on state examinations from graphic disciplines and amending Decree No. 3 / 2015 Coll., on certain documents on education
The Ministry of Education, Youth and Sports provides, pursuant to § 171 (6) and § 28 (7) and (8) of Act No. 561 / 2004 Coll., on Pre-school, Basic, Secondary, Higher Vocational and Other Education (Education Act), as amended by Act No. 179 / 2006 Coll. and Act No. 82 / 2015 Coll.:

STATE TESTS OF GRAPHIC DISCIPLES
§ 1
Subject matter
This decree regulates
(a) the scope and content of the State examination of graphic disciplines (hereinafter referred to as the "test") and their test schedule;
(b) rules governing the conduct of the tests, including registration for the tests;
(c) rules for evaluating test results;
(d) the remuneration for the examinations and the method of payment thereof.
§ 2
Tests according to discipline and level of difficulty, scope and content
(1) Tests can be held in the following disciplines and levels of difficulty
a) writing on keyboard basic, writing on keyboard with increased speed, writing on keyboard master,
(b) text processing on a computer;
(c) shorthand basic, shorthand with increased speed, chamber shorthand,
(d) stenotyping.
(2) The scope and content of the tests shall be determined by the test schedule set out in the Annex to this Regulation.
Rules for conducting tests
§ 3
(1) The examinations shall take place during the spring and winter examination periods with the Ministry of Education, Youth and Sports set up and with the appointed legal entity (hereinafter referred to as the "test institution") or at the premises of the secondary school (hereinafter referred to as the "school"), which shall request their organisation to the examination institution and shall fulfil the conditions laid down in Article 5. The term of the school examinations may also be set outside the spring and winter test periods.
(2) The testing dates of the test institution shall be announced by the testing institution in a way that allows remote access by 15 April at the latest for the spring test period and by 15 October at the latest for the winter test period.
(3) The terms of the examinations held at the school referred to in paragraph 1 are proposed by the School to the Examination Institution by submitting a collective application pursuant to Section 6. The test institution shall organise the test at the proposed time if the proposed time is not filled and if the conditions laid down in § 5 are met; it shall proceed in accordance with § 6 (3).
§ 4
(1) The test institutions shall designate a chairman from among the test Commissioners who shall perform the test evaluation tasks referred to in Article 7.
(2) The examination institution sends the examination commissioner to the school.
(3) The examination shall be conducted by the examiner.
§ 5
(1) Tests from typing on the keyboard and from the processing of text on the computer can be carried out at least 8 applicants.
(2) In order to carry out the tests, a classroom shall be provided with the appropriate technology and shall be provided with technical supervision.
§ 6
(1) The candidate shall apply to the examination of a test institution on its own or through a school, where the examination is carried out at school, on a form accessible in a way that allows remote access.
(2) The application shall be submitted by the candidate or school to the Examination Body no later than 15 May for the spring trial period and no later than 15 November for the winter examination period. The application for a school test outside the spring and winter test periods shall be submitted by the school to the examination institution at least 30 days before its planned performance.
(3) The examination institution shall confirm the application in writing, indicating the time when the test begins. If the term is filled, the examination institution shall not confirm the application and communicate the next dates. Confirmation by first sentence and communication by second sentence shall always be in writing, preferably in the form of a message to the e-mail address.
(4) The application for an examination submitted separately to the examination institution shall contain the name and surname of the applicant, the applicant's birth number, if the birth number has not been assigned, then the date of birth, the evidence of the education achieved, the address and the e-mail address, the date of the examination and the discipline referred to in § 2 (1). The application submitted through the school, in addition to the information given in the first sentence, shall also contain the name, address and e-mail address of the school, the replacement date of the examination, the total number of applicants and the time of the start of the examination.
Test evaluation rules
§ 7
(1) Tests shall be evaluated at the evaluation stage
(a) 1 - excellent,
b) 2 - very good,
(c) 3 - good,
(d) 4 - failed.
(2) The results of the typing tests on the keyboard referred to in Article 2 (1) (a), the shorthand tests referred to in Article 2 (1) (c) and the stenotypics shall be assessed gradually by three examiners in the following order: the examiner, the examiner present, the examiner, who shall verify and, where appropriate, revise the evaluation of the examiner, and the chairman of the examiners, who shall determine the final degree of evaluation. The two probationary commissioners shall enter their evaluation in a figure similar to the report on the test result. The President of the Examination Commissioners shall, on the basis of the evaluation of the Examination Commissioners, decide on the final degree of evaluation and enter it in the test result report. Both the Examination Commissioner and the President of the Examination Commissioner shall confirm their evaluation by date and signature.
(3) The results of the computer-based text-processing test shall be assessed gradually by two test Commissioners in the following order: the examiner, present to the test and the chair of the test-heads, which shall determine the final degree of evaluation. The examiner and the chairman of the examiners shall enter their evaluation in numerical form in the test result report and confirm them by date and signature.
§ 8
(1) The candidate who has passed the test shall issue a certificate within a maximum of 4 weeks of the examination.
(2) The test institution shall issue a written confirmation to the applicant if the applicant so requests within 4 weeks of the request. The certificate referred to in the first sentence shall indicate the identity of the tenderer, the name and address of the test institution, the date and address of the examination institution or school where the test took place.
(3) The testing institution shall keep a documentation of the tests in electronic form as well as paper. The documentation shall consist of:
(a) the documents in which the candidate writes the texts and solutions of the tasks;
(b) a test result report documenting the course of the whole test, including an evaluation of the particular candidate.
(4) The certificate shall be imposed by the examination institution for a period of 45 years and by the documentation referred to in paragraph 3 for a period of 5 years in a manner laid down by the law governing archiving and file service.
§ 9
Reimbursement of examinations and method of reimbursement
(1) The payment for the test is up to CZK 1,500.
(2) The amount of remuneration for the tests shall be determined by the examination institution by 15 October each year for the following calendar year and shall be published in a manner which allows remote access.
(3) The condition for access to the test by a duly applied candidate shall be payment. The fee shall be paid by the candidate in cash to the Examination Commissioner individually on the day of the examination before its commencement. The fee for the school examination may also be paid by means of the school within the time limit specified in the second sentence.

Amendment of the Decree on certain educational documents
§ 10
Decree No. 3 / 2015 Coll., on certain educational documents, is amended as follows:
1. In Paragraph 2 (3), the dot at the end of point (b) is replaced by a comma and the following point (c) is added:
"(c) Certificate of state examination of graphic disciplines in Annex 10 to this Decree."
2. The following Section 4a is inserted after Section 4:
„§ 4a
In the case of forms of certificates of state examinations from graphic disciplines, the school's tasks under paragraphs 1 to 6 shall be carried out by the Ministry of Education, Youth and Sports set up and the legal person responsible for the examinations. ';
3. the following Annex 10 is inserted after Annex 9:

TRANSITIONAL AND FINAL PROVISIONS
§ 11
Transitional provision
The level of remuneration for the tests for 2016 shall be determined and published in a manner that allows remote access by the test institution within 14 days of the date of entry into force of this Decree.
§ 12
Efficacy
This decree shall take effect on the day of its publication.

Test schedule
Writing on the keyboard basic
(1) The test consists of a copy of one text submitted and a standard drawing up of two different documents, as a general rule a business letter and a table, depending on the availability. The candidate must successfully perform both parts of the test.
(2) By this test, the applicant demonstrates the ability to use the keyboard effectively in normal administrative and correspondence practice by verifying the ability to write at a specified speed and adjusting the basic types of commercial correspondence documents in a standardised manner.
(3) The applicant shall have a period of 10 minutes for the express part of the examination, 90 minutes for the correspondence part of the examination. The candidate has a total of 100 minutes of clean time to complete all tasks.
(4) The report shall state the expression of the degree of evaluation from:
(a) a 10-minute copy of the text with an indication of the net pitch rate per minute with accuracy in%;
(b) the documents, taking into account the standard presentation according to the layout.
Writing on a keyboard with increased speed
(1) The test consists of copies of two different texts submitted and the standard drawing up of two different documents, as a general rule, a business letter and a table, according to the availability. The candidate must successfully perform both parts of the test.
(2) By this test, the applicant demonstrates the ability to use the keyboard effectively in normal administrative and correspondence practice by verifying the ability to write at a specified speed and adjusting the basic types of commercial correspondence documents in a standardised manner.
(3) For the rapid-writing part of the test, the applicant shall have twice 10 minutes, for the correspondence part of the test, 90 minutes. The applicant has 110 minutes of clean time to complete all tasks.
(4) The report shall state the expression of the degree of evaluation from:
(a) the first 10-minute copy of the text, indicating the net pitch rate per minute with accuracy in%;
(b) a second 10-minute copy of the text, indicating the net pitch rate per minute with accuracy in%;
(c) the documents, taking into account the standard presentation according to the layout.
(5) Candidates who submit the original certificate of the state examination of writing on the keyboard or an officially certified copy thereof shall be recognised and counted for the standard drawing up of two different documents according to the availability entered. The degree of evaluation shall be transferred to the certificate.
Writing on a master keyboard
(1) The test consists of copies of two different texts submitted and the standard drawing up of two different documents, as a general rule, a business letter and a table, according to the availability. The candidate must successfully perform both parts of the test.
(2) By this test, the applicant demonstrates the ability to use the keyboard effectively in normal administrative and correspondence practice by verifying the ability to write at a specified speed and adjusting the basic types of commercial correspondence documents in a standardised manner.
(3) For the rapid-writing part of the test, the applicant shall have twice 20 minutes, for the correspondence part of the test, 90 minutes. The applicant has 130 minutes of clean time to complete all tasks.
(4) The report shall state the expression of the degree of evaluation from:
(a) the first 20-minute copy of the text with an indication of the net wagering rate per minute with accuracy in%;
(b) a second 20-minute copy of the text with an indication of the net pitch rate per minute with an accuracy of in%;
(c) the documents, taking into account the standard presentation according to the layout.
(5) A candidate who submits the original certificate of the state examination of keyboard writing or of the state examination of keyboard writing at increased speed or an officially certified copy thereof shall be recognised and counted on the standard drawing up of two different documents according to the availability entered. The degree of evaluation shall be transferred to the certificate.
Computer text processing
(1) The test consists of the proofreading of the text, a copy of the text with the simultaneous implementation of the proofreading, a verification of the knowledge of Czech grammar, a quick copy.
(2) This test shows the candidate's ability to use computer technology effectively in office practice, by verifying the ability to perform basic operations in a text editor, correctly interpret the correct marks and, on the basis of them, correct the text presented in the text editor, orient himself in the grammar of writing Czech, write at a specified speed in 30 minutes when penalising 50 hits for each error.
(3) The applicant shall have a period of 30 minutes of pure time to complete all the tasks of the computer text processing test.
(4) The report shall give a verbal statement of the degree of evaluation for the conduct of basic operations in the text processor, the interpretation of corrective signs and the subsequent modification of the submitted text, the orientation in the grammar of the written Czech language and the typing on the computer keyboard of at least 200 net offsets per minute corresponding to the score of the test result.
Basic seal
(1) The test consists of two six-minute dictates, the first being general, the second being professional. The candidate must successfully perform both parts of the test.
(2) By this test, the applicant demonstrates the ability to use shorthand as an effective means of streamlining ordinary administrative and correspondence work, by verifying the ability to write narrowly and literally fully and correctly convert the dictated text in a common font, as determined by the speed of words per minute.
(3) The candidate has 60 minutes to transfer each dictate. The applicant has 132 minutes of pure time to complete all tasks.
(4) The report shall state the expression of the degree of evaluation from:
(a) the transfer of a six-minute dictate of a general nature;
(b) the transfer of a six-minute dictatorship of a professional nature.
Seals with increased speed
(1) The shorthand with increased speed test consists of two six-minute dictates, the first being general, the second being professional. The candidate must successfully perform both parts of the test.
(2) In this test, the applicant demonstrates the ability to use shorthand as an effective means of streamlining more demanding administrative and correspondence work by verifying the ability to write narrowly and literally fully and correctly convert the dictated text to 80, 90 or 100 words per minute.
(3) To convert each dictate into 80 words per minute, the candidate has a time of 70 minutes, 90 words a time of 80 minutes and 90 minutes a time of 100 words. The applicant has 152, 172 or 192 minutes of pure time to complete all tasks.
(4) The report shall state the expression of the degree of evaluation from:
(a) the transfer of a six-minute dictate of a general nature;
(b) the transfer of a six-minute dictatorship of a professional nature.
At the same time, the candidate shall be given the specifically achieved increased speed of words per minute.
Chamber shorthand
(1) The test consists of two six-minute dictates dictated by speed up to 110 words per minute, the first being general, the second being professional. The candidate must successfully perform both parts of the test.
(2) By this test, the applicant demonstrates the ability to use shorthand in chamber stenographic practice (parliamentary or other) by verifying the skills of shorthand writing, and literally fully and correctly convert the content-intensive dictated text to 110 words per minute in a common font.
(3) The candidate has 110 minutes to transfer each dictate. The applicant has 232 minutes of clean time to complete all tasks.
(4) The report shall state the expression of the degree of evaluation from:
(a) the transfer of a six-minute dictate of a general nature;
(b) the transfer of a six-minute dictatorship of a professional nature.
Stenotyping
(1) The test consists of a five-minute shorthand dictate from commercial or official practice, its transfer to a computer keyboard, the production of two different documents, usually a business letter and a table, according to a narrowly specified disposition. The candidate must successfully perform both parts of the test.
(2) By this test, the applicant demonstrates the ability to use the typescript and typing effectively on the keyboard in administrative and correspondence practice, by verifying the skills of shorthand writing, and in substance and language correctly to convert the five-minute dictation on the computer keyboard dictated at a rate of up to 70 words per minute, in a standardised manner to produce at least two different documents according to the narrowly registered layout.
(3) For the transfer of shorthand dictation, the applicant shall have a maximum time of 25 minutes, 90 minutes for the preparation of documents. The applicant shall have a period of 120 minutes of pure time to complete all the test tasks.
(4) The report report shall state the verbal expression of the evaluation level
a) from the transfer of a five-minute dictate to 70 words per minute from the stenogram on the computer keyboard,
(b) the processing of documents, taking into account the standard presentation according to the layout of the shorthand.
Final provisions
(1) The candidate begins and terminates work on the instruction of the Examination Commissioner. During the test, he works completely independently, without the permission of the examiner using electronic devices.
(2) Candidates who commit manifestly dishonest conduct, interrupt or in any other serious way or interfere with the conduct of the test are terminated and not evaluated. This fact shall be recorded by the Examination Commissioner in the test result report. Reimbursement of the test shall not be refunded.
(3) During the examination, only the applicants and the examiner may be present in the classroom, and, in the case of technical problems, also a computer technician. The participation of teachers in the examination is not allowed.
