GOVERNMENT REGULATION
of 27 October 2004
defining the Birds' Region of Czechoslovakia - Doke sandstone and wetlands
The Government orders pursuant to § 45e paragraphs 1 and 2 of Act No. 114 / 1992 Coll., on Nature and Landscape Conservation, as amended by Act No. 218 / 2004 Coll.:
§ 1
Subject matter
(1) The bird region of Czechoslovakia - Doke sandstone and wetlands (hereinafter referred to as the bird region) is defined.
(2) The birds' areas are protected by the populations of the ash crane (Grus grus), the mották (Circus aeruginosus), the lullula (Luscinia svecica) and their biotopes.
(3) The aim of the protection of avian species is to preserve and restore ecosystems relevant to avian species as referred to in paragraph 2 on their natural grounds of enlargement and to ensure conditions for the conservation of the populations of those species in a favourable conservation situation.
§ 2
Definition of bird area
(1) The bird region is situated in the territory of the Liberec and Central Boreček region, in the cadastral territories of Bezdez, Boreček, Brenná, Doksy u Máchov Lake, Hřemanička u Dobranova, Hradčany nad Ploučnice, Jestřebí u České Lípa, Kuřivoda, Provezín, Srá u České Lípa, Sráří u Ploučnice, Vítkov u Dobranova, Vící Důl, Vrchbělá, Zahradky u České Lípa a a Žiznikov.
(2) The territorial demarcation and description of the border of the bird area are set out in Annex 1 to this Regulation; the indicative graphical representation of the bird area is given in Annex 2 to this Regulation.
(3) The map material of the 1: 50 000 scale, in which the territory of the bird region is drawn, is stored in the central list of nature protection1) and in electronic form at the Ministry of the Environment, the Cokořín Protected Landscape Region, the Regional Office of the Liberec Region and the Regional Office of the Central Bohemian Region, the Military Forest Office and the municipal authorities of the municipalities with extended scope, in whose administrative district the bird region is located.
§ 3
Activities to which the consent of the nature protection authority is required
(1) Only with the prior agreement of the competent authority of nature protection (2) may the territory of the municipalities be located in the birds' area outside the concurrently built and stoppable (3),
(a) enter the lithoral crops of ponds between 1 March and 31 July, with the exception of owners and tenants of the land and the users of the hunting grounds for the purpose of caring for the released ducks;
(b) remove lithoral crops;
(c) carry out activities causing a change in the level of established surface and groundwater levels which could cause a change in the biotope of the species for which the bird area is established;
(d) carry out the aerial application of biocides;
(e) to change the type of land and the means of usingit (4);
(f) define new tourist and cycling routes (5);
(g) organise sports competitions and other events with public participation, carried out outside permanent sports areas and marked tourist routes;
(h) to carry out full-scale soil preparation (including mechanical stripping) prior to artificial planting by summarising the upper humous layer during the period from 1 April to 31 July, land intended for the performance of forest functions;
(i) introduce intensive game farming;
(j) to discharge artificially reared ducks;
(k) to change the water level on ponds by more than 20 cm between 1 March and 31 July in a period of less than 14 days.
(2) The prior consent of the competent authority of nature protection is not required
(a) activities carried out in accordance with paragraph 1 (c), if the procedure is in accordance with the waterworks rules (6);
(b) the activities referred to in paragraph 1 (k) in the event of a flood, emergency or exceptional climate situation;
(c) in the implementation of road operations7);
(d) the activities referred to in paragraph 1 (a) and (b) in the railway protection zone under special legislation (8);
(e) the activities referred to in paragraph 1 (h) where they have been notified at least 15 days in advance to the competent nature conservation authority.
§ 4
Efficacy
This Regulation shall enter into force on the day of its publication.

Behind the bridge of the railway line Česká Lípa - The batches lead the border of the bird area across the river Ploučnice about 290m along the north-east track. He continues southeast on the road *) to the village of Vítkov and further after local communication * *) to Hømaničky. About 90 meters before the bridge across the Pločnice, the border of the bird area continues east on the road through the forest towards the village of the Wolf Mine. It leads along the southern edge of the settlement west of the village (cubicle 269). From there it goes further along the southeast road, first along the meadows and then through the forest to the bridge through the river Svitavka and further on the road Zákupy - Svrá u České Lípy7). On this road * * *) goes southwest to the intersection with the road from the village Brenna and then goes southwest about 100m to the turn of the field road to the southeast. On this road it goes towards the river Ploučnice, further through Ferdinand's gutter, southeast through the forest, meadows, and continues along the forest road at the edge of the niva to the southeast less than 5 km. In the place near the paper mill near the bridge via Ploučnice turns to the northeast and along the road along the edge of the Ploučnice on its right bank leads to the settlement Boreček. From there the border along road No II / 270 goes about 500m southwest over the bridge via Ploučnice and then on the forest road leading southwest towards the edge of the Ploučnice niva on its left bank.
At the edge of the niva it leads along the southwest road to the electrical pipeline VN and in its route through the Niva of Hradčanský creek to the river itself. Following its current, about 200 m west towards the road and the south towards the three houses in the west part of the Hradčany settlement, and the border is around the west house (no. 404). From there further along the forest road towards the southeast, the local communication of Hradčany - Sages on the old tank road and passes through the village of Hradčany along its southwest border, crossing the road No II / 270 and continuing along the old tank road along the power line VN about 550 m, then joining the PR border of Hradčansdová ponds, which goes north and east. It achieves a forest road in the forest department No. 63 of the forest economic unit of Hradčany, along which it takes the northeast direction to a paved road from Hradčan to the southeast through the forest around Hradčanský Pond and from there to the southeast through the former military objects at the Přížnik Pond to the Old Leipzig route. Following this road east about 1400m to the dam of the Vavroušek pond. Here he turns on his way to the north towards the eastern edge of the runway of the former Hradčanský airport. On the edge of the tracks to the easternmost location of the former hangars and after the forest road about 250m to the southeast, then turns north on the forest road and goes about 300m. This is where the border of the bird region crosses the road leading through the forest passage to the southeast. It reaches Road II / 268, following which it continues to southeast about 700m. Here it connects to a forest road leading south, after 500m it reaches the forest road through which it overloads and continues through the forest through to the eastern tip of the Black Pond and then through about 270m to the southeast. Following communication to former military objects, it turns southwest to cubicle 283m and then continues around 220m southwest along the edge of the forest along the former military objects and further along the edge of the forest about 500 m to southeast to cubicle 289 m and about 370 m to the north-east to the forest road near cubicle 286 m. Then the border of the bird region goes southeast on the forest road over the so-called Forest Valley. The 298m is connected to the Old Leipzig Road. On this road it goes in the southeast direction to the beginning of the woods near Kuřívoda and along the eastern edge of the forest to the south, next to the former military objects. It continues along the edge of the forest (at the edge of the woods) on a forest road which reaches the southeast arch on road II / 272 Chicken - White under Bezděz. Following it, approximately 4500m south towards Belé pod Bezdez until the turn to the refugee camp (at booth 301).
At the cubicle 301 forest way southwest to booth 315, along the forest passage west about 250m down to the valley of the river Bělá to the north edge of the highest lying pond. Following the asphalt communication leading west by the bottom of the valley about 500m towards Belé pod Bezdez, side valley northwest along the forest road to the edge of the forest. Up the edge of the forest to a cubicle of 284m in the Selské mine. On the road leading from the day of the Selski mine to the northwest to the edge of the former military shooting range Vrchbilá. From there right west about 900m to where the so-called Old Mělnická Travela enters the forest. To the northwest along the road between the field and the forest to cubicle 348 and to the communication from the Dvór-Bezděz agricultural area. On this road west through the forest and between the meadows to the village of Bezdez. At the school he turns north and reaches the forest on the road at the foot of Mount Bezdez. The border leads along the edge of the forest to the western edge of the village and along the road, which is a marked tourist path to the northwest. Around 1300m along this trail, along the grove at the west foot of Little Bezděz. Following the forest road to the north-west at the foot of the Slatiných hills to the grove at the Three Pines and further to the Břehynsko Pond. On the road no 270 west about 800m to cross with the river Jordan, downstream along the Jordan and further along the border of the meadow and the forest northwest towards the border of the river Robeč. Then from the border of the forest and along the forest road through the northwest to the edge of the forest on the shore of Máchov Lake on the tip of Kloček in the level of Duck Island. From there, straight east through Máchov Lake Bay to the northern border of NPR Swamp.
The border continues along the border of NPR Swamp and further along the forest road, leading by the road Staré Splavy - Břehyna near the Robečský creek, to the hunting grounds. It surpasses the road Staré Splavy - Břehyna near the Robečský creek and goes through the forest road on the northern edge of the river Robečský to the village Břehyn on road II / 270. On this road in a northeast direction to Mimoň about 1900m to the border of NPR Břehyna - Pecopala to the edge of the rock town of Pecopala.
Following the forest road south of the shooting range from the place called Gypsy spruce about 3400m at the north foot of the hill Malá Borný to the road Břehýna - Old Splavy. At the car park Borný turns off the road and goes further northwest on the road under the electric train towards the Double Consciousness to the booth 263. The border leads south on the forest road and the 150m west on the road and through the cubicle 262 to the railway Proproven - Old Splava. Following the railway, it goes towards the Old Sfloats about 220m, then turns along the watercourse to the southwest towards the Robeč stream, following which it goes northwest towards about 160m. It then turns through the forest passage to a booth of 259m and turns first to the northwest along the forest road and then to the southwest towards road I / 38. The road leads northwest about 1km. Then it turns north along the drainage channel. After 400m it reaches the edge of the forest and continues along the watercourse to the northwest until the northeast edge of the village Jestřebí. On the road along the edge of NPR New Castle pond goes to the playground at the northwest end of the village. Behind the playground to the south to road No I / 9, following it goes northwest behind the Munich gap through the Bobří potok. There is a New Castle pond in Zahradky along the northwest border of NPR.
The border of the birds' area of the eastern direction along its shore on the communication of Karas - Prodovan to the farm Za Vizek and along the field road north to the foot of the Cow Mountain to the place U crossroads. At the southern foot of the Kraví hora, the forest path to the east is to the local road near the railway line from Srár u České Lípa to Produžín. Following the track body south about 700m towards Provezin, then along the road to the border of the reservation Novámecký Pond and further along the reservation. In parallel with the Robečský creek to the Jestřebí - Provezín road, following it to the northeast 280m to Provezín. He's turning southeast on local communication to the Sun Court building. The border of the building passes from the south, crossing the railway and the forest road, which is the border of the K. Ú., leads to the northeast on the way to the edge of the forest and then to the secluded Senna Gate. From solitude, it continues to the north-east to the forest road leading from Hradčan. Following it goes to the northwest about 1100 m, meets along the road to the river Ploučnice, from the north passes solitude Veselí to the road Srí u Z. Lipa - Brenna, which the border overloads. The area of the pig in Brenna passes from the north, along the forest road going west in the Vrísoviště complex. After 1,600 m he goes on the way to the northeast and north, to the west end of the dam of the Hermanice pond. From there on the way to the northwest, then to the northeast to the station Žíznikov railway line Z. Lipa - Zákákány and along the railway to the bridge over the river Ploučnice.
