The Ministry of Foreign Affairs announces that on 1 March 1993 a Charter on the access of the Czech Republic to:
the Constitution of the World Postal Union and the Final Protocol,
signed in Vienna on 10 July 1964,
valid on 1 January 1966,
The Additional Protocol to the Constitution of the World Postal Union,
signed in Tokyo on 14 November 1969,
of 1 January 1971
The Second Additional Protocol to the Constitution of the World Postal Union,
signed at Lausanne on 5 July 1974,
of 1 January 1976,
The Third Additional Protocol to the Constitution of the World Postal Union,
signed in Hamburg on 27 July 1984,
of 1 January 1986
the Fourth Additional Protocol to the Constitution of the World Postal Union,
signed in Washington on 14 December 1989,
of 1 January 1991
The World Postal Convention and the Final Protocol
and
the General Order of the World Postal Union,
signed in Washington on 14 December 1989,
in force on 1 January 1991.
At the same time, the Czech Republic announced to the Director-General of the International Office of the World Postal Union that "in accordance with the applicable principles of international law and to the extent set out therein, the Czech Republic, as the successor State, which came out of the division of the Czech and Slovak Federal Republic, considers, with effect from 1 January 1993, that since the date of division of the Czechoslovak Federation, it has been bound by multilateral international treaties to which the Czech and Slovak Federal Republic was party at the same date.
These are also the following contracts:
Postal parcel arrangements and Final Protocol,
Postal order arrangement,
Arrangement on delivery on delivery,
which were signed in Washington on 14 December 1989. '
These arrangements entered into force on 1 January 1991.
When accessing the World Postal Union and its contractual documents, the Czech Republic made a declaration that it wished to continue to make use of the reservations made by the former Czech and Slovak Federal Republic in Article X (1) of the Final Protocol of the World Postal Convention, Washington 1989, and the reservations applied by the Czech and Slovak Federal Republic to Article I (1) and Article III of the Final Protocol of the Postal Package Agreement, Washington 1989.
The International Office of the World Postal Union, by its note 0051 (A) of 18 March 1993, notified all the Member States of the World Postal Union that the Czech Republic's access to the World Postal Union and its contractual documents had occurred in accordance with Article 11 (5) of the Constitution of the World Postal Union at the date of that notification, i.e. on 18 March 1993.
