THE LAW
of 17 December 2025
amending Act No 222 / 2016 Coll., on the Collection of Laws and International Treaties and on the Legislation of Laws and International Treaties (Act on the Collection of Laws and International Treaties), as amended, and Act No 277 / 2019 Coll., amending certain laws in connection with the adoption of the Law on Laws and International Treaties, as amended
Parliament has decided on this law of the Czech Republic:
Amendment of the Law on the Collection of Laws and International Treaties
Act No. 222 / 2016 Coll., on the Collection of Laws and International Treaties and on the formation of Laws and International Treaties (Act on the Collection of Laws and International Treaties), as amended by Act No. 277 / 2019 Coll., Act No. 261 / 2021 Coll., Act No. 177 / 2022 Coll., Act No. 346 / 2023 Coll., Act No. 196 / 2024 Coll., Act No. 23 / 2025 Coll. and Act No. 169 / 2025 Coll., is amended as follows:
1. in Article 12 (1) (b):
"(b) in electronic form without the use of an electronic legal system and, if this is not possible, in paper form, if applicable
1. the State Budget Act or the Act amending the State Budget Act; or
2. the act referred to in Article 4 declaring a state of emergency, a state of danger or a state of war or issued in connection with them. ';
2. In Paragraph 18 (2), the words "and only to the extent necessary for its further consideration 'shall be inserted after the word" Regulation'.
3. The following Section 22a is inserted after Section 22:
Paragraph 16 to 21 shall not apply to the State Budget Act, the Act amending the State Budget Act and their proposals. ';
4. in Article 26 (1) (a):
"(a) a draft constitutional law or law of which the petitioner of:
1. Is the Government which was submitted to the inter-ministerial comment procedure or to the Government before 15 January 2026,
2. there is no government which was submitted to the Chamber of Deputies for consideration before 15 January 2026; '.
5. in Article 26 (1), point (b) shall be deleted;
Points (c) to (e) shall be renumbered (b) to (d).
6. In Article 26 (1) (b), the words "to discuss the Senate 'are replaced by the words" to the inter-ministerial comment procedure or to the Government'.
7. Paragraph 26 (2) reads as follows:
"(2) The provisions of paragraphs 16 to 21 shall not apply between 15 January 2026 and 14 January 2027 to the draft constitutional law, law or legal measure of the Senate, which is an amendment. '
8. Paragraph 26 (3) and (4) are deleted.
Paragraphs 5 to 9 shall be renumbered paragraphs 3 to 7.
9. In Article 26 (3) (f), the words "constitutional law, law, legal action of the Senate or 'shall be deleted and the words" to be submitted' shall be replaced by the words "to be submitted ';
10. in Article 26 (3) (g) and (h):
"(g) the constitutional law, law or legal measure of the Senate to be submitted for publication in the Collection of Laws and International Treaties
1 to 14 January 2026,
2. Since 15 January 2026, but the proposals of which have been submitted to the inter-ministerial comment procedure or to the Government in the case of proposals of which the Government is the party or to the Chamber of Deputies for consideration in the case of proposals of which the Government is not the party until 14 January 2026,
(h) constitutional law, law or legal measure of the Senate, which are an amendment if they are presented for publication in the Collection of Laws and International Treaties
1 to 14 January 2027,
2. Since 15 January 2027, however, the proposals of which have been submitted to the inter-ministerial comment procedure or to the Government in the case of proposals of which the Government is the suitor or the Chamber of Deputies for consideration in the case of proposals of which the Government is not the suitor until 14 January 2027. '
11. in Paragraph 26 (4), "5" is replaced by "3."
Amendment of the law amending certain laws in connection with the adoption of the Law on the Collection of Laws and International Treaties
In Act No. 277 / 2019 Coll., amending certain laws in connection with the adoption of the Act on the Collection of Laws and International Treaties, as amended by Act No. 177 / 2022 Coll., Act No. 346 / 2023 Coll. and Act No. 196 / 2024 Coll., Article XV, including the title:
Transitional provisions
1. If a draft law is submitted to the Chamber of Deputies, in accordance with Act No 222 / 2016 Coll., on the Collection of Laws and International Treaties and on the formation of laws and international treaties (Act on the Collection of Laws and International Treaties), as amended, does not apply to the electronic system of law-making, the provisions of Section 120b of Act No 90 / 1995 Coll., on the Rules of Procedure of the Chamber of Deputies, as amended, shall apply.
2. When discussing a draft law for which the Act No. 222 / 2016 Coll., as amended, did not apply an electronic system of law making, the Act No. 90 / 1995 Coll., as effective before the date of entry into force of the Act, shall be followed. '
EFFECTIVE
This Act shall take effect on the day following its publication.
