on civil trade control and establishments
The Government of the Republic of Czechoslovakia hereby orders pursuant to § 10 (1) of Act No. 63 / 1958 Coll., on the second five-year National Economic Development Plan of the Republic of Czechoslovakia:
In the interests of increasing and improving the quality of the physical and cultural needs of workers, the level of the work of socialist trade and the provision of services to workers should be constantly increased, the quality control of trade and business, the provision of services to the population and respect for state discipline and the protection of socialist property. This task is carried out by civil controllers in commercial stores and in establishments providing services for the population.
(1) Civil controllers are elected by local national committees for a period of one year.
(2) Proposals for the election of civil inspectors are submitted to local national committees in particular by their standing committees, street committees, women's committees, revolutionary trade union bodies and other social organisations.
(3) A citizen who has the right to vote in the National Committee may exercise the civil control function and is civil and has the other grounds to carry out his duties successfully.
(1) The activities of civil controllers shall apply to commercial stores, public catering establishments, establishments of enterprises and other local economic organisations, including small establishments of local national committees, establishments of folk production cooperatives, other socialist sector organisations and private traders, provided that they provide services to the population (such as repairers of long-term consumption items, establishments carrying out maintenance work for the population, repair of footwear, clothing and laundry, custom tailoring, dry cleaning, laundry and barbershop).
(2) The Council of the Regional National Committee may extend the competence of civil inspectors to other organisations, establishments and workplaces, while determining their tasks.
(3) In the shops and other establishments of human consumption cooperatives and their organisations, the authorities of such cooperatives and, where appropriate, their organisations shall act as civil controllers; those authorities shall cooperate with the national committees and their bodies in their activities.
In particular, civil inspectors shall verify whether the shops and other establishments covered by their activities (hereinafter referred to as "establishments') are adequately supplied with goods and, where appropriate, the material needed to carry out the services, whether the goods and services sold are of quality, whether the quality standards and prices laid down are respected, whether the employees of the establishments pay due care to consumers, whether the time of operation is respected, and whether that period is appropriate to the workers in accordance with local conditions, whether complaints and incentives of the workers are handled in good time and properly.
(1) In their activities, citizens' controllers shall be entitled to enter establishments, hand warehouses and any other premises directly related to them, to request the necessary explanations from the staff of the establishments or from other persons, and to consult documents relating to the activities of the controlled establishments. When entering establishments, hand warehouses and other premises and when carrying out checks, civil inspectors shall comply with the relevant rules, in particular security and health.
(2) Staff of the establishments checked are obliged to allow the civil inspector to carry out the inspection and provide the necessary explanations.
(1) In the detection of deficiencies and defects, the civil inspector may request their removal immediately; the civil controller shall also monitor whether the deficiencies and defects identified have been remedied in good time.
(2) If the requirement of a civil inspector to remedy deficiencies and defects has not been complied with, or if serious deficiencies are detected, he shall notify the management authority of the local national committee accordingly.
(3) The results of the check shall always be recorded by the civil inspector in the inspection book of the establishment.
Civil controllers shall carry out their tasks in close cooperation with other workers, in particular requiring them to make suggestions to improve the work of the establishments checked, to address deficiencies and defects, where appropriate, and to familiarise workers with the results of the measures carried out.
(1) The activities of civil inspectors are managed by a standing committee of local national committees (hereinafter referred to as the "Standing Committee"); In the absence of a permanent commission for the relevant section, the activities of civil inspectors shall be managed by the local national committee.
(2) Civil controllers report their activities to the Permanent Commission (Local National Committee) and communicate their ideas for improving the work of controlled establishments.
(3) The Standing Commission (Local National Committee) organises the work of civil inspectors so that they can carry it out outside their working hours.
(4) The executive bodies of the local national committees shall be required to assist civil inspectors in the performance of their duties. The Executive Authorities of the District and Regional National Committees, in cooperation with the State Trade Inspection Authorities, shall assist the Permanent Commissions (local national committees) in the management of civil controllers, in particular by helping to provide guidance to civil controllers and, where necessary, to focus their work on performing the most urgent tasks.
The Executive Authority of the Local National Committee shall issue to the Civil Controller a certificate authorising him to carry out his inspection. The Civil Controller is obliged to return his ID as soon as his post is completed.
(1) If the civil inspector fails to perform his duties properly, the local national committee may revoke him; they shall also do so if the civil inspector has lost his capacity to perform his duties (§ 2 (3)).
(2) With the agreement of the local national committee, the civil inspector may renounce his post if, for serious reasons, he cannot exercise it.
Pending the election of civil controllers under this Regulation, the current civil controllers shall carry out their tasks in the field of civil trade control and the establishment of the premises, which shall comply with the existing rules.
Civil inspection at the premises in the branch of the Ministry of National Defence and Interior is regulated by the regulations issued by these ministries.

This Regulation shall apply from 1 October 1959; All members of the government will do it.
