DECLARATION
Ministry of Chemical Industry
of 22 June 1961
on the economic and efficient construction of storage facilities and public fuel service stations
The Ministry of Chemical Industry, in agreement with the participating ministries (central offices and authorities), provides for the management of production pursuant to § 1 and § 3 of Decree No. 109 / 1945 Coll.:
General provisions
(1) Benzina, a national undertaking *) is an exclusive distribution organisation for the disposal of fuel. To this end, it is entitled to build and operate the necessary storage facilities and public service stations.
(2) Other socialist organisations can only build fuel storage facilities (automotive petrol and diesel) after the expression of the Benzina national enterprise and under the terms of this decree.
(3) Public fuel stations may be built by other socialist organisations only with the approval of the Benzina national enterprise.
I
Building of storage facilities
(1) Organisations setting up storage facilities for automotive petrol and diesel are obliged to request the opinion of the Benzina national undertaking on the design of the investment task. Without this statement, the investment task cannot be approved.
(2) The obligation to request the expression of the national undertaking Benzina does not apply to organisations subordinate to the Ministry of National Defence and the Ministry of Interior.
The precondition for the positive expression of the national undertaking Benzina is that the storage facilities built will comply with the following conditions:
(a) storage capacity for each type of fuel shall be at least 10 000 litres;
(b) storage facilities shall be located within the enclosed space;
(c) the access communication shall be so designed that a tank wagon with a trailer can easily drive to the storage facility if the storage facility is not filled exclusively from rolling tanks;
d) the filling line will have a nominal brightness of Js 80 and an air duct Js 70 according to ČSN. * *)
The application within the meaning of Articles 2 and 3 of this Order must contain in particular the following information:
(a) the place where storage (storage) facilities are to be built;
(b) the planned annual fuel consumption by species;
(c) the size of the tanks and the dimensions of all pipelines;
(d) the data referred to in § 3 (a) - (d).
The national undertaking Benzina shall be obliged to make its views known within 30 days of receipt of the request; in the case of negative observations, propose to the applicant the method of supply of fuel.
II
Public petrol stations
Socialist organisations can only build public fuel service stations with the approval of the Benzina national enterprise. However, the operation of such service stations is reserved only for the national undertaking Benzina.
III
Final provisions
Decree No 142 / 1955 of the Minister of Chemical Industry of the Czech Republic on the economic and efficient construction of a fuel storage facility is hereby repealed.
This decree shall take effect on 1 July 1961.
