on artistic aspiration
The Ministry of Education of the Czech Socialist Republic provides, pursuant to § 64 paragraph 4 and § 98 paragraph 1 of Act No. 39 / 1980 Coll., on Higher Education:

GENERAL PROVISIONS
§ 1
(1) The purpose of artistic aspiration at higher education institutions is to enable graduates of higher education in the arts sector to further artistic, theoretical and aesthetic and ideologically political growth and thus prepare them for the performance of artistic tasks in an advanced socialist society.
(2) The artistic aspiration is carried out in the form of an internal artistic aspiration ("internal aspiration") or an external artistic aspiration ("external aspiration").
(3) Internal aspirant is a form of artistic education in which the main activity of an internal artistic aspirant (hereinafter referred to as "internal aspirant") is organised at the training centre for artistic activity. The internal aspirant is not working at the training workplace.
(4) External aspiration is a form of artistic education in which an external artistic aspirant (hereinafter referred to as "external aspirant") is in a working, member, service or other employment relationship (hereinafter referred to as "employment relationship") and his artistic education at the training centre takes place in the performance of work duties.
(5) The employment relationships of artistic aspirants and the grant of a scholarship to aspirants are subject to the appropriate provisions applicable to participants in scientific education (§ 64 (5) of Act No. 39 / 1980 Coll.) .1).
§ 2
(1) The educational centre of the internal aspirant and external aspirant is the faculty of the university of artistic direction, or of the university of artistic direction, unless it is divided into faculties (the faculty).
(2) The dean is the head of the training facility, and if the university does not trade in faculty, the rector.

INTERNAL ASPIRANTER
§ 3
Conditions for admission to internal aspiration
(1) A maximum age limit of 35 years shall be fixed for applicants for admission to the internal aspiration.
(2) Graduates of the relevant or related arts and specialisation (hereinafter referred to as "artistic specialisation ') may be admitted to the internal aspiration.
(a) with successful, at least three years of artistic experience; or
(b) without artistic practice, provided that they have already demonstrated exceptional conditions for artistic activity during their studies at university;
(c) who have successfully passed the entrance exam.
§ 4
Announcement of the admission procedure
(1) The admission procedure to the internal aspirant is announced by the head of the training centre publicly. It shall indicate in particular:
(a) the fields of artistic education for which applicants are recruited;
(b) reception conditions (§ 3),
(c) documents to be submitted by tenderers (Section 5);
(d) the place where the application must be sent,
(e) the deadline for filing the application.
(2) The admission procedure for internal aspiration may also be initiated without its public announcement at the request of the organisation for whose needs the candidate is to be artistic.
§ 5
Application for internal aspiration
(1) The application for an internal aspiration shall be submitted by the applicant to the training centre directly or through the organisation for whose needs it is to be raised; the applicant joins the application
(a) CV and evidence of education and artistic practice;
(b) the expression of the organisation with which the tenderer is engaged; the applicant without artistic practice attaches the observations of the faculty at which he completed his studies,
(c) an inventory of works of art or works of art created and, where appropriate, expert opinions on them.
(2) If the application has formal deficiencies or if some data are not duly substantiated (paragraph 1), it shall invite the applicant's training centre to remedy the deficiencies within the prescribed period; if they do not do so, the application shall not be taken into account.
(3) If the applicant does not comply with the conditions for admission to the internal aspirant according to § 3, the head of the training centre shall reject the application. There is no appeal against the decision of the head of the training work.2)
(4) Candidates meeting the conditions for admission to an internal aspirant as referred to in Article 3 shall notify the training centre of the date of the entrance exam not later than 14 days before it takes place.
§ 6
Admission test
(1) The applicant for internal aspirant shall take the entrance exam at the training centre before the receiving committee (Section 7). The purpose of the entrance examination is to verify in general the candidate's assumptions for creative artistic activity.
(2) The acceptance test shall consist of:
(a) art specialisation;
(b) the relevant subjects of study in the field of art sciences (the "art subject");
(c) from the foundations of marxism-leninism,
(d) Russian language,
(e) another world language, which is English, French, German, Spanish or Italian.
(3) During the examination of the artistic specialisation, the applicant shall submit to the receiving committee a selection of his works of art or shall demonstrate artistic performance before it.
(4) The examination of artistic subjects shall verify the knowledge of the applicant from the theory and history of the relevant field of artistic education.
(5) The examination of the basis of marxism-leninism shall verify the knowledge of the candidate to at least the extent of the curriculum of marxism-leninism in college.
(6) The examination of the Russian language and other world language [paragraph 2 (e)] shall verify the knowledge of the applicant from the language to at least the extent of the curriculum of these subjects at the university.
(7) The acceptance test shall take no more than three hours, the individual parts of which shall not exceed 30 minutes, except for the examination of artistic specialisation.
(8) On the basis of the documents submitted, the Reception Board may accept as part of the entrance examination the examination from the basis of marxism, Russian language or other world language prescribed for the verification of the results of the relevant study in the internal aspirant, which the applicant has already carried out.
(9) Candidate does not need to take a language exam
(a) if the language concerned is the mother tongue of the tenderer; or
(b) has completed secondary or university education in which the language was the language of instruction; or
(c) perform a national language examination from this language.
§ 7
Receiving Commission
(1) The Reception Board shall be composed of the Chair, who shall be the head of the training centre or any other teacher designated by it; other members designated by the head of the training centre are the supposed trainers, teachers of art studies, teachers of study subjects of marxismus-leninism and teachers of the language department.
(2) The Reception Board shall, at a private session, evaluate the result of the entrance examination and shall decide on the result of the entrance examination by a majority of the members present; in the event of a tie, the chairman's vote shall be taken. The assessment of the acceptance test shall be expressed by "passed 'or" failed'.
(3) At least three members of the receiving committee shall be required to decide on the outcome of the examination, and the chairman of the panel and the envisaged trainer shall always be present.
(4) If the entrance examination is successfully performed by more than the planned number for the relevant field of artistic education, the receiving committee shall determine their order.
(5) A candidate who failed the entrance examination may re-enter the internal aspirant after at least one year.
(6) The Reception Board may propose, in the entry on the admission test, that the training centre recognise the completed Russian or other world language admission exam as prescribed for the validation of language studies during the internal aspirant if it has a level corresponding to that test.
§ 8
Decision on adoption
(1) The admission or non-admission of a candidate to an internal aspirant shall be decided upon (1) according to the results of the recruitment procedure of the head of the training centre and shall notify the applicant and the organisation in writing if the internal aspirant is to be raised for its needs. If the candidate has not been admitted to an internal aspiration, the head of the training centre shall also indicate in the decision the reasons for the non-admission and return the documents accompanying the application. There is no appeal against the decision of the head of the training centre.
(2) The starting date for the internal aspiration is determined by the head of the training centre.
§ 9
Trainer
(1) The head of the internal aspirant is entrusted by the head of the training centre to the trainer, who may be a professor, professor or expert practitioner (national artist, deserving artist).
(2) More than two participants in artistic education (Sections 1 (3) and (4)) cannot be assigned to the trainers at the same time.
(3) The instructor will propose the content of the artistic education of the internal aspirant in his study plan. The study plan contains in particular the terms of the examinations, the topic and the scope of theoretical written work and the thematic focus of the final work of art, or the final artistic performance which the aspirant has to create. The study plan shall be approved by the head of the training centre within two months of the adoption of the internal aspirant.
(4) The instructor systematically directs the artistic activity of an internal aspirant and regularly checks the implementation of his study plan.
(5) Each year, the instructor shall submit to the head of the training centre a report on the work of the internal aspirant, which shall include an evaluation of the performance of the study plan and the results achieved in artistic education. The instructor may, as appropriate, propose to the head of the training centre to designate an internal aspirant to consult with other experts, or, where appropriate, to include an internal aspirant in special courses, seminars, etc.
§ 10
Inner aspirant education
(1) Education of an internal aspirant consists of studying the relevant artistic specialization, artistic subjects, marxism- leninism and languages.
(2) Internal aspirant education is divided into two periods. The first period lasts no more than 18 months in which the internal aspirant has to pass the prescribed tests (§ 17 to 19). The second period ends three years after admission to the internal aspiration, with the study since the beginning of artistic education focusing on the creation of a socially important final work of art or the demonstration of final artistic performance.
§ 11
Study of artistic specialization
(1) By studying artistic specialization, the internal aspirant deepens the methods of independent creative work due to its application in social practice and artistic teaching activities.
(2) The internal aspirant is familiar with the work of the other art departments of the training centre, taking part in special courses, seminars, exercises, lectures, etc. organised by the training centre or other organisation; the training centre may also send it to another art organisation for a study stay or propose it to be sent abroad for a study stay.
§ 12
Study of art subjects
(1) The internal aspirant receives a general overview of the history and theory of art from the relevant field of artistic education by studying the art subjects and learning the Marxist-Lenin aesthetics of his field.
(2) The main method of study of art subjects is individual study directed by the department of the faculty.
§ 13
Study of Marxism-Leninism
(1) The study of marxism-leninism of an internal aspirant builds on university studies, develops its Marxist thinking, uses marxism as a method of scientific and artistic knowledge and practical activity to become the basis for its artistic creation and social commitment.
(2) The study of marxismus-leninism of the internal aspirant is managed and organised by the appropriate institute of marxismus-leninism.
§ 14
Language studies
(1) The study of internal aspirant languages consists of the study of Russian and other world languages.
(2) The aim of language learning is to control the language so that the internal aspirant can also use foreign-language professional literature in his work.
(3) Language studies are carried out at the relevant language cathedrals.
§ 15
Evaluation of internal aspiration studies
(1) The head of the training centre assesses at the end of each year the state and level of artistic education of individual internal aspirants. The report of the trainer and the relevant department is the basis for the evaluation of the internal aspiration study.
(2) The head of the training centre shall, on the basis of the established state and level of artistic education of the internal aspirant, decide after discussion in the Faculty of Arts on its continuation in the internal aspiration or, where appropriate, on the modification of its curriculum or other measures (§ 25).
§ 16
Rights and obligations of internal aspirants
(1) The internal aspirant may attend a meeting of the Department, use libraries, cabinets, laboratories, special purpose equipment and other material technical equipment of the training centre.
(2) The internal aspirant is obliged to perform the internal aspirant tasks prescribed by the study plan, in particular at the specified dates to take the prescribed examinations, to prepare a final work of art or final artistic performance.
§ 17
Expert test
(1) An internal aspirant takes place in the training centre. The technical examination shall consist of:
(a) the assessment of works of art created or the assessment of performance of art demonstrated;
(b) the assessment of theoretical written work in the relevant field of artistic education;
(c) an oral examination of artistic subjects.
(2) The level of works of art or works of art created or shown during the period of aspiration shall be assessed by debate.
(3) The theoretical written work will be submitted by the internal aspirant to the President of the Examination Committee one month before the date of the oral examination. The head of the training centre shall request at least two experts to assess theoretical written work and to draw up an expert opinion. The level of theoretical written work shall be assessed by debate.
(4) Through the examination of art subjects, expert and theoretical knowledge of the internal aspirant is assessed comprehensively.
(5) The professional examination lasts a maximum of two hours.
§ 18
Test of Marxism-Leninism
(1) The test of marxism-Leninism is designed to demonstrate that he has acquired knowledge and methods of Marxist theory, particularly for artistic creation in the relevant field of artistic education.
(2) The test of marxism-leninism is conducted by an internal aspirant in the appropriate institute of marxism-leninism.
(3) The test of marxism-leninism is oral and lasts for no more than an hour.
§ 19
Language examinations
(1) By testing Russian and other world languages, the internal aspirant is to demonstrate adequate knowledge of the relevant foreign languages with a particular focus on controlling the professional terminology of the relevant field of artistic education.
(2) The examinations of languages are carried out by an internal aspirant in the language department at which he studied (§ 14).
(3) The examinations of languages are oral and each of them lasts a maximum of 30 minutes.
§ 20
Test Panel
(1) The examination panel shall be of at least three members and shall be chaired by the head of the training centre or a designated worker from the relevant field of artistic education. Other members of the examination committee shall be appointed by the head of the training centre from staff and experts in the relevant or related field of artistic education from professors or teachers, possibly from members of the relevant artistic association, from other creative workers and artists from practice. A member of the test committee shall also be the instructor of an internal aspirant who is not entitled to vote.
(2) The test committee for the Marxism-Leninism test is at least three. The Chairman of the Examination Board shall be the Director of the Institute of Marxismus-Leninism or a designated staff member of the Institute. The Director of the Marxism-Leninism Institute shall appoint other members of the Examination Committee. A member of the test committee shall also be the instructor of an internal aspirant who is not entitled to vote.
(3) The examination committee for Russian and other world languages is at least three members. The chair of the Examination Board shall be the head of the relevant language department or the designated staff. The other members of the examination committee shall be appointed by the head of the relevant language department. A member of the test committee shall also be the instructor of an internal aspirant who is not entitled to vote.
§ 21
Tasks of test committees
(1) The Examination Committee (§ 20) assesses the level of individual examinations (§ 17 to 19) in a private session and the outcome is decided by a majority of the members present. In the event of a tie, the chairman shall vote.
(2) The result of each test shall be assessed by "passed 'or" failed', and shall be notified orally by the Chairman of the Test Panel to the internal aspirant.
(3) The test results shall be certified by the test panel to the internal aspirant.
(4) The minutes of the tests on the prescribed forms shall be signed by the chairman and the members of the examination committee present.
§ 22
Non-participation in tests and repetition of tests
(1) If an internal aspirant cannot attend the test within the prescribed time limit, he shall apologize to the chairman of the examination committee, who, if he recognises the justification of the apology, shall specify in writing a replacement date for the examination. If an internal aspirant does not show up for a test without a serious reason or withdraw from the test, it shall be marked "failed '.
(2) An internal aspirant may only repeat the expert examination, the Marxism-Leninism test and the language examination once, not earlier than three months after the date on which he or she was or should have taken the test.
§ 23
Final work of art or artistic performance
(1) The result of artistic education in internal aspiration is the creation of a final work of art or the demonstration of final performance of art. An internal aspirant may, in cases of special consideration with the agreement of the head of the training centre, submit a final work of art or perform the final work of art for consideration to the expert commission even after the completion of the internal aspiration, but no later than one year after its completion.
(2) The expert committee for the assessment of the final work of art or of the final performance of art shall be at least five members. The Chairman of the Panel of Experts shall be appointed by the Ministry of Education of the Czech Socialist Republic (hereinafter referred to as the "Ministry of Education ') on a proposal from the Head of the Training Institute. The Commission shall also be the head of the training centre. Other members of the commission are at least two opponents, one of whom must be from an organisation other than the internal aspirant training centre, a representative of the relevant artistic union and other experts from the relevant or related field of artistic activity appointed by the head of the training centre. A member of the commission shall also be a tutor of an internal aspirant who shall not have the right to vote.
(3) Written expert opinions of opponents are the basis for assessing and discussing the final work of art or artistic performance.
(4) The internal aspirant shall be informed of the expert opinions not later than 14 days before the debate on the final work of art or the final performance of art.
(5) In the debate on the final work of art or the final performance of art, its artistic and ideoaesthetic values are widely assessed. The internal aspirant refers to expert opinions of opponents and answers questions from members of the Panel.
(6) The panel of experts shall, at a private meeting, evaluate the level of the final work of art or artistic performance and decide on the outcome by a majority of the members present. In the event of a tie, the chairman shall vote.
(7) The final work of art or the final performance of art shall be evaluated by the mark "passed 'or" failed'. The outcome of the evaluation shall be announced publicly by the Chairman of the Panel of Experts.
(8) The minutes of the debate and the votes of the members of the Panel of Experts shall be signed by the President and the members of the Panel present on the prescribed forms.
§ 24
Diploma of artistic aspiration
(1) Where the final work of art or the final performance of an internal aspirant has been assessed by the mark "passed ', the training centre shall give him a diploma on artistic aspirant in accordance with the model set out in the Annex.
(2) An internal aspirant whose final work of art or final performance has been assessed by the mark "failed" may, at his request, authorise the head of the training centre to submit a new final work of art or to demonstrate a new final performance of art. In this case, the internal aspirant may present a new final work of art or demonstrate a new final performance not earlier than one year after the publication of the evaluation of his final work of art or of the final performance of art (Section 23 (7)). The evaluation of a new final work of art or a new final performance of art shall be carried out in accordance with § 23 (2) to (8).
§ 25
Interrupt or cancel internal aspiration
(1) The head of the training centre may, for serious reasons on the part of the internal aspiranta3) after consulting the Faculty of Arts, interrupt the internal aspirant.
(2) The period of interruption of the internal aspiration may not exceed 18 months. In particular justified cases, the head of the training centre may interrupt internal aspiration even for longer dobu.4)
(3) If the internal aspirant does not consistently fulfil the obligations arising from the study plan, even if it has been notified in advance, or if it seriously violates the rules of socialist coexistence, the head of the training centre may, with the approval of the Rector, cancel the internal aspiration if the university does not study at the faculty with the approval of the Ministry of Education.

EXTERNAL ASPIRANTURE
§ 26
(1) Paragraph 1 to 25 shall apply mutatis mutandis to external aspirant, with the exception that its first period lasts no more than 30 months and the second period ends no later than five years after its acceptance into the external aspirant.
(2) Candidates for external aspirant are not defined as the upper age limit.

1) Decree of the Czechoslovak Academy of Sciences No. 54 / 1977 Coll., adjusting certain details in the employment relations of participants in scientific education and study visits and on the provision of scholarships, as amended by Decree No. 40 / 1979 Coll.
2) Pursuant to Article 64 (3) of Act No. 39 / 1980 Coll., on Higher Education, decisions on artistic aspiration are not subject to rules governing general proceedings before administrative authorities.
3) For example, the onset of military service, maternity leave, health reasons.
4) For example, during repeated maternity leave.
