of 12 December 2006
on closer minimum safety and health requirements at work at construction sites
The Government hereby orders, pursuant to § 21 (a), to implement § 3 (3), § 15, § 18 (1) (c) and § 18 (2) (b) of Act No. 309 / 2006 Coll., which regulates other requirements of safety and health at work in employment relations and on ensuring health and safety in the activity or provision of services outside employment relations (Act on other conditions of safety and health at work):
(1) This Regulation implements the relevant provisions of the European Union1), and provides for
(a) closer minimum safety and health requirements at work at construction sites;
(b) particulars of the notice of start of work;
(c) work and activities which expose a natural person to an increased risk of life or harm; and
(d) other activities which the safety and health coordinator at work at the construction site (the coordinator) is obliged to carry out in preparation and implementation of the construction;
(e) closer requirements on the content and scope of the safety and health plan at work at the construction site (the plan).
(2) The Regulation does not apply to construction works carried out in underground mining and mining activities carried out in subsoil 2) and to land works carried out using machinery and explosives, provided that more than 100 000 m3 of rock is moved on one site, with the exception of the creation of buildings.
(1) The contractor shall ensure that the workplace requirements laid down in the specific legislationm3 are complied with and that the construction site complies with the general construction requirements laid down in the specific legislation4) and other construction requirements set out in Annex 1 to this Regulation; where a plan is drawn up for the construction site, the contractor shall organise the construction site in accordance with the plan and within the time limits specified therein.
(2) The contractor shall define the workplaces for each work and activity; In doing so, it shall act in accordance with specific legislation governing the conditions for the protection of workers' health at work5).
(3) The contractor to whom the construction site and, where appropriate, the workstation have been transferred and who took over shall be responsible for the construction site and, where appropriate, the workstation. The record of surrender and takeover shall indicate all known facts relevant to the safety and health of natural persons present at the site or at the workplace, as appropriate.
The contractor shall ensure that:
(a) in the operation and use of machinery and technical equipment (hereinafter referred to as "machinery"), tools and means of transport at the construction site, in addition to the requirements of specific legislation6), the closer minimum occupational safety and health requirements laid down in Annex 2 to this Regulation have been complied with;
(b) the requirements for the organisation of work and the working procedures laid down in Annex 3 to this Regulation are fulfilled if they are planned or implemented at the construction site;
1. works related to the disassembly and relocation of soil, including its compaction or other strengthening, or related to other adaptations related to such work, which are carried out in the setting-up of structures or landscapes under conditions laid down in special legislation7) and which include the setting-up of technical infrastructure routes (hereinafter referred to as "land works"),
2. works related to the implementation and dismantling of formwork and its supporting structures, production, transport and storage of steel reinforcement and concrete mixtures, including compaction (hereinafter referred to as "concrete works"),
3. Works connected with wall and wall finishing of masonry material such as bricks, blocks, blocks, fittings or stone, including the installation of prefabricates in brick structures, wall and ceiling plastering, masonry paving, floor making, greaseproof or paving, wall finishing, for example by cutting or paving ("masonry"),
4. works connected with assembly and assembly, as well as the dismantling and disassembly of steel, wood, concrete, reinforced concrete or other elements of different shape and function, such as bars, surfaces or space, into building structures or technological structures of the required shape and design ("assembly work");
5. works connected with the disconnection, disconnection or dismantling of the construction or part thereof carried out in the removal or modification of the construction under the conditions laid down in special legislation9 (hereinafter referred to as "demolition work"),
6. welding and heating of nutrients in melting containers according to special legislation10),
7. gluing covers to floors, walls, ceilings or other structures,
8. construction maintenance work (11) and its technical equipment and equipment, such as painting and painting, window washing and cleaning, façades or gutters, as well as inspections, tests, inspections, revisions and repairs of technical equipment and equipment, as well as the installation and dismantling of their parts to the extent necessary to carry out such inspections, tests, checks, revisions or repairs ("maintenance work");
9. glass works,
10. work related to the storage and handling of material and, where appropriate, products;
11. diving work and work carried out in increased air pressure,
12. work over water or in its close proximity associated with the risk of drowning,
13. work linked to the use of the aircraft under special legislation12).
Where, for a limited period of time, depending in particular on the process of construction and assembly or in the course of maintenance, it is not possible to ensure that work is carried out in workplaces which meet the requirements of the Special Legislation (3), and where, in the course of their implementation or access to workplaces, there is a risk of the fall of individuals or objects from or to a depth, the contractor shall ensure that such work is carried out safely, as well as safe access to workplaces in accordance with the requirements of the Special Legislative (13).
Annex 4 to this Regulation sets out the formalities for the notification of the start of work in the implementation of the construction, which the building contractor is obliged to deliver to the Regional Labour Inspectorate.
The work and activities which expose a natural person to an increased risk of life or harm resulting from the obligation to process the plan shall be as set out in Annex 5 to this Regulation. Further requirements on the content and scope of the plan are set out in Annex 6 to this Regulation.
Coordinator during construction preparation
(a) give incentives and provide for technical solutions or organisational measures which are suitable for the planning of individual work, in particular those carried out at the same time or following, in terms of ensuring a safe and healthy working environment and working conditions; ensure that the recommended solution is technically feasible and in accordance with legal and other regulations to ensure safety and health at work and that it is economically proportionate, taking into account the purpose established by the building contractor,
(b) provide expert advice and advice on the safety and health requirements of non-threatening work, the estimation of the length of time needed to carry out the planned work or activities, taking into account specific measures, working or technological processes and processes, and the necessary organisation of works during the implementation of the construction;
(c) it shall process the plan in such a way as to adequately include the nature and extent of the construction and the local and operational conditions of the construction site, the data, information and procedures processed in the details necessary to ensure safe and healthy work, a clear schematic representation of the duration, sequence or confluence and the substantive links of the various measures to ensure safety and health at the construction site, and shall have them agree and sign;
(d) include in the plan the requirements for safety and health at work in the maintenance work.
(1) Coordinator during construction
(a) coordinate the adoption of measures to ensure safety and health at work by individual contractors or persons authorised by them, taking into account the nature of the construction and the general principles of risk prevention and activity carried out at the site at the same time and, where appropriate, in order to protect the health of natural persons, to prevent accidents at work and to prevent occupational diseases;
(b) provide incentives and recommends, upon request by the contractor, technical solutions or measures to ensure safety and health at work for the purpose of determining working or technological procedures and planning the safe execution of the work which will be carried out at the same time or directly linked to each other, taking into account the physical and temporal links in the implementation of the construction;
(c) cooperate in determining the time needed to carry out each work or activity safely;
(d) monitor the implementation of work at the construction site and verify compliance with the requirements for safety and health at work in order to ensure the safe execution of work at the construction site, and draw attention to the deficiencies specifically identified and request correction without undue delay;
(e) checks the security of the construction site perimeter, including entry and entry to the construction site to prevent unauthorised individuals from entering;
(f) cooperate with workers' representatives in the field of occupational safety and health and with the relevant trade unions (14), and, where appropriate, with the natural person responsible for technical supervision of construction7);
(g) participate in an inspection visit to the construction site to which it was invited by the construction office under special legislation (7);
h) in cooperation with all contractors at the construction site, updates and adapts the plan prepared during the preparation of the construction work in the construction site and has the plan approved and signed by all contractors if they were not known at the time of the construction.
(2) Coordinator during construction
(a) propose the deadlines for the monitoring of compliance with the plan with the participation of contractors or persons authorised by them and organise their conduct;
(b) monitor whether the contractors comply with the plan and discuss the adoption of measures and deadlines to remedy the deficiencies identified;
(c) carry out records of identified safety and health deficiencies at work at the construction site, which have been demonstrated by all the contractors concerned, and record further details as to whether and how those deficiencies have been remedied.
This Regulation shall enter into force on 1 January 2007.

Other requirements for construction sites
General requirements
I. Requirements for construction site security
1. The structures, workplaces and facilities of the construction site shall be enclosed or otherwise secured against the entry of unauthorised natural persons, subject to the following principles:
(a) the construction site in the built-up area shall be continuously fenced at its border to a height of not less than 1,8 m. When defining the construction site, account shall be taken of related adjacent spaces and infrastructure with a view to such communication, premises and operation as little as possible to disturb them. The replacement communication shall be properly marked and illuminated,
(b) in the case of liner structures or construction sites or workplaces where only short-term work is carried out, the fence may be carried out by means of a railing consisting of at least a upper bar fixed at 1.1 m on stable columns and one intermediate bar; Having regard to the local and operational conditions, this barrier may be replaced by a barrier in accordance with Annex 3, Part III, point 2 to this Regulation,
(c) where road work cannot be carried out for operational or technological reasons, the safety of traffic and persons must be ensured by other means, such as traffic control or surveillance;
(d) unused openings, depths, pits, sinks and other places where there is a risk of natural persons falling, shall be covered, enclosed in accordance with Annex 3, Part III, point 2 to this Regulation or buried;
(f) light pollution of the surrounding environment shall be minimised when lighting the construction site.
2. The contractor shall determine the method of securing the site against the entry of unauthorised natural persons, shall ensure that the boundaries of the site are marked in such a way as to be clearly identifiable even under reduced visibility and shall set the time limits for checks on such security. The prohibition of access to unauthorised individuals must be marked with a safety mark of 15) at all inputs and on the access roads leading to them.
3. If the requirements for the protection of the construction site for the visually and musically disabled are not contained in the project documentation, the contractor shall ensure that replacement communication and fencing, where appropriate, of the construction site in public spaces and public accessible roads allows the safe movement of individuals with mobility disabilities as well as visual disabilities.
4. Entrance to the construction site for vehicles must be marked by means of transport signs 16), making local arrangements for the operation of vehicles at the construction site. The entry ban for unauthorised individuals must be marked with a safety mark (15) on all entrances and on the access roads leading to them.
5. Before commencing work in the protection zones of management, construction or technical equipment, the contractor shall take appropriate measures to comply with the conditions laid down by the operators of such management, construction or equipments (17) and comply with them during the implementation of the work.
6. The safety status of workplaces and roads must be ensured throughout the construction site work; The requirements for illumination are laid down in a separate regulatory provision (5).
7. Access to any area that is not sufficiently tolerable shall be permitted only if the appropriate technical equipment or other means of transport ensure the safe execution of the work and, where appropriate, allow safe movement on that area.
8. Materials, machinery, means of transport and loads for transport and handling at the construction site shall not endanger the safety and health of individuals present at the construction site or, where appropriate, its immediate proximity.
9. The following principles shall be observed for internal roads at the construction site:
(a) prior to the start of transport at the construction site and any substantial change thereto, a check must be carried out on communications, passable profiles, operating conditions and an adjustment to non-compliant communications;
(b) the underpass or other rigid obstacle shall be prohibited if the height of the vehicle, including the load, is not less than or equal to 0,3 m. Underpasses having a clearance of less than 4,3 m shall be marked as on public roads,
(c) the minimum width of pedestrian communication at the construction site shall be 0,75 m, 1,5 m in two-way operation Communication with a gradient greater than 1: 3 shall have, on at least one side, a single-bar rail with a height of 1,1 m;
(d) underpass heights must be at least 2,1 m; in an exceptional case this height may be reduced to 1,8 m, the necessary safety measures being taken, in particular, by marking or coating;
(e) obstacles to roads affecting safe passage, as well as entry and exit bans, must be marked with appropriate safety signs and signs;
(f) all obstacles on roads above 0,1 m where persons cross or serve transport shall be provided with crossings and crossings of adequate load capacity;
(g) on roads where there is an increased risk of the fall of persons, the removal or run-off of vehicles or mechanising devices, at the ends of roads and prohibited entry, security measures, such as fences or barriers, must be taken.
II. Power distribution equipment
1. Temporary power distribution devices at the construction site shall be designed, implemented and used in such a way as not to give rise to a risk of fire or explosion; natural persons shall be adequately protected from the risk of electric shock. The design, design and selection of temporary energy distribution and protective equipment shall correspond to the type and performance of the distributed energy, the conditions of external influences and the professional competence of natural persons having access to components of the installation. Energy distribution existing before the construction site is established shall be identified, checked and visibly marked.
2. Temporary electrical equipment at the construction site shall comply with the standard requirements and shall be subject to periodic checks and revisions at specified intervals. The main switch of the electrical equipment shall be located in such a way that it is easily accessible, marked and secured against unauthorised manipulation and shall be communicated to all natural persons present at the construction site. If the construction site is not being operated, electrical equipment which may not remain switched on for operational reasons shall be disconnected and secured against tampering.
3. If above-ground power lines cannot be moved outside the construction site or disconnected from the power source, the entry of vehicles and mobile machinery to the protection zone must be prevented. If the operation of means of transport and mobile machinery cannot be ruled out under the guidance, suspension barriers and appropriate warnings must be placed.
III. Requirements for the outdoor workplace at the construction site
1. Movable or fixed workplaces located at height or depth shall be firm and stable with regard to:
(a) the number of natural persons present at the same time;
(b) the maximum load which may occur and its distribution;
(c) the weather effects to which it might be exposed.
2. If the supports or other parts of the workstations are not sufficiently stable on their own, the stability shall be ensured by appropriate and safe anchoring to avoid undesirable or spontaneous movement of the whole or part of the workstation.
3. The contractor shall ensure that expert inspections of the workplace are carried out in the manner and at intervals specified in the accompanying documentation, but always after a change of position and after incidents which may affect its stability and strength.
4. The contractor shall store the materials, tools and machines referred to in Annex 3, Part I, to this Regulation and in accordance with the manufacturer's instructions and in accordance with the requirements of special legislation18) and the requirements for the organisation of work and working procedures set out in Annex 3 to this Regulation so as not to create a risk of endangering natural persons, property or the environment.
5. The contractor shall suspend the work as soon as its continuation would result in the life or health of natural persons at or around the construction site, or, where appropriate, in the risk of property or the environment due to adverse weather effects, unsatisfactory technical condition of the construction or machine, natural events or other unforeseen circumstances. The reasons for the interruption shall be assessed and the interruption shall be decided by the natural person authorised by the contractor.
6. When the work is interrupted, the contractor shall ensure that the necessary measures are implemented to protect the safety and health of natural persons and that a record of the measures taken is drawn up.
7. If, during work, there is a change in the weather situation or geological, hydrogeological or operating conditions which could adversely affect the safety of work, in particular in the use and operation of machinery, the contractor shall ensure that the necessary change of technological procedures is implemented without undue delay in order to ensure the safety of work and the protection of the health of individuals. The contractor shall immediately inform the relevant natural persons about the change in the technological procedures.
8. In places where there is a risk of explosion, flooding, poisoning, drowning, falling from or to a depth, the contractor shall ensure that natural persons working alone in such a workplace are familiar with the rules of communication in the event of an accident and shall establish an effective form of supervision for the need for early first aid.

Further minimum safety and health requirements for the operation and use of machinery and tools at the construction site
I. General requirements for use of machines
1. Prior to the use of the machine, the contractor shall inform the operator of the local operating and working conditions affecting the safety of work, in particular the loading capacity of the soil, crossings and bridges, the slope of the running plane, the storage of underground lines of technical equipment, or other ground barriers, the location of overhead lines and obstacles.
2. When operating the machine, the operator ensures the stability of the machine during all working activities of the machine. If the machine is equipped with stabilisers, towing or hinges, they are set in the working position in accordance with the instructions for use and secured against entanglement, displacement or release.
3. If a special warning device is prescribed for the machine, the operation of the machine by sound or light warning signal shall be indicated. After the warning signal, the operator shall only activate the machine when all the exposed natural persons have left the vulnerable area; Unless otherwise specified in the accompanying documentation of the machine, the space endangered by the operation of the machine shall be defined by the maximum range of its working equipment increased by 2 m. At untransparent workplaces, the machine may not be put into service until after the end of the time sufficient to leave the vulnerable area by all natural persons.
4. If the machine is used for road communication and is equipped with a special orange warning light, its operation is governed by special legislation19).
5. When using a machine in road traffic, the contractor shall act in accordance with the conditions laid down in specific legislation20); the supervision and, as appropriate, the safety of road traffic shall be ensured by a sufficient number of eligible natural persons using high visibility warning clothing as a personal protective equipment in this activity. When marking obstacles to road traffic, the provisions of specific legislation16) shall apply.
6. Machines whose activity creates vibrations can only be used in such a way and at such construction sites where there is no risk of hazardous transmission of vibrations causing damage to nearby construction, excavations, underground lines, equipment, etc.
II. Groundwork machinery
1. The machine operates or carries out a work activity at a distance from the edge of slopes and excavations so that it does not collapse due to the loading capacity of the soil. Where this distance is not specified in the technological procedure, it shall be determined by the contractor by the natural person responsible before the work begins.
2. Under the wall or slope, the machine operates or carries out work at a distance so as not to create a risk of flooding.
3. When using multiple machines in a single workplace, there is a distance between them so as not to endanger the operation of the machines.
4. When driving from a slope and working on a slope, the machine operator uses a safe driving technique to avoid dangerous displacement of the centre of gravity and loss of stability.
5. When the material is loaded onto a means of transport, the machine's working equipment may be handled only above the loading surface and so as not to impact the vehicle. If it is not possible to avoid handling the machinery above the cab of the means of transport during loading, no natural persons shall remain in the cabin. The loading area shall be kept evenly.
6. When a laden machine is driven, the work equipment shall be set up and, where appropriate, secured in the transport position so as to avoid dangerous loss of machine stability and operator visibility limitations.
7. The operator of the machine shall not leave its place without the machine's work equipment being started on the ground or on the ground or placed in the prescribed transport position and secured in accordance with the instructions for use.
8. When the rock is rolled by the dozer, the blade or shovel does not exceed the edge of the slope or excavation; This does not apply when the excavation is included.
9. The rope excavator is only converted with unloaded work equipment, unless otherwise stated by the manufacturer in the instructions for use.
10. The overhang which may arise during stripping must be removed immediately.
11. Unless otherwise specified in the Instructions for Use, machinery is not allowed to operate
(a) smite the rock with the bottom of the shovel,
b) settle the terrain by turning the shovel;
(c) to pluck the tracks with machine workpieces.
12. The blade of the machine may only be cleaned when the engine of the machine is off and in a place where there is no risk of landslide.
13. In addition to the conditions laid down by the manufacturer, the requirements for safe operation and use of the lifting and moving devices for suspended loads (6) shall apply mutatis mutandis when the additional lifting device supplied to the machine is used by the manufacturer.
14. Prior to the start of the earth's work with the pantry, the contractor or any other natural person shall take the necessary measures to ensure that the machine does not hit the ground-mounted rigid obstacles, such as stones, stumps or strong roots, which must be removed in advance, disturbed or visibly marked. Technical equipment such as fire hydrants, water and gas closures or sewer hatches shall be provided in such a way as to avoid damage.
15. If the pantry is in motion, no natural persons shall be held in its dangerous working space in front of the machine in the direction of its travel.
16. It is not allowed to enter the space between the pantry and the tractor and pass through any part of the pantry.
17. When moving both loaded and empty pantry, the hull must always be lifted and closed.
III. Mixing
1. Before putting into service, the mixer shall be properly positioned and secured in a horizontal position.
2. The mixer can only be filled with rotating drum.
3. When manually throwing the ingredients of the mixture into the mixer with a shovel, it is forbidden to interfere with the rotating drum.
4. The mixer drum is not allowed to be cleaned by tools or items held in hand while operating. The ends of hand tools shall not be inserted into the rotating drum.
5. The operator does not enter the area threatened by the movement of the hopper basket. During repairs, maintenance and cleaning of mixers equipped with a hopper basket, it is only allowed to enter under the basket if the basket is safely mechanically secured in the upper position by a chain, hook, brace or other protective device.
6. Only when the machine is disconnected from the electrical power supply is allowed to enter the design of the mixer.
IV. Concrete plants
1. The runway of the hopper basket shall be secured by fencing or covering. Surveys, maintenance and repairs, or other necessary activities, may be carried out in an area threatened by the movement of the basket only if the filling basket is reliably blocked against movement.
2. The loading basket shall not be used for the transport of natural persons.
3. Equipment for the transport and storage of bulk cement from filling pipes, storage tanks to the place of collection, including the mixer, shall be used and maintained in accordance with the accompanying documentation in such a way as to prevent unwanted deposition and dust swirling.
4. In addition, the AGL does not apply to the AGL. In addition, the Commission considers that the AGL does not constitute State aid within the meaning of Article 107 (1) of the Treaty. the places of access to the landfill shall be marked with safety marks; 15).
V. Means of transport for the transport of concrete and other mixtures
1. Before the journey, in particular after completion of filling or emptying of the transport equipment, the driver of the means of transport, hereinafter referred to as vehicles, shall check the provision of the discharge device in the transport position and, where appropriate, ensure it in that position in accordance with the instructions for use.
2. When the vehicle is taken over and stored, the vehicle shall be placed in a clear and sufficiently load-bearing place without obstacles to handling and the necessary visual inspection.
VI. Compound pumps and machine plaster
1. Pipes, hoses, conveyors, sliding and vibrating vents and other equipment for transporting concrete mixtures shall be so guided and secured that they do not cause overload or excessive stress such as scaffolding, formwork, excavation walls or construction components.
2. The cylinder lid shall not be opened unless the excess pressure inside the container has been removed according to the instructions for use, for example by an air vent.
3. The release of the pipe for pumping the mixture shall be reliably ensured so that the risk of injury to individuals due to its sudden movement due to the dynamic effects of the mixture being transported is minimised.
4. When using a spray gun, the machine plaster is stable. When using mortar, an appropriate means of communication between natural persons carrying out mortar application and pump operation shall be ensured.
5. Surface treatment machinery is not allowed to clean and disassemble under pressure.
6. For the transport of mixtures to the pump, safe arrival shall be ensured, not requiring complex and repeated reversing of vehicles.
7. When operating pumps is not allowed
(a) to move the hoses;
b) Manage the couplings and manually move the hoses and pipes if they are not designed for this;
(c) enter the structure of the pump and into the hazardous space at the hose tip.
8. The mobile pump (hereinafter referred to as the "auto pump ') shall be so located that the service space is clear and there are no obstacles to such handling in the beam and pipe handling area.
9. When using a split beam, the car pump shall be so located that it is not necessary to move it unnecessarily and to maintain a safe distance from the edge of the excavation, scaffolding support and other obstacles.
10. No one stays in the working area of the car pump beam.
11. Auto pump beam cannot be used to lift and move loads.
12. Handling of the developed beam (beam arms with pipes and hoses) may be carried out only in order to ensure the stability of the auto pump by tipping and sliding supports (stabilisers) in accordance with the instructions for use.
13. It is possible to move the pump only with a beam in the transport position.
VII. Carriers and stable bulk storage facilities
1. Before connecting transport hoses or pipes to a line for pressure storage tanks, such as bulk cement and similar bulk materials ("bulk cement '), the operator shall be satisfied that the line is not under pressure.
2. Transport hoses and pipes must be inspected before pumping in bulk cement. A functionally damaged device is not allowed to be used.
3. The hose can only be connected to each other and with fixed pipes by undamaged and designed couplings and ends.
4. During the pumping, the operator monitors the stack stavomark to avoid overloading.
5. The operation and maintenance of bulk cement transporters shall be carried out in accordance with the instructions for use and, where appropriate, the local safety safety provisions; the requirements of the Special Legislation (6) relating to stable bulk storage facilities apply mutatis mutandis.
VIII. Mechanical shovels
1. The surface of the terrain, or of the structure on which bulk matter is rolled over by a mechanical shovel, shall be so adjusted that the shovel cannot be caught by inequalities, fixed obstacles or larger objects.
2. The connection of the draw rope of the shovel to the retractor shall be ensured by means of an anti-overload fuse.
3. The movement of an empty shovel into the shot is carried out by the operator only by pulling it not by pushing or carrying it in front of him.
4. When operating the machine, no one stays in the space between the winch and the shovel. The operator shall ensure that a loop is not formed on the tow rope, and holds the shovel in the frame with both hands. Measures shall be taken to prevent the operator of the shovel from flooding when collecting bulk materials.
5. Connecting the tow rope to the knot is not allowed. The rope connection at the point of attachment of the shovel shall be performed reliably by at least two rope couplings.

1. The length of the movable supply between the power supply unit and the part of the vibrator held in hand or operated manually shall be at least 10 m. The same applies to the length of the variable supply between the power supply unit and the motor unit if the power supply unit is between the power supply unit and the part of the vibrator held in hand.
2. Immersion of the vibrating head of the submersible vibrator and its extraction from the densified concrete shall only be carried out while the vibrator is running. The flexible shaft of the vibrator shall not be bent in an arc of less radius than that specified in the instructions for use.
X. Burgers and vibration rams - mechanical
1. Other work shall not be carried out within a radius equivalent to 1,5 times the height of the crane tower or beam (hereinafter referred to as "carrier ') during the removal of elements such as brushes or pilots.
2. The preparation of the ram elements shall be carried out at a safe distance from the ram site.
3. A reinforced and balanced working surface of sufficient size, corresponding to the dimensions and type of ram, shall be provided for the carrier.
4. The carrier must be secured against overthrow.
5. The drawing or mounting of the element by a oblique stroke is permitted only for the specified device.
