ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 23 December 2020
on the adoption of crisis measures
Following the Government Resolution No. 957 of 30 September 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency in accordance with Article 5 (a) to (e) and § 6 of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of emergency measures, by virtue of the provisions of § 5 (c) and § 6 (1) (b) of the Crisis Act.
For the purposes of this Regulation, the following definitions apply:
I. prohibits the free movement of persons on the territory of the whole Czech Republic between 21: 00 and 04: 59, except:
1. travel to work and to perform business or other similar activities and to perform the duties of a public official or constitutional officer;
2. the pursuit of the profession;
3. the performance of reinsurance activities
(a) security, internal order and crisis management;
(b) health protection, health or social care;
(c) public transport and other infrastructure,
(d) services for residents, including supplies and delivery services;
4. urgent travel, the execution of which is strictly necessary during the night, in order to protect life, health, property or other legally protected interests,
5. walking dogs up to 500 meters from the place of residence,
6. participation in a collective action on leave as referred to in point VI of this crisis measure;
7. travel back to his place of residence;
II. prohibits the free movement of persons on the territory of the whole Czech Republic between 05: 00 and 20: 59, except:
1. travel to work and to perform business or other similar activities and to perform the duties of a public official or constitutional officer;
2. necessary trips to family or close persons;
3. travel for the purchase of goods and services or the provision of services, including the provision of the needs of relatives and loved ones, childcare, animal care, disposal,
4. travel to provide goods and services as referred to in point 3 for another person (e.g. volunteering, neighbourhood assistance);
5. travel to health and social services facilities, including the necessary accompanying of relatives and loved ones, and to veterinary care facilities;
6. travel to deal with urgent official matters, including the necessary accompanying of relatives and loved ones;
7. the pursuit of the profession or activities used for reinsurance
(a) security, internal order and crisis management;
(b) health protection, health or social care, including volunteering;
(c) individual spiritual care and services,
(d) public transport and other infrastructure,
(e) services for residents, including supplies and delivery services;
(f) veterinary care;
8. trips for outdoor or park stays and sports on outdoor sports grounds;
9. travel to and residence in your own holiday facilities,
10. travel trips from the Czech Republic,
11. participation in the wedding, statements of persons entering the registered partnership together, and funerals, with a number of not more than 15 persons, and visits to the cemetery,
12. trips for the purpose of participating in education, including practice and trials;
13. travel to the authorities of health insurance companies for election,
14. participation in the Assembly held in accordance with point IV;
15. participation in the collective holiday event referred to in point VI;
16. travel back to his place of residence;
III. Orders
1. restrict movement in publicly accessible places for a period strictly necessary and reside in their place of residence, except in the cases referred to in points I and II;
2. limit contacts with other persons to the extent necessary;
3. stay in public places not exceeding 2 persons, except:
- household members,
- staff working for the same employer,
- persons engaged jointly in business or other similar activities,
- persons jointly engaged in activities for which they are required under the law and are required to do so in a higher number of persons,
- children, pupils and students in providing education in schools or school establishments,
and maintain a distance of at least 2 metres when in contact with other persons, if possible;
4. Use work at a distance for employers, provided that, due to the nature of the work and operating conditions, workers can carry it out at the place of residence;
IV. limits the right to gather peacefully according to Act No. 84 / 1990 Coll., on the right of assembly, as amended, so that each participant is obliged to have a protective means of breathing (nose, mouth) which prevents the spread of droplets, and
(a) the assembly, not including the assembly referred to in (b), may take place only outside the internal premises of the buildings and may take part in a total of not more than 100 participants, in groups of not more than 20 participants and in the maintenance of intervals between groups of participants of at least 2 metres;
(b) a assembly organised by a church or religious society in a church or other room intended for religious ceremonies may not attend more than 10% of the seating positions, the participants, except for persons leading or providing the ceremony, shall, for most of the time, sit on seats, observe a minimum of 2 metres of spacing between the participants sitting in one row of seats, disinfect their hands before entering the inner space, do not receive a handshake when the room is greeted, and there shall be no mass singing within the assembly except when the singers or the congregation are separated from the other participants in the assembly in such a way as to prevent the spread of the droppings;
V. recommends
1. employers
(a) to promote leave and paid leave for staff members and similar instruments referred to in the collective agreement;
(b) limit the performance of works which are not relevant to the maintenance of the employer's activities;
2. maintain a distance of at least 2 metres (e.g. when buying) when in contact with other persons in public spaces;
3. use, for health reasons, preferably free payment;
4. to persons providing services under point II / 7 to restrict direct contact with customers;
VI. Specifies the Ministry of Health to establish binding hygienic-epidemiological conditions for mass actions otherwise prohibited as a result of this emergency measure, in respect of which it is permitted to take place for reasons of consideration, in the case of actions of important state interest or significant sporting events or competitions.
