Regulation of the Minister for Education, Science and Art
of 13 July 1951
adapting the scope of higher education management.
Minister of Education, Science and Art orders in agreement with Ministers of Interior, Finance and Construction Industry pursuant to § 17 of Act No. 58 / 1950 Coll., on Higher Education:
(1) The personal office of the staff of higher education institutions shall, with the exceptions set out in paragraphs 2 and 3, be the rectory; their office is the dean.
(2) The Ministry of Education, Science and Art is responsible for:
(a) receive staff in non-tariff classes and untie or cancel their employment, except for professional assistants;
(b) give consent to the admission of other teachers.
(3) The Ministry of Education, Science and Arts may have jurisdiction of the Rectorate in certain matters of personal transfer to the Dean.
(4) The Regional National Committee shall cooperate in drawing up and systematically monitoring the implementation of the scheme of university staff and the implementation of the personnel policy of universities.
(1) The budget of universities is part of the budget of the relevant Regional National Committee. The right of reference shall be exercised by the rector.
(2) The details of the exercise of the right of reference are laid down by the Ministry of Education, Science and Arts and the Organisation of Accounting and Treasury Services in an agreement with the Ministry of Interior and Finance by the Directives.
In order to ensure the desired influence of the People's Administration in the administration of higher education, the Rector invites representatives of the Regional National Committee to attend the college board.
This Regulation shall enter into force on 1 August 1951.
