment of ministries and other central authorities of the Czech Socialist Republic, as amended by the laws of the Czech National Council No. 34 / 1970 Coll., No. 147 / 1970 Coll., No. 125 / 1973 Coll., No. 25 / 1976 Coll. is amended as follows:
1.
„§ 1
(1) In the Czech Socialist Republic the following central government bodies of the Czech Socialist Republic are active, headed by a member of the Government of the Czech Socialist Republic:
1. Czech Commission for Planning and Scientific and Technological Development,
2. the Ministry of Finance, Prices and Wages,
3. Ministry of Construction and Construction,
4. the Ministry of Education, Youth and Sports,
5. Ministry of Culture,
6. Ministry of Health and Social Affairs,
7. the Ministry of Justice,
8. Ministry of Interior and Environment,
9. Ministry of Industry,
10. Ministry of Agriculture and Nutrition,
11. Ministry of Forestry, Water and Wood Processing Industry,
12. Ministry of Trade and Tourism,
13. The Committee of People's Control of the Czech Socialist Republic.
(2) The Czech Commission for Planning and Scientific and Technological Development consists of the President, Vice-President of the Government of the Czech Socialist Republic, and other members. The President of the Czech Commission for Planning and Scientific and Technological Development is appointed and recalled by the Bureau of the Czech National Council, other members of the Czech Commission for Planning and Scientific and Technological Development are appointed and recalled by the Government of the Czech Socialist Republic.
(3) The Committee of People's Control of the Czech Socialist Republic consists of the President, who is a member of the Government of the Czech Socialist Republic, and an additional 8-12 members appointed and recalled by the Government of the Czech Socialist Republic. "
2. § 1a is deleted.
3. Paragraph 2 (1) (2) and paragraph 2 are deleted.
4. in Paragraph 2 (3), the words "paragraphs 1 and 2 'are replaced by the words" paragraph 1';
5. The title of Part Two shall read as follows:
"The area of competence of the central government bodies, headed by a member of the Government of the Czech Socialist Republic."

„§ 3
(1) The Czech Commission for Planning and Scientific and Technological Development is the central body of the state administration on the planning section (including planning of work, wages and price development) and on the scientific and technological development section.
(2) The Czech Commission for Planning and Scientific and Technological Development carries out state expertise on investment.
§ 4
The Ministry of Finance, Prices and Wages is the central body of the State Administration for the State Budget of the Republic, Taxes and Fees, Financial Management, National Property Management, Insurance and Savings Matters, Wages, Other Labour and Prices. '
Section 7 5 is deleted.

„§ 6
The Ministry of Construction and Construction is the central body of the State Administration for Investment Development, Territorial Planning, Construction Regulations, Building Materials Production and Construction. '
9.
"(1) The Ministry of Education, Youth and Sports is the central body of the state administration for school institutions, primary, secondary and higher education and for the state care of children, youth, physical education, sport and tourism."
10. In Paragraph 7 (2), the title of the Ministry of Education is changed to "Ministry of Education, Youth and Sports."

„§ 8
(1) The Ministry of Culture is the central body of the State Administration for Cultural Education, Art, Cultural Monuments and Nature Protection, Press and other information, including the publication of non-periodic press, the implementation of the Copyright Act and the production and trade in culture.
(2) In the Ministry of Culture, the Secretariat of the Government of the Czech Socialist Republic is set up for church matters, which acts as a central body of government in the matters of churches and religious societies. "

„§ 10
(1) The Ministry of Health and Social Affairs is the central body of the state administration for preventive and hygienic treatment, medical schools, natural health baths and natural medical resources, the pharmaceutical industry, the application of the Regression Refund Act, employment and labour relations, social security, the social protection of children and youth, care for population development and family and other social policy issues.
(2) The Ministry of Health and Social Affairs is subordinate to the Czech Labour Safety Authority.
(3) The main hygienist of the Czech Socialist Republic is appointed in the Ministry of Health and Social Affairs. Part of the Ministry of Health and Social Affairs is also the Czech inspector of spa and springs.
(4) At the Ministry of Health and Social Affairs, the Czech Anti-Alcohol Corps is established.
(5) The Ministry of Health and Social Affairs is subordinate to the Office of Pension Security in Prague. It shall decide on pension benefits, except those decided by the lower public authorities. ';

„§ 12
(1) The Ministry of the Interior and the Environment is the central body of the State Administration for Public Order and Security, ensuring the safety and continuity of road traffic, for internal affairs, in particular the territorial breakdown of the Republic, State symbols, Matrices, Citizenship, Citizenship and Public Records, Association and Collection Rights, as well as for archiving and fire protection.
(2) The Ministry of the Interior and the Environment is also the central body of the State Environmental Administration. In order to ensure the government's management and control activities, it coordinates the process of ministries and other central government bodies in environmental matters.
(3) The Ministry of the Interior and the Environment is also a central body of government for local economy, paid services and local production, public utility services, housing management and non-residential premises, transport, including automotive repair within the competence of national committees and the road economy.
(4) The Ministry of the Interior and the Environment manages the Public Security Services with the exception of activities falling within the competence of the Federal Ministry of the Interior.
§ 13
The Ministry of Industry is the central body of the state administration for the chemical and oil processing industry, rubber and plastic, glass and ceramics, textile and clothing, leather and printing. '
14. Paragraph 14 is deleted.
15. The text of paragraph 15 shall become paragraph 1 and the following paragraph 2 shall be added:
"(2) The Ministry of Agriculture and Nutrition is subordinate to the Czech Agricultural and Food Inspection."
16.
„§ 16
(1) The Ministry of Forestry and Water and Wood Processing Industry is the central body of the State Administration for Forestry, Water Management, Paper and Cellulose Industry, Wood Industry and Technical and Economic Protection of Air Cleanliness.
(2) The Ministry of Forestry and Water Management and Wood Processing Industry is subordinate to the Czech Hydrometeorological Institute, the Czech Technical Inspection of Air Protection and the Czech Water Inspection.
§ 17
(1) The Ministry of Trade and Tourism is the central body of the State Administration for Internal Trade and Tourism.
(2) The Ministry of Trade and Tourism is subordinate to the Czech Trade Inspection.
§ 18
The Committee of People's Control of the Czech Socialist Republic is the central body of state administration on the control section of the Czech Socialist Republic. "
17. § 19 is released.
Čl. II
(1) The Czech Planning Commission, the Czech Commission for Scientific, Technical and Investment Development, the Ministry of Finance, the Ministry of Labour and Social Affairs, the Ministry of Education, the Ministry of Health, the Ministry of Interior, the Ministry of Construction, the Ministry of Forestry and Water Management, the Ministry of Trade, the Czech Price Office and the Czech Office for Press and Information are hereby repealed.
(2) Rights and obligations arising from employment legal and other relationships are transferred in the context of the transition under this law
a) from the Czech Planning Commission to the Czech Commission for Planning and Scientific and Technological Development,
b) from the Czech Commission for Scientific, Technical and Investment Development to the Czech Commission for Planning and Scientific and Technological Development, the Ministry of Construction and Construction and the Ministry of Interior and Environment,
(c) from the Ministry of Finance to the Ministry of Finance, Prices and Wages,
d) from the Ministry of Labour and Social Affairs to the Ministry of Health and Social Affairs, to the Ministry of Finance, Prices and Wages and to the Czech Commission for Planning and Scientific and Technological Development,
(e) from the Ministry of Education to the Ministry of Education, Youth and Sports;
(f) from the Ministry of Health to the Ministry of Health and Social Affairs,
(g) from the Ministry of the Interior to the Ministry of the Interior and the Environment;
(h) from the Ministry of Construction to the Ministry of Construction and Construction;
(i) from the Ministry of Forestry and Water and the Ministry of Industry to the Ministry of Forestry, Water and Wood Processing;
(j) from the Ministry of Trade to the Ministry of Trade and Tourism;
k) from the Czech Price Office to the Ministry of Finance, Prices and Wages and to the Czech Commission for Planning and Scientific and Technological Development,
l) from the Czech Office for Press and Information at the Ministry of Culture and the Office of the Government of the Czech Socialist Republic.
(3) The transfer of rights and obligations referred to in paragraph 2 shall be concluded by the central government and by the Office of the Government of the Czech Socialist Republic to which those rights and obligations are transferred, as appropriate, by an agreement specifying between themselves those rights and obligations, in particular to determine which workers are transferred to them.
Čl. III
They shall be deleted:
1. § 2 of the Act of the Czech National Council No. 34 / 1970 Coll., on the abolition of the Ministry of Youth and Physical Education of the Czech Socialist Republic,
2. Article I of the Act of the Czech National Council No. 147 / 1970 Coll., on Changes in the System of Ministries and other Central Authorities of the Czech Socialist Republic,
3. Act of the Czech National Council No. 58 / 1971 Coll., on the designation of a central body of state administration in transport matters,
4. the Act of the Czech National Council No. 125 / 1973 Coll., amending the Act of the Czech National Council No. 2 / 1969 Coll., on the establishment of ministries and other central government bodies of the Czech Socialist Republic, as amended,
5th Act of the Czech National Council No. 25 / 1976 Coll., amending Act of the Czech National Council No. 2 / 1969 Coll., on the establishment of ministries and other central authorities of the Czech Socialist Republic, as amended,
6. Article I of the Act of the Czech National Council No. 118 / 1983 Coll., amending and supplementing the Act of the Czech National Council No. 2 / 1969 Coll., on the establishment of ministries and other central government bodies of the Czech Socialist Republic.
Čl. IV
This Act shall take effect on 21 April 1988.
