Government Regulation
of 31 July 1959
on teaching institutes
The Government of the Republic of Czechoslovakia orders pursuant to § 3, § 17 paragraph 1 and § 25 paragraph 3 of Act No. 58 / 1950 Coll., on Higher Education, as amended by Act No. 46 / 1956 Coll.:
(1) Teaching institutes are established in Prague, Brandýse nad Labem, Czech Budejovice, Pilsen, Karlovy Vary, Ústí nad Labem, Liberec, Hradec Kralove, in Jihlava, Brno, Olomouc, Gottwaldov, Ostrava, Trnava, Nitra, Banská Bystrica, Košice and Prešov as universities.
(2) The Institute of Education in Martina is turning into a university under this Regulation.
(1) Teachers for schools providing basic general education are taught at the educational institutions.
(2) Teachers' studies for the sixth and higher consecutive years of compulsory education take 4 years.
(3) Teaching studies for the first to fifth consecutive years of compulsory education take 3 years.
The pedagogical institutes are regional institutions.
(1) The Head of the Education Institute shall be the Director, who shall have two representatives; The Director and his Deputy shall be appointed by the Minister for Education and Culture.
(2) The Director of the Institute of Education, its representatives and other teachers, to be appointed by the Director, shall form a teaching board; at the pedagogical institutes designated by the Minister for Education and Culture, the pedagogical councils shall act as the Scientific Council of the College.
(1) A Directorate shall be established for the management of teaching institutes.
(2) The service office of the staff of the educational institute is its headquarters; their personal office shall be the executive body of the Regional National Committee, which may delegate that competence to the Directorate of Education Institute.
In addition to the teachers mentioned in § 25 (1) of Act No. 58 / 1950 Coll., on higher education institutions, as amended by Act No. 46 / 1956 Coll., also other teachers.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister for Education and Culture in agreement with participating members of the Government.
