Government Regulation
of 8 February 1955
regulating the award of the honorary title of "Hero of the Czechoslovak Republic" and establishing the Order of Red Bans, the Order of Red Star, the Medal of Merit for Defence of the Fatherland and the Medal of Service of the Fatherland.
The Government of the Czechoslovak Republic orders, with the agreement of the President of the Republic pursuant to § § 1 and 7 of Act No. 247 / 1949 Coll., on honours and honorary recognition:
(1) The honorary title "Hero of the Czechoslovak Republic" is hereby established in order to appreciate the exceptional merits of the Republic associated with the performance of a heroic act or of re-heroic acts.
(2) The honorary title "Hero of the Czech Republic" is awarded by the President of the Republic on a proposal from the Government, which will be awarded at the same time by the Order of the Order of Clemente Gottwald - for building a socialist country.
(3) The hero of ČSR wears the gold star of Hero of ČSR.
The following shall be based on the valuation of the merits of the defence of the Republic:
1st Regulations:
(a) Order of red collateral;
b) Order of the Red Star,
2nd Medal:
(a) For merit in defending the country,
b) For the service of the country.
The Order of Red Collateral is given for excellent action to increase the fighting capability of the armed forces, to consolidate the defence and security of the Republic, to strengthen the excellent command activity that has had a decisive influence on the favourable outcome of the operation or combat action, to perform excellent combat tasks, initiative, personal bravery and endurance in the fight against the enemy.
The Order of the Red Star is given as a particularly successful action to increase the fighting capacity of the armed forces, in particular for excellent inventions and technical improvements in military matters of national importance, or as a particularly successful action to consolidate the defence and security of the Republic, in particular for increasing and improving the military training of workers, as well as for the particularly successful performance of combat tasks, personal bravery and endurance in the fight against the enemy.
Medals It is awarded for the merit of defending the country for a successful activity, which has been substantially enhanced by the combat preparedness of the armed forces, the security of the Republic or the armed training of the workers, the bold and proactive actions linked to the dangers of its own life, which have decided to successfully fulfil the task of the unit.
Medals For the service of the Fatherland, it is given as a successful activity to increase the combat readiness of the armed forces, the security of the Republic or the military training of workers, in particular for inventions and technical improvements of important military importance, as well as for courageous and proactive combat actions which have contributed to the successful performance of the tasks under difficult conditions.
Details of the conditions for the award of the honorary title "Hero of the Czechoslovak Republic" and the lending of orders and medals established by this Regulation, the description of the gold star of the Hero of the Czechoslovak Republic and of the orders and medals as well as the details of their wearing are contained in the attached Statutes, which are part of this Regulation.
(1) Matters of the honorary title "Hero of the Czech Republic" and of the orders and medals established by this Regulation are administered by the Prime Minister.
(2) The submission and discussion of proposals for the honorary title of "Hero of the Czechoslovak Republic" and for the lending of orders and medals established by this Regulation will be regulated by the Prime Minister in agreement with the participating members of the Government.
This Regulation shall enter into force on the day of its publication; All members of the government will do it.

Statutes of the honorary title "Hero of the Czech Republic."
The Honorary title "Hero of the Czechoslovak Republic" is awarded to those who have earned exceptional credit for the Republic, associated with the performance of a heroic act or again heroic acts.
The honorary title "Hero of the Czechoslovak Republic" is awarded by the President of the Republic on a proposal from the government, and at the same time it will lend to the decorated Order of the Order of Clement Gottwald - for the construction of a socialist country.
The hero of the Czechoslovak Republic will receive a diploma about his honor, the golden star of the Hero of the Czechoslovak Republic and the order book as proof to carry the star.
The Golden Star of the Heroes of ČSR is shaped by a plastic five-pointed star with a 29 mm tip span. The star is pressed with gold, its surface is polished. In the center of the star is planted a smaller red-enamelled five-pointed star. On the back of the star are the letters of the CSR, above them the sickle and hammer, below them the matrix number. The star is worn on the ribbon red, 38 mm wide and 30 mm long. The ribbon is connected to the gold curtain. The hinge consists of a horizontally laid thumb, fixed on a ribbon and two laurel slides crossed under the thumb and connected by a hanging ring with a star. The ribbon is placed in the top edge of the gold clamp.
The Golden Star of the Heroes of ČSR is worn on the left side of the breast above all Czechoslovak honours, after the case over their ribbons, always in nature, before the golden star Hero of the work.
The statutes of the Order of Red Collateral.
The order of red collateral is given to the men, petty officers, officers and generals, the ties and services of the Czechoslovak People's Army and the armed parts of the Ministry of the Interior and other citizens who have shown exceptional valor, dedication and courage in the fight against the enemy of the democratic people.
The order of the red security is granted
(a) individuals - for heroic acts linked to the deployment of their own life, for valor, perseverance and courage in the fight against enemies of the people's democratic country,
(b) commanders and political workers - for excellent management of the fight of volumes and services
In an attack - for an initiative to choose the moment for a bold attack on the enemy and its destruction at the slightest loss of its own army,
in defence - for tenacious and versatile resistance to an enemy with numerical superiority, for the skilled use of the means of combat that are available and for the decisive transition to counterattack,
(c) services and volumes - for excellent combat operations, which led through the tenacious resistance of the enemy, losses and other unfavourable conditions to victory over the enemy, which caused him heavy losses, liquidated his success or contributed to the success of his own troops, which had a decisive impact on the favourable outcome of the fight or operation.
The Order of Red Collateral is given by the President of the Republic on a proposal from the Government.
For new heroic acts and combat merit, The order of red collateral relent.
The order of red collateral may also be lent to professional soldiers and members of the Ministry of Interior Security Corps for life's extraordinary merit in ensuring high fighting and preparedness of the armed forces or the Ministry of Interior Security Corps.
At the same time with the Order he will receive a decorated order book as a document to carry the Order.
The order of red collateral consists of a plastic five-pointed red enamel star with 45 mm tip spacing with a gold center five-pointed star, supported by gold rays. On the reverse of the order, a gold disc with the letters ČSR and matrix number are mounted instead of the centre star. The star is worn on a ribbon 38 mm wide and 55 mm long, red, with two dark stripes 3 mm wide on the edges. The star is connected with a ribbon with a gold hinge, which forms a horizontally laid thumb fixed to the ribbon and two laurel flips crossed under the thumb and connected by a hanging ring with the star.
The order of red collateral is worn on the left side of the chest behind the Order of the Republic. If only the ribbon of the order is worn, it is tensed to a rectangular bar 10 mm wide and 38 mm long and is marked with a miniature of the Order of Red security.
The Red Star Order.
The Order of the Red Star is given to men, petty officers, officers and generals, unions, services and units of the Czechoslovak People's Army and armed parts of the Ministry of Interior and other citizens, offices, races and social organisations for excellent merit in the construction of the armed forces and the defence of the Czechoslovak Republic both in war and in peace.
The Order of the Red Star cannot be given to citizens whose merits are not directly linked to combat activities or successful activities in the construction of armed forces or in the consolidation of the defence of the Republic.
The Order of the Red Star is bestowed
a) for excellent combat activity, which contributed to the considerable success of our troops during the war,
(b) for individual acts of combat carried out in defence of the country in peace,
(c) for excellent action aimed at significantly improving and increasing military training of Czechoslovak Republic workers on a national scale;
(d) for excellent inventions and technical improvements in equipment and military technology;
(e) for an extremely successful activity which has led to an increase in the fighting capacity of the armed forces and defence capability of the Republic.
The Order of the Red Star is given by the President of the Republic on a proposal from the Government.
For new heroic acts and combat merit, The Order of the Red Star once again.
The Order of the Red Star may also be lent to professional soldiers and members of the Ministry of the Interior Security Corps for excellent merit in ensuring the high fighting and preparedness of the armed forces or the Ministry of the Interior Security Corps, as demonstrated for at least 15 years.
At the same time with the Order he will receive a decorated order book as a document to carry the Order.
The order of the red star consists of a plastic five-pointed red enamel star with 45 mm tip spacing. A silver disc with a small state emblem is placed in the center of the star. The Rub is similar, but there are letters in the disc and matrix number. The star is worn on a red ribbon, 38 mm wide and 55 mm long. On the edges of the ribbon there are 3 mm wide dark-haired strips, in the middle of the ribbon is a 10 mm wide dark-red strip. The star is connected with a ribbon with a silver hinge, which forms a horizontally placed thumb mounted on the ribbon and two laurel twists crossed under the thumb and hung in the top of the star.
The Order of the Red Star is worn on the left side of the chest behind the Order of the Red Battalion of Work. If only the ribbon of the order is worn, it is tensed to a rectangular bar 10 mm wide and 38 mm long and is marked with a miniature of the Order of the Red Star.
Statue Medal of Merit for Defence of the Fatherland.
Medals For the merits of the defense of the country, it is given to men, petty officers, officers and generals of the Czechoslovak People's Army and armed parts of the Ministry of Interior for personal courage in the fight, both during the war and in the defence of the integrity of state borders or in the fight against terrorists, spies and other enemies of the country.
Medals For the merits of the defense of the country
(a) for personal courage, both in direct combat with the enemy and in the direction of combat actions of subordinate forces and troops during the war;
(b) for personal courage in direct combat with a group of terrorists who have violated the integrity of the national borders or for the competent management of the combat operation of subordinate units which has led to its total destruction;
(c) for personal courage in direct combat with an armed gang or an individual armed group threatening public policy or in managing the fight of a subordinate unit, or in preventing damage to State-important objects;
d) for the personal courage associated with the use of life to save state-important objects from a natural disaster.
Medals On a proposal from the Government, the President of the Republic gives credit for the defense of the country.
Medals For the merit of defending the country, it can be granted again for heroic acts and courage.
Medals It may also be given to professional soldiers and members of the Security Corps of the Ministry of the Interior for excellent, dedicated and exemplary work in entrusted functions in the construction of armed forces or of the Security Corps of the Ministry of Interior for at least 10 years.
At the same time as the medal, he gets a decorated pass as proof to wear the medal.
Medals For the merit of defending the country, it is shaped in a circle with a diameter of 33 mm and embossed with white metal. There is a small national emblem in the middle circle of the soil. Below it are the letters of the Czechoslovak Republic, above it a five-pointed plastic star, on both sides of the lip branch. On the back, there are two thumbs of the upper laurel branch, bound by two ribbons with the inscription "For the merits of defending the country." The medal is worn on the red ribbon 38 mm wide and 55 mm long. The ribbon is connected by a curtain, which consists of two crossed mittens and two crossed laurel branches. The edges of the ribbons are 3 mm wide, the red bar is 12 mm wide.
Medals It is worn on the left side of the breast before the honour of the construction. If only the ribbon is worn, it is tensed to a rectangular bar 10 mm wide and 38 mm long and is marked with a miniature medal for merit in defense of the country.

Medals For the service of the Fatherland, it is given to men, petty officers, officers and generals of the Czechoslovak People's Army and armed parts of the Ministry of Interior and other citizens who, in the fight against enemies of the People's Democratic Fatherland, have contributed by their actions of initiative and boldness associated with the dangers of their own lives to the success of the armed forces or security authorities, or who have contributed by their actions to the improvement of the defence capacity of the Republic.
Medals For the service of the country is lent
(a) for active assistance to military services and units in the fight against enemies of the country during the war, which contributed to the successful achievement of combat tasks;
(b) for the initiative and bold actions which have contributed to the achievement of a statewide task or to the successful achievement of combat actions in the fight against border invaders, spies and enemy armed groups;
(c) for the outstanding achievements in the preparation of the troops and for the proactive improvement of equipment and fighting techniques leading to a substantial increase in the fighting capacity of the armed forces and the defence capability of the Republic.
Medals On a proposal from the Government, the President of the Republic provides a loan for the service of the country.
Medals For the service of the country, it can be given again for heroic deeds and courage.
Medals For the service of the country, it may also be lent to professional soldiers and members of the Security Corps of the Ministry of the Interior for excellent, dedicated and exemplary work in the entrusted functions in the construction of armed forces or of the Security Corps of the Ministry of Interior for at least 5 years.
At the same time as the medal, he gets a decorated pass as proof to wear the medal.
Medals For the service of the country, it has the shape of a circle with a diameter of 33 mm and is embossed with yellow metal. On the cheek there is a small state emblem located in the top half, underneath it a plastic five-pointed star supported by August and a hammer. There are lipo branches on both sides. On the reverse is the laurel branch and above it the sign "For the service of the country." The medal is worn on the red ribbon 38 mm wide and 55 mm long. The ribbon is connected with a suspension ring. On the edges of the ribbon are dark red stripes 3 mm wide, in the middle are two red stripes 6 mm wide, 4 mm apart.
Medals For the service of the country is worn on the left side of the breast before honours for excellent work. If only the ribbon is worn, it is tensed to a rectangular bar 10 mm wide and 38 mm long.
