on the Agreement between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics on Cultural and Scientific Cooperation
On 23 April 1966, the Agreement between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics on Cultural and Scientific Cooperation was signed in Moscow.
The Agreement entered into force on the date of its signature, 23 April 1966, on the basis of Article 22 thereof.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics on Cultural and Scientific Cooperation
Government of the Czechoslovak Socialist Republic and Government of the Union of Soviet Socialist Republics
in accordance with the principles of the Treaty on Friendship, Mutual Assistance and Post-War Cooperation between the Czechoslovak Republic and the Union of Soviet Socialist Republics of 12 December 1943, as amended by the Protocol of 27 November 1963, and in an effort to further deepen and consolidate brotherly relations between the Czechoslovak and Soviet people, based on the principles of socialist internationalism,
managing the fundamental interests of the construction of socialism and communism in both states and consolidating the idea of unity in the spirit of the principles of marxism-leninism and convinced that cultural and scientific contacts serve these interests and play an important role in the mutual enrichment of national cultures,
building on the achievements of long-term cultural and scientific contacts between both countries and building on the experience gained in the implementation of the Cultural Cooperation Agreement between the Czechoslovak Republic and the Union of Soviet Socialist Republics of 1 June 1956,
continuing to pay constant attention to the development of cultural and scientific cooperation between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics,
have decided to conclude this Agreement on cultural and scientific cooperation and to this end have appointed their agents:

President of the Committee on Cultural Relations with Foreign Affairs of the Council of Ministers of the Union of Soviet Socialist Republics,
who, following the exchange of their full powers, found in good order and appropriate form, have agreed as follows:
The Parties shall promote the further development of mutual cooperation and exchange of experience in education, science, art and literature, film, press, radio, television and health, physical education and sport.
Each of the Contracting Parties will continuously acquaint the working people of its country with socialist and communist construction in the other country, the political, economic and cultural life of its peoples, as well as the implementation and results of cooperation between the two countries. The competent authorities of both Parties shall ensure the appropriate effectiveness of the information activities.
The Contracting Parties shall:
assist in the broad development of cooperation and exchange of experience in general education, vocational and higher education, teaching and educational work;
ensure that data on the second country are included in the curriculum, textbooks and teaching aids and pay attention to synergies in their development,
ensure that language, history, economy, law, geography, art and literature of the peoples of the other country are taught.
The Parties will allow citizens of the other Party to study and study at their schools and in scientific research institutes, as well as to recognise each other's proficiency and diplomas for the termination of studies at the other Party's schools.
The Parties shall assist in the further development of scientific cooperation between academics of science, scientific institutions, universities and other relevant organisations of both countries by exchanging experience and scientific information, as well as by developing the joint work of scientists, based on the principles of cooperation and division of work and coordination of research topics of common interest.
The Parties will pay particular attention to the scientific problems that are crucial to the development of the national economy of both countries, addressing the potential needs of the development of society and science itself, developing the cooperation of scientists of both countries in the economic, history, law, languages, literature and the art of the peoples of the other countries.
The Parties shall facilitate the implementation of contacts and cooperation between institutions and experts on medical and health issues, in accordance with the Convention between the Government of the Czechoslovak Republic and the Government of the Union of Soviet Socialist Republics on Health Cooperation of 4 December 1957.
The Contracting Parties shall assist:
the development of creative cooperation in the field of literature and art, the expansion and consolidation of contacts between creative associations of both countries,
the presentation, publication and popularisation of the works of art of the other Party,
cooperation between concert agencies, exchange of art collective and individual artists.
The Parties shall support:
the translation, publication and dissemination of books and publications by authors of the other country,
exchange of experience, press material between newspaper and magazine editors and between press agencies of both countries,
the activities of accredited correspondents and journalists seconded by the other Party.
The Parties shall promote the presentation, dissemination and popularisation of films of the other Party as well as the joint production of films and cooperation in the field of film production.
The Contracting Parties shall assist:
the exchange and dissemination of radio and television programmes, phonograms, television films and television news,
shooting of joint radio, television and television programmes.
The Parties shall promote the development of cooperation in the field of physical education and sport by organising sports matches, competitions, concentration and exchange of methodological and organisational experience.
The Parties shall support:
joint discussion of the current issues of the development of socialist culture and science in both countries,
the exchange of information on important conferences, meetings, symposia, shows, competitions, premieres, exhibitions and other cultural and scientific events organised on their territory and will be invited by representatives of the other Contracting Party.
The Parties shall promote the expansion and deepening of direct contacts between the relevant Czechoslovak and Soviet authorities, organisations and institutions implementing cultural and scientific cooperation.
The Contracting Parties shall develop in all possible ways personal contacts and exchanges in all areas covered by this Agreement on an exchange-free or foreign-exchange basis, both through State resources and at the expense of the participants.
The Parties shall promote and develop the exchange of periodical printing, books, instruments and materials for scientific research, works of art, films, phonograms and other cultural and scientific values and promotional materials.
The Parties shall allow the use of archives, libraries, museums and other similar workplaces by citizens of the other Party, in accordance with the national rules of each Party.
The Parties shall promote cultural and scientific cooperation between the Union of Czechoslovak-Soviet Friendship and the Society of Soviet-Czechoslovak Friendship, trade unions, youth and women organisations and companies for the dissemination of scientific knowledge.
The Contracting Parties shall:
to help further improve multilateral cultural and scientific cooperation between socialist countries,
exchange information on the implementation of cultural and scientific contacts with third States,
promote joint efforts by national organisations and institutions within the relevant international organisations.
The Parties will aim to increase the level and effectiveness of cultural and scientific cooperation, improve its organisation, forms and methods and promote joint assessment of the content of such cooperation, taking into account the historical and national conditions of the development of the cultures of the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics.
The Parties agree that at regular joint meetings and consultations, cultural and scientific cooperation plans will be negotiated for certain periods, assessing the results of their implementation and monitoring the implementation of this Agreement, as well as the development and consolidation of cultural and scientific contacts between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics.
The Parties agree that their competent authorities, organisations and bodies may, within their respective competences, conclude arrangements, thematic and working plans for the implementation of this Agreement and plans for cultural and scientific cooperation between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics.
The Contracting Parties agree that payments resulting from the implementation of this Agreement shall: The agreements will be implemented on the basis of the relevant remuneration arrangements applicable between the two Parties and their bodies, organisations and institutions, and that the financial terms of the actions undertaken will be laid down in the cultural and scientific cooperation plans concluded pursuant to Article 20 of this Agreement.
This Agreement shall enter into force on the date of signature.
This Agreement shall be negotiated for an unlimited period. The Agreement shall apply unless one of the Contracting Parties denies it in writing. In this case, the Agreement shall expire six months after the date of notification of the denunciation.
The date of entry into force of this Agreement will be the date of expiry of the Agreement between the Czechoslovak Republic and the Union of Soviet Socialist Republics on Cultural Cooperation of 1 June 1956.
Agreements, plans and other implementing arrangements previously concluded under the Cultural Cooperation Agreement of 1 June 1956 shall remain in force as long as they do not conflict with the provisions of this Agreement.
This Agreement was drawn up in Moscow on 23 April 1966 in duplicate, each in the Czech and Russian languages, the two texts being equally authentic.
