DECLARATION
of 19 December 2025
on military air personnel
The Ministry of Defence provides for Act No. 219 / 1999 Coll., on the Armed Forces of the Czech Republic, as amended by Act No. 546 / 2005 Coll., Act No. 46 / 2016 Coll., Act No. 178 / 2023 Coll. and Act No. 174 / 2025 Coll.:
§ 1
Military Air Personnel Category
(1) Military air personnel are subdivided into:
(a) executive military airmen;
(b) military personnel, and
(c) ground military air personnel.
(2) A detailed breakdown of the categories of military personnel is given in Annex 1 to this Decree.
§ 2
Qualification of military air personnel
(1) Qualification of military air personnel means the sum of the expertise and skills required to acquire competence for the performance of specific military personnel activities.
(2) The qualifications included in the military staff licence entitle its holders to carry out the activities referred to in paragraph 1.
(3) The qualification of military air personnel is divided into:
(a) professional qualifications;
(b) specialisation;
(c) classification;
(d) type rating,
(e) a local clause; and
(f) additional qualifications.
(4) The qualifications required for each category of military aircraft personnel are set out in Annex 2 to this Decision.
§ 3
Scope of expertise and skills of military air personnel
(1) Military air personnel shall acquire expertise and skills in the training of military air personnel.
(2) Training of military air personnel is divided into theoretical training and practical training.
(3) Theoretical training is a form of teaching leading to the acquisition of the theoretical knowledge needed to perform the activities of individual categories of military aircraft personnel.
(4) Theoretical preparation
a) University of Defence in the scope of study programmes for study courses preparing individual categories of military aircraft personnel under the Law on Higher Education;
(b) the services and facilities of the armed forces; or
(c) a legal or natural person certified to teach or train in military aviation (hereinafter referred to as "certified training organisation").
(5) Practical training shall consist of several phases of training leading to the acquisition of the practical skills needed to perform the activities of each category of military aircraft personnel.
(6) Practical training is carried out
(a) military aviation techniques operated by the armed forces or by certified training organisations; or
(b) on synthetic training facilities, flight trainers or simulators approved by the Civil Aviation Authority or by another State for which the Ministry of Defence issued the relevant certificate of recognition of the competence of military aviation equipment under the Law on the Armed Forces of the Czech Republic.
(7) Practical training shall be carried out by an instructor of the relevant category of military personnel within the scope of the privileges granted to him.
(8) The expert knowledge and skills are reviewed by the inspector of the relevant category of military air personnel within the scope of the authorisations granted to him.
(9) The scope of the expertise and skills for the qualification of each category of military aircraft personnel shall be verified by examination and set out in Annex 3 to this Regulation.
§ 4
Content of military aircraft personnel licence
(1) The licence of military air personnel (hereinafter referred to as "licence") is issued for each category and contains always:
(a) the name of the State issuing the licence;
(b) the name of the licensing authority;
(c) national emblem,
(d) the name of the licence;
(e) the licence registration number;
(f) the name and surname of the holder,
(g) the date of birth of the holder;
(h) the signature of the holder;
(i) the date of issue of the licence;
(j) the expiry date of the licence;
(k) the stamp of the licensing authority;
(l) the signature of the authorised official of the licensing authority;
(m) the relevant category of military aircraft personnel;
(n) formal qualifications,
(o) conditions and restrictions.
(2) The language competence of the Czech and English languages is characterised by the air traffic controller, the air traffic controller, the pupil and the instructor of the synthetic training of air traffic controllers.
(3) The pilot and the pilot of unmanned aircraft may be entered on the licence with the appropriate language competence if he demonstrates his ability to express and understand radio-telephony communication in Czech or English.
§ 5
Transitional provisions
(1) The expertise of military air personnel achieved pursuant to Decree No. 279 / 1999 Coll., determining the categories of military air personnel, their qualifications and the extent of their expertise and the model of military personnel licence, as effective before the date of entry into force of this Decree, shall be deemed to have been achieved under this Decree.
(2) The licences issued until now under Decree No. 279 / 1999 Coll., as effective before the date of entry into force of this Order, are deemed to be licences under this Order.
§ 6
Repeal
They shall be deleted:
1. Decree No. 279 / 1999 Coll., determining the categories of military air personnel, their qualifications and extent of expertise and the model of military aircraft personnel licence.
2. Decree No. 336 / 2008 Coll., amending Decree No. 279 / 1999 Coll., which specifies the categories of military air personnel, their qualifications and extent of expertise and the model of the military air personnel licence.
3. Decree No. 163 / 2022 Coll., amending Ministry of Defence Decree No. 279 / 1999 Coll., determining the categories of military air personnel, their qualifications and extent of expertise and the model of the military flight crew pass, as amended by Decree No. 336 / 2008 Coll.
§ 7
Efficacy
This Decree shall take effect on 1 January 2026.

Scope of expertise and qualification requirements for individual categories of military aircraft personnel in relation to individual qualifications
Part I
Scope of expertise and qualification requirements for each category of powerful military pilots in relation to each qualification
A.
Pilot-student
(1) Pilot-student may be a student of a military university or member of the Army of the Czech Republic who is preparing for the pilot on a military plane by flight training.
(2) For the pilot-pupil category it is required to demonstrate a specified level
(a) theoretical knowledge from prescribed articles;
(b) knowledge from the theoretical part of type training to obtain type rating;
(c) the ability to express and understand in the language used in radio-telephony communication.
B.
Pilot-commander
(1) A pilot-commander is required for the category
(a) have adequate theoretical knowledge, perform basic flight training in accordance with the syllabus training for a specific type of military aeroplane;
(b) perform basic flight training in accordance with the curriculum training for a specific type of military aeroplane;
(c) to meet a minimum total charge of 45 hours on a specific type of military aeroplane;
(d) demonstrate the ability to perform appropriate procedures and manoeuvres;
(e) demonstrate competence to issue a licence.
(2) From the point of view of class, the pilot-in-command of the aeroplane may obtain a rating
(2.1.) Class 3, which is the basic qualification level for which it is required
(a) have adequate theoretical knowledge;
(b) to complete basic flight training on a specific type of military aircraft;
c) meet a minimum total charge of 150 hours per aircraft as a pilot;
(d) operate the aircraft within its limitations;
e) perform all maneuvers smoothly and accurately;
(f) apply aeronautical knowledge for a specific type of military aircraft;
(g) demonstrate competence to the extent required for class 3.
(2.2) Class 2, which is the mean qualification level for which it is required
(a) have adequate theoretical knowledge;
(b) carry out continuing flight and combat training on a specific type of military aircraft;
c) meet the minimum total charge of 200 hours per aircraft as a pilot;
(d) operate the aircraft using its manoeuvring capabilities and instrumentation;
(e) use aircraft systems to perform combat use tasks;
(f) apply aeronautical knowledge for a specific type of military aircraft;
(g) to demonstrate professional competence to the extent required for class 2.
(2.3) Class 1, which is the higher qualification level for which it is required
(a) have adequate theoretical knowledge;
(b) carry out continuing flight training and carry out combat training on a particular type of military aircraft;
c) meet a minimum total charge of 250 hours per aircraft as a pilot;
(d) operate the aircraft with full use of its manoeuvring capabilities and instrumentation;
(e) make full use of aircraft systems to perform combat use tasks;
(f) apply aeronautical knowledge for a specific type of military aircraft;
(g) to demonstrate competence to the extent required for class 1.
(3) From the point of view of the type rating, the pilot-in-command of an aeroplane shall achieve a specific type of military aeroplane in accordance with the syllabus of aircraft training.
(4) From the point of view of a further qualification, the pilot-in-command may obtain a rating
(4.1) the instructor, which is the additional pilot-commander qualification level for which he is required
(a) be a Class 1 pilot;
b) meet a minimum overall flight of 600 hours as a pilot, of which at least 150 hours as pilot-commander;
(c) successfully complete prescribed theoretical training and flight training for instructors within the required range;
(d) anticipate and respond correctly to the possibility of creating a dangerous flight situation by evaluating and responding to aviation parameters and their causal link;
(e) conduct procedures and manoeuvres with a skill level corresponding to the privileges granted to the pilot licence holder of the commander-in-command aeroplane with additional qualifications by the instructor.
(f) demonstrate competence to the extent required for the instructor.
(4.2) An inspector who is the additional pilot-commander qualification level for which he is required
(a) be a Class 1 pilot with additional qualifications as an instructor;
b) meet a minimum overall flight of 1000 hours as a pilot, of which at least 20 hours as an aeroplane instructor;
(c) successfully complete the prescribed theoretical preparation for inspectors to the extent required;
(d) conduct procedures and manoeuvres with a skill level corresponding to the privileges granted to the holder of a pilot-in-command licence with a further qualification by an inspector;
(e) demonstrate competence to the extent required for the inspector.
(4.3) a pilot-in-command, which is an additional pilot-in-command qualification level for which he / she is required
(a) be a Class 1 pilot;
b) meet a minimum overall flight of 600 hours as a pilot, of which at least 150 hours as pilot-commander;
(c) successfully complete the prescribed theoretical training and flight training for the pilot-in-command within the required range;
(d) operate a military aircraft using its full manoeuvring capabilities;
(e) make full use of aeroplane systems to perform combat use tasks;
(f) apply aeronautical knowledge for a specific type of military aeroplane;
(g) anticipate and respond correctly to the possibility of creating a dangerous flight situation by evaluating and responding to aviation parameters and their causal links;
h) mentally manage high loads, high flight loads and react correctly in stress situations;
(i) conduct procedures and manoeuvres with a skill level corresponding to the privileges granted to the holder of a pilot licence.
(j) demonstrate competence to the extent required for the pilot-in-command.
(4.4) Test pilot, which is the additional pilot-commander qualification level for which it is required
(a) be a Class 1 pilot with additional qualifications as a pilot;
b) meet a minimum overall flight of 1000 hours as a pilot, of which at least 400 hours as pilot-commander;
(c) successfully complete the prescribed theoretical preparation for test pilots within the required range;
(d) conduct procedures and manoeuvres with a skill level corresponding to the privileges granted to the holder of a pilot licence.
(e) demonstrate competence to the required extent for the pilot-in-command.
C.
Helicopter pilot-commander
(1) For the category of pilot-commander a helicopter is required
(a) have adequate theoretical knowledge;
(b) perform basic flight training in accordance with the curriculum training for a specific type of military helicopter;
(c) to meet a minimum total charge of 45 hours on a specific type of military helicopter;
(d) demonstrate the ability to perform appropriate procedures and manoeuvres;
(e) demonstrate competence to issue a licence.
(2) From the point of view of class, the pilot-in-command of the helicopter may obtain a qualification
(2.1) Class 3, which is the basic qualification level for which it is required
(a) have adequate theoretical knowledge;
(b) to complete basic flight training on a specific type of military aircraft;
c) meet a minimum total charge of 150 hours per aircraft as a pilot;
(d) operate the aircraft within its limitations;
e) perform all maneuvers smoothly and accurately;
(f) apply aeronautical knowledge for a specific type of military aircraft;
(g) demonstrate competence to the extent required for class 3.
(2.2) Class 2, which is the mean qualification level for which it is required
(a) have adequate theoretical knowledge;
(b) carry out continuing flight and combat training on a specific type of military aircraft;
c) meet the minimum total charge of 200 hours per aircraft as a pilot;
(d) operate the aircraft using its manoeuvring capabilities and instrumentation;
(e) use aircraft systems to perform combat use tasks;
(f) apply aeronautical knowledge for a specific type of military aircraft;
(g) to demonstrate professional competence to the extent required for class 2.
