DECLARATION
of 26 November 2004
amending the Order of the Czech Mining Office No. 52 / 1997 Coll., laying down requirements to ensure safety and health at work and safety of operations in the liquidation of main mining works, as amended by Decree No. 32 / 2000 Coll.
According to § 6 (6) (a) of Act No. 61 / 1988 Coll., on Mining Activities, Explosives and State Mining Administration, the Czech Mining Authority provides:
Čl. I
Decree No. 52 / 1997 Coll., laying down requirements to ensure safety and health at work and safety of operations in the disposal of main mining works, as amended by Decree No. 32 / 2000 Coll., is amended as follows:
1. In Article 2, at the end of point (h), the dot is replaced by a comma and the following points (i) and (j) are added:
"(i) the discharge zone - the zone where the strength parameters of the rock massif are reduced by natural processes in the upper part of the earth's crust compared to primary rocks;
(j) pit stopper - concrete block in the pit creature which completely crosses the pit. "
2. In Article 5, the following paragraphs 2 to 5 are inserted after paragraph 1, including footnote 4a:
"(2) A pit which is not guaranteed to be fully and reliably filled with a pit, or a pit which is expected to be otherwise used, may be disposed of in favourable geological proportions of the surrounding rock massif and, on the basis of the permission of the peripheral mining office, by placing a pit stopper under the discharge zone 4a).
(3) The pit above the pit stopper can only be filled with reinforced filling material.
(4) The discharge zone is set out in the documentation provided for in Article 3, depending on local geological conditions.
(5) The pit stopper at the point of establishment must be anchored in a rock massif. It is possible to use floor penetrating (impact level) to establish a pit stopper. The resistance of the pit stopper to the assumed pressure of the filling material shall be demonstrated in the documentation by calculation.
4a) § 2 (i) of Decree No. 52 / 1997 Coll. '.
Paragraphs 2 to 6 shall be renumbered paragraphs 7 to 10.
3. In Article 8, the current text becomes paragraph 1 and the following paragraphs 2 and 3 are added, including footnote 7a:
"(2) In a pit which cannot be constructed by supporting dam in the mine parts of the mine in their mouth for technical reasons, the filling of the pit creature in the specified pastoral penetration zone of the separated stoneware with a fraction of 63 - 125 mm, supplemented, where appropriate, by sharp brush stone up to 250 mm7a).
(3) The powder referred to in paragraph 2 shall exceed the height of the storey penetration by four times the diameter or maximum size of the pit and shall start at least twice the depth of the diameter or the maximum size of the pit below the level of the relevant floor.
7a) ČSN - EN 13 043 Stone for asphalt mixtures and surface layers of road, airport and other transport areas. ČSN - EN 13 139 Stone for mortars. ČSN - EN 13 242 Stoneware for unwelded mixtures and mixtures of hydraulic binders for civil engineering structures and infrastructure. ČSN - EN 12620 Stone for concrete. ČSN - EN 13 383 - 1 Stone for water structures - Part 1: Specification. '
4. In the second sentence of Article 10 (5), the words "They are also 'shall be replaced by the words" They are also for flowing mines'.
5. The first sentence of Paragraph 10 (7) is replaced by the following: "The gases migrating between the rock mass and the pit wall shall be diverted by a exhaust chimney."
6. Paragraph 16 (2) reads as follows:
"(2) The height of the powder shall be measured every time the volume is filled, which corresponds to the recalculated height of the 50 m mine. If the difference between the measured height of the powder and the height of the 50 m of the mine is greater than 20%, the measurement shall be repeated and a further procedure shall be established for filling the main mine. For pits disposed of in accordance with Paragraph 14 (4), the height of the powder shall be measured at least once a day. '
7. In Article 16 (5), the word "jam 'is inserted after the word" controls'.
8. In Article 16, the sentence "For other main mining works, the checks shall be carried out according to the timetable of the processed organisation shall be added at the end of paragraph 5; the control time limits shall not exceed 24 months. ';
9. In Article 17 (2), the words "the results of the detection of methane, barometric pressure," are deleted.
10. In Paragraph 17, the sentence "For coal mines, the results of the methane and barometric pressure detection shall also be recorded at the end of paragraph 2."
11. in Paragraph 18 (1), "31 December 2004" is replaced by "31 December 2010."
12. In Annex 1, in Part-Map of the Annex, the dot is deleted from point 1 behind the brackets and the words "and the basic mine map, directly linked to the pit with the drawing of the method of disposal."
13. In Annex 3, the current text becomes point 1 and the following point 2 is added:
'2. For pits with wooden reinforcement and pits where the concrete collar is no longer covered by the entire solid rock area, the smallest dimension of the curling pits of Dmin is determined from the relationship:
Dmin ≥ 1,5 (d + 2 p) (m),
where
d - is the largest embossed dimension of the pit (m)
p - is a zone of potential rock disruption which, when the reinforcement is broken down, falls along the perimeter of the pit (m). '
Čl. II
This Decree shall take effect on 1 December 2004.
