Law on the treatment of certain claims and obligations between Czechoslovak and Yugoslav citizens

on the adjustment of certain entitlements and obligations between Czechoslovak and Yugoslav citizens.
The National Assembly of the Czechoslovak Republic decided on the following Act:
§ 1
This Law implements the Agreement between the Czechoslovak Republic and the Federal People's Republic of Jugoslavia on the Settlement of Open Property Issues, published by Decree No. 31 / 1957 Coll. in the Annex to the Collection of Laws ("the Agreement ').
§ 2
(1) The claims of the Czechoslovak State and of the Czechoslovak legal and physical persons vis-à-vis the Yugoslav State and the Yugoslav legal and physical persons, insofar as they are covered by the Agreement, expire on 11 February 1956.
(2) The Government is empowered to lay down the principles in which, in particular, the types of entitlements lost (paragraph 1), the State grants compensation. The Ministry of Finance shall lay down the details, in particular the amount and conditions under which the refund shall be granted, as well as the cessation of entitlement to the refund.
(3) It is for the Ministry of Finance or the authority empowered by it to decide on matters covered by paragraph 2; on proceedings in these cases is the subject of Government Regulation No 20 / 1955 Coll., on administrative proceedings (Administrative Regulations).
§ 3
(1) The claims of the Yugoslav State and of the Yugoslav legal and physical persons vis-à-vis the Czechoslovak State and the Czechoslovak legal and physical persons, where covered by the Agreement, shall be transferred to the Czechoslovak State on 11 February 1956.
(2) The debtors shall be exempt from their obligations under paragraph 1 and shall be obliged to comply with the requirements of the Czechoslovak State. The Government may determine which obligations are not to be enforced for serious reasons.
(3) It is solely for the Czechoslovak courts to decide on civil matters covered by the provisions of paragraphs 1 and 2 in other matters to the public authorities. If there is doubt as to which of the public authorities is competent, the Ministry of Finance shall decide on the jurisdiction of the Ministry of Finance in agreement with the participating ministries.
§ 4
The Ministry of Finance shall, within the framework of the principles established by the Government, adjust the conditions under which the Czechoslovak State shall take over the Yugoslav securities referred to in Article 3 of the Agreement from the Czechoslovak persons.
§ 5
The Ministry of Finance and other participating ministries shall take further measures in their field of competence to implement the Agreement.
§ 6
This Act shall take effect on the day of its publication; it shall be carried out by all members of the Government.
