DECLARATION
of 17 December 2025
on the transmission of data to and from the single list of blocked websites
Pursuant to Article 150 (5) of Act No. 127 / 2005 Coll., on Electronic Communications and on the amendment of certain related laws (Act on Electronic Communications), as amended by Act No. 310 / 2006 Coll., Act No. 110 / 2007 Coll., Act No. 261 / 2007 Coll., Act No. 304 / 2007 Coll., Act No. 247 / 2008 Coll., Act No. 153 / 2010 Coll., Act No. 468 / 2011 Coll., Act No. 252 / 2017 Coll., Act No. 311 / 2019 Coll., Act No. 150 / 2021 Coll., Act No. 374 / 2021 Coll., and Act No. 23 / 2025 Coll., implementing § 115b (3):
Scope of data published in the single list of blocked websites
The single list of blocked websites contains:
(a) the website address,
(b) the date of entry of the website on the list of websites to which Internet access service providers must prevent access (hereinafter referred to as "source list");
(c) the date on which the website was deleted from the source list;
(d) an indication of the authority which keeps the source list; and
(e) the name of the data set under which the source list is published in the national catalogue of open data.
Scope, manner, form and conditions of transmission for the purpose of maintaining the single list of blocked websites
(1) The authority which maintains the source list shall transmit to the Czech Telecommunications Authority the current data in accordance with § 1 (a) to (c) by publishing the CSV data file in the national open data catalogue, including the column entitled "URL" containing the address of the website, the column headed "DATE _ ZAPIS" containing the date of entry of the website on the source list and the column headed "DATE _ EXEMPLE" containing, where applicable, the date of deletion of the website from the source list, no later than 20.00 hours on the date on which the change of the source list was published.
(2) If, for technical reasons, it is not possible to proceed in accordance with paragraph 1 or if a data file complying with the requirements referred to in paragraph 1 is not published in the national open data catalogue, the authority which maintains the source list shall send the file to the data box of the Czech Telecommunications Office no later than 12.00 on the date on which the change of the source list was published.
(3) The elements of the CSV format referred to in paragraph 1 are set out in the Annex to this Order.
Transitional provision
On the date of entry into force of this Decree, the authority which maintains the source list shall transmit the current data pursuant to § 1 (a) to (c) to the Czech Telecommunications Office in accordance with § 2.
Efficacy
This Decree shall take effect on 1 January 2026.

Annex
CSV format requirements
1. The CSV file has UTF-8 encoding (in variant without BOM).
2. The table rows are written as text file rows separated by CRLF (characters with UTF-8 codes U + 000D U + 000A).
3. The data in the table row are written as strings separated by comma (character "," with UTF-8 code U + 002C).
4. If the figure itself contains a comma, a new line CRLF or quotation mark, it must be closed in quotation marks (character "" "" with UTF-8 code U + 0022).
5. The quotation mark must be doubled, i.e. instead of "" will be written as "". "
6. The date shall be given in the YYYY-MM-DD format.
7. For integers the syntax is used for the xsd data type: integer, i.e. numbers without spaces, e.g. "100000 ', negative start with a negative start with a negative, e.g." -100000'.
8. For decimal numbers with fixed decimal point, syntax is used for the xsd: decimal data type, i.e. "3.14 ', negative starts with a negative, e.g." -3.14'. For decimal numbers with floating decimal point, syntax is used for the xsd: double data type, e.g. "12.78e-2."
9. Each published CSV file is equipped with its W3C Metadata Vocabulary for Tabular Data in the form of a file or set of files in JSON-LD format describing the published CSV file.
10. No spaces are used to align values (formatting).
11. The empty value is represented as empty, i.e., "," without any gap between separators or proxy strings ("null" etc.).
