amending and supplementing the Decree of the Czech Mining Authority No. 17 / 1981 Ú. v. ČSR, on safety and health at work and on safety of operation for drilling and geophysical works and for the extraction, treatment and underground storage of liquid minerals and gases in natural rock structures, as amended by Decree No. 18 / 1986 Ú. v. ČSR, Decree No. 72 / 1988 Coll., Decree No. 443 / 1990 Coll. and Decree No. 340 / 1992 Coll.
The Czech Mining Office provides pursuant to § 6 paragraph 6 (a) of the Act of the Czech National Council No. 61 / 1988 Coll., on Mining Activities, Explosives and on State Mining Administration, as amended by the Act of the Czech National Council No. 542 / 1991 Coll.:
The proceeds of the Czech Mining Authority No. 17 / 1981 Ú. v. ČSR, on safety and health at work and on safety of operation for drilling and geophysical works and for the extraction, treatment and underground storage of liquid minerals and gases in natural rock structures, 1) as amended by Decree No. 18 / 1986 Ú. v. ČSR, 2) Decree No. 72 / 1988 Coll., Decree No. 443 / 1990 Coll. and Decree No. 340 / 1992 Coll., are amended as follows:
1. In Paragraph 46, the following paragraph 1 is added:
"(1) The design and equipment of the probe must be addressed by the project. The initial and technical column shall be introduced into such depth as to withstand at least 1,5 times the greatest design pressures of the bearing or storage medium after cementing along with the covering layers. The heel of the introductory column shall be positioned in the nearest impermeable layer. The cementation of the columns shall be carried out with the head of the cement on the surface or, where appropriate, on the head of the column. The seal of the cement column must be checked according to the project. Under the heel of the mining column there shall be extended open space and under it a suitable prewell whose parameters determine the project. '
Paragraphs 1, 2 and 3 shall become paragraphs 2, 3 and 4.
2. in Paragraph 46, the following paragraph 5 is inserted after paragraph 4:
"(5) The production cross in the pressure extraction probe shall be equipped with a pump pipe curtain with the possibility of using the stopper for its pressure test and for the possibility of replacing the upper part of the production cross. ';
Paragraphs 4 to 13 shall become paragraphs 6 to 15.
3. The following Section 119a is inserted after Section 119:
Security measures
(1) The fencing of the drilling rig for hydrocarbons or natural gas or oil probes, or the underground storage tank or lamp probe, shall not interfere with an explosion hazard area.
(2) The surface equipment between the probe and the duct insulation connection must be grounded directly. Other devices in the direction of the flow of natural gas or lamp gas shall be grounded indirectly.
(3) It is not permitted to store flammable substances in the probe area except for methanol when used on the probe. The methanol container may contain a maximum of 3,5 m3 of filling, shall have locking hatches and shall be above the emergency collection pit. The emergency tank shall be so large that, when the containers are damaged, methanol cannot escape outside the emergency tank and that the highest level of methanol in the emergency tank is at least 30 cm below the top of the pit.
(4) There must be safety tables and signs on the probe and at the fence:
(a) on all sides of the fence, the table "Fire hazard" and the table "Input prohibited,"
(b) the entry gate table "No smoking and open fire entrances" and the table with the probe number;
(c) on the methanol container, the table "METANOL POTASTIC JEME,"
(d) on the production cross a table with the probe number.
Electrical equipment shall be marked in accordance with a specific Regulation. ';
This decree shall take effect on the day of its publication.
