DECLARATION
Federal Ministry of the Interior
of 26 May 1976
on border guards' assistants
The Federal Ministry of Interior, in agreement with the Ministry of Interior of the Czech Socialist Republic and the Ministry of Interior of the Slovak Socialist Republic, provides in accordance with Section 58 of Act No. 40 / 1974 Coll., on the National Security Corps:
§ 1
(1) Border Guard helpers ("PS helpers") are involved in the performance of the tasks to protect the state borders of the Czechoslovak Socialist Republic.
(2) In carrying out the tasks referred to in paragraph 1, PS's assistants shall have the powers referred to in § 57 of Act No. 40 / 1974 Coll., on the National Security Corps (hereinafter referred to as "the Act ') and are public actors.
(3) The external marking of the PS helper is a sleeve of green colour, 105 mm wide, marked with white letters with the inscription "PS helper." The letters of the inscription are 35 mm high and 20 mm wide. The sleeve tape shall be marked with a round stamp of the Border Guard or National Security Corps. In the exercise of the authorisations referred to in paragraph 2, the assistant PS shall wear a sleeve on the left forearm.
(4) The PS assist shall be demonstrated by the PS assist card on request.
§ 2
(1) A volunteer citizen who is committed to a socialist social and state establishment enjoys general seriousness and trust and reaches the age of 21 may become an assistant to PS.
(2) The admission of a citizen as a PS assistant shall be decided upon at his request by the master (s) of the designated Border Guard Service or the National Security Corps (hereinafter referred to as "Chief ') after consultation with the relevant national committee.
(3) A citizen becomes a helper of PS by making a promise to the Chief. This promise is:
"I, the assistant of the Border Guard, solemnly promise to protect the Czechoslovak Socialist Republic, the interests of the working class, the working people and to actively contribute to the protection of state borders, public order, the security of people and property. In my work, I will respect the laws and other laws and maintain state secrets. I promise."
(4) After the promise is made, the chief will hand over a card and a sleeve to his assistant.
§ 3
(1) PS helpers are included in PS helpers units.
(2) The PCs shall be set up and shall be responsible for their activities by the Joint Chiefs.
§ 4
(1) PS's assistants shall serve either with soldiers assigned to the Border Guard or with members of the National Security Corps, or separately; may also perform the service together with members of the Public Security Auxiliary Guard.
(2) If the helpers of the PS serve together with the soldiers included in the Border Guard or with members of the National Security Corps, their instructions shall be followed.
(3) In the performance of the service with soldiers assigned to the Border Guard or with members of the National Security Corps, PS assistants may use funds within the meaning of Paragraph 57 (2) of the Act under the conditions set out therein.
§ 5
PS is obliged
(a) maintain laws and other generally binding laws in the performance of their duties; to act with discretion, politeness and respect for the honor, dignity and dignity of citizens and their own,
b) actively perform the tasks of the PS assistant, continuously increase their political and professional knowledge and readiness to carry out the tasks of protecting the state borders of the Czechoslovak Socialist Republic;
(c) maintain confidentiality as to the facts which it has become aware of in the context of the performance of the tasks of the PS assistant and which require, in the general interest or in the interests of the interested parties, that they remain secret from unauthorised persons; the exemption shall consist of cases where it is exempted under specific rules.
§ 6
For the exceptional performance of the service or the results at work, the PS assistant may be granted a gift in kind or in cash.
§ 7
(1) A PS assistant must be released by the Chief from his duties if he so requests.
(2) The Chief may remove an assistant PS from the performance of this function if he fails to perform his duties properly or if he has committed an act incompatible with the post of assistant PS.
§ 8
According to this decree, the helpers of the PS are citizens who, at the date of its effectiveness, were helpers of the PS according to the existing regulations.
§ 9
The Order of the Minister of the Interior No 40 / 1957 Coll., on the External Labelling of Border Guard Helpers, is hereby repealed.
§ 10
This Decree shall take effect on 1 September 1976.
