Act on the Czechoslovak Red Cross and on the use of the sign, badge and name of the Red Cross

about the Czechoslovak Red Cross and about the use of the sign, badge and name of the Red Cross.
The National Assembly of the Czechoslovak Republic decided on the following Act:
§ 1.
The Czechoslovak Red Cross obtains and educates the working people to participate in the fulfilment of health tasks and international solidarity of workers in the spirit of socialist humanism, fighting the dangers of wars and thus contributing to the consolidation of world peace.
§ 2.
The Czechoslovak Red Cross is the only state recognised organization of the Red Cross in the territory of the Czechoslovak Republic; is a voluntary organisation according to the Act of 12 June 1951, No. 68 Coll., on voluntary organisations and gatherings, and follows its own rules of organisation in its activities.
§ 3.
The Czechoslovak Red Cross performs the following tasks in particular:
1. according to the principles laid down by the Ministry of Health, it organises and conducts public health training, organises health services from graduates of this training and imposes on them tasks, assists the state health authorities in the field of preventive and medical care, hygiene and anti-epidemic care, in the health sector, in the health care sector, in the natural disasters and in the health security of the state, publishes publications and magazines and performs other health and social tasks entrusted to it by the State;
2. acts as an exclusively recognised national aid organisation of the military health service under the Geneva Conventions of 12 August 1949 on improving the fate of wounded and sick armed forces in the field, improving the fate of wounded, sick and survivors of armed forces at sea, the treatment of prisoners of war and the protection of civilians during war.
§ 4.
(1) The Czechoslovak Red Cross receives funds for the performance of its tasks from member contributions, from the proceeds of its own actions, from gifts and heritage; The State provides the Czechoslovak Red Cross with an annual contribution to its activities.
(2) The exemption of the Czechoslovak Red Cross from taxes, charges and levies, including customs duties, is governed by specific provisions.
§ 5.
All authorities (authorities), businesses, facilities and organisations are obliged to assist the Czechoslovak Red Cross in the performance of its tasks.
§ 6.
(1) The use of the sign and badge of the Red Cross (Red Cross in the White Field) and the name "Red Cross" are governed by the provisions of the Geneva Conventions of 12 August 1949 both during the period of peace and during the period of armed conflict. The same applies to the use of other characters and names protected by those conventions.
(2) At a time of peace, they may use the sign, badge and name of the Red Cross only under these conventions:
(a) the Czechoslovak Red Cross and its organisational components within the limits of its organisation order;
(b) medical services of the armed forces and other armed corps;
(c) the international organisation of the Red Cross and its staff, if they carry on their activities in the territory of the Czechoslovak Republic authorised by the Government,
d) other bodies and persons with the express consent of the Czechoslovak Red Cross for sanitary means of transport and for facilities intended solely for the treatment of injured and sick persons.
§ 6a.
The provisions necessary for the implementation of this Act shall be issued by the Ministry of Health in agreement with the central authorities involved.
§ 7.
Act No. 479 / 1929 Coll., on the protection of the character and name of the Red Cross is hereby repealed.
§ 8.
This Act shall take effect on the day of its publication; It shall be implemented by the Minister for Health in agreement with the participating members of the Government.
