DECLARATION
of 19 December 2025
on the determination of the activities that a doctor may carry out without professional supervision after obtaining a certificate of completion of a baseline strain of otorinolaryngological
According to § 37 (1) (k) for the implementation of § 4 (4) (a) of Act No. 95 / 2004 Coll., on the conditions for obtaining and recognising professional competence and specialised competence for the pursuit of the medical profession of physician, dental practitioner and pharmacist, as amended by Act No. 67 / 2017 Coll.:
After obtaining a certificate of completion of the primary strain of otorinolaryngological without professional supervision, the doctor may:
(a) indicate and interpret basic imaging methods and laboratory tests;
(b) indicate blood transfusions, including blood derivatives;
(c) assist in all operations;
(d) evaluate the healing of surgical wounds and decide on their further treatment;
(e) carry out extended emergency resuscitation;
(f) recognise and evaluate the severity of sudden or failure of vital signs; and
g) introduce a nazogastric probe.
After obtaining a certificate of completion of the baseline strain, the doctor may carry out further
(a) a basic otorinolaryngological examination, including endoscopy, with the determination of a differential diagnostic balance sheet and a proposal for a further procedure;
(b) examination of hearing, speech, voice and swallowing disorders,
(c) treatment of external otitis;
(d) the treatment of acute central inflammation,
(e) paracentesis, possibly with the introduction of a ventilation tube;
f) non-surgical and non-surgical solution of uncomplicated drum perforation,
(g) anthropoidectomy and mastoidectomy,
(h) otoplasty;
(i) conservative treatment of epistaxis;
(j) surgical treatment of bone fractures;
k) Uncomplicated nasal septum plastic,
(l) uncomplicated mucotomy,
(m) uncomplicated supra and infrared anthropostomy,
(n) puncture and purge of the jaw cavity,
(o) direct laryngoscopy and uncomplicated oesophagoscopy and brochoscopy,
(p) coniotomy and tracheostomy,
(q) adenotomy, tonsilectomy and tonsilotomy,
(r) surgical treatment of peritonzilla absesis;
s) drainage of the inflammatory bearing of the head and neck,
t) surgical treatment of uncomplicated head and neck wounds, including local anaesthesia;
(u) biopsy of mucous and skin lesions,
(v) resection of the skin tumour, benign and malignant lesions,
(w) diagnostic biopsy of lymph nodes,
x) exstirpation of small bodies on the head and neck, media and lateral cervical cysts, appendices preauriculares, fistula,
(y) an examination of the disturbances; and
z) reaction maneuvers in the benign paroxysmal position vertigo.
Efficacy
This Decree shall take effect on 1 January 2026.
