The Government mandates pursuant to § 2b (2) and § 2c (5) of Act No. 252 / 1997 Coll., on Agriculture, as amended by Act No. 128 / 2003 Coll., Act No. 85 / 2004 Coll., Act No. 441 / 2005 Coll., Act No. 291 / 2009 Coll. and Act No. 179 / 2014 Coll., and pursuant to § 1 (3) of Act No. 256 / 2000 Coll., on the State Agricultural Intervention Fund and on the amendment of certain other laws (Act on the State Agricultural Intervention Fund), as amended by Act No. 441 / 2005 Coll., Act No. 291 / 2009 Coll. and Act No. 179 / 2014 Coll.:
Amendment of the Government Regulation on certain conditions for granting direct payments to farmers
Government Regulation No. 50 / 2015 Coll., establishing certain conditions for the granting of direct payments to farmers and amending certain related government regulations, as amended by Government Regulation No. 113 / 2015 Coll., Government Regulation No. 185 / 2015 Coll., Government Regulation No. 61 / 2016 Coll., Government Regulation No. 236 / 2016 Coll., Government Regulation No. 423 / 2016 Coll., Government Regulation No. 48 / 2017 Coll., Government Regulation No. 49 / 2017 Coll., Government Regulation No. 427 / 2017 Coll., Government Regulation No. 43 / 2018 Coll., Government Regulation No. 293 / 2018 Coll., Government Regulation No. 350 / 2019 Coll., Government Regulation No. 217 / 2020 Coll., is amended as follows:
1. in Paragraph 2 (1) (a), "a" is replaced by a comma;
2. In Article 2, at the end of paragraph 1, the dot is replaced by "a 'and the following point (c) is added:
"(c) has established access to the information system of the State Agricultural Intervention Fund (hereinafter referred to as the Fund) under the State Agricultural Intervention Fund Act.";
3. In Article 2 (3), the words "the State Agricultural Intervention Fund (hereinafter referred to as the Fund) 'are replaced by the words" the Fund' and the words "containing geospatial information 'are inserted after the words" the form'.
4. in Article 7 (8) (e), the words "the applicant shall be supported by a different procedure under the Nature and Landscape Conservation Act" shall be replaced by "the Fund shall receive a different procedure under the Nature and Landscape Conservation Act."
5. Paragraph 14 (1) reads as follows:
"(1) A protection zone which can be reserved as an area used in the ecological interest of a width of 1 to 20 metres shall be understood to mean a confluence based on the boundary of the soil block with standard arable land or a protective strip under Government Decree No. 48 / 2017 Coll. ';
6. In Article 14 (3), the words "standard arable land 'shall be added at the end of the introductory text of the provision.
7. Paragraph 14 (4) reads as follows:
"(4) The fruit for the belt shall be:
(a) mustard;
(b) peas,
(c) clover,
(d) caraway,
(e) chambers,
(f) spear,
(g) coriander,
(h) flax,
(i) flax,
(j) scallop oats,
(k) Fenugreek,
(l) heathen,
(m) millet,
(n) radish,
(o) beet,
(p) bundle,
q) Hispanic sage,
(r) scorpion,
(s) sows,
(t) grass of the family Lime, excluding cereals,
(u) vetches; or
(v) a mixture of two or more crops referred to in (a) to (u). ';
8. In Article 17 (1) of the Introductory Part of the provision, the words "registered in the land use register as a type of agricultural culture standard arable land," shall be inserted after the word "soil."
9. in Paragraph 17 (1) (a), "4" is replaced by "5."
10. in Paragraph 17 (1) (b), "3" is replaced by "4."
11. in Paragraph 17 (2):
"(2) The fruit for the intercrop mixture shall be:
(a) the fish of the species,
(b) common beans,
(c) swordfish,
(d) chickpeas,
(e) two-colour sorghum;
(f) Sudanese sorghum,
(g) grain sorghum,
h) festulolia sp.
(i) white mustard,
(j) brown mustard,
(k) alexandria clover,
(l) Egyptian clover,
(m) clover,
(n) Persian clover,
(o) clover,
(p) multiflorous clay,
(q) permanent clay,
(r) white chamber,
(s) coriander,
(t) red fescue,
(u) meadow fescue,
(v) reed fescue,
(w) Abyssinian krambe,
(x) flax,
(y) canaries; or
(z) linseed. ';
12. In Paragraph 17, the following paragraph 3 is inserted after paragraph 2:
"(3) The fruit for the intercrop mixture is further:
(a) white lupin,
(b) narrow lupin,
(c) yellow lupin,
(d) hake,
(e) scallop oats,
(f) pellet (field peas),
(g) Fenugreek,
(h) hake,
(i) Millet,
(j) radish,
(k) forage,
(l) sunflowers,
(m) hake,
(n) bundles,
(o) hake,
(p) saflor,
q) Hispanic sage,
(r) children's children,
(s) the interest-bearing bolso,
(t) vichenec ligrus,
(u) Bengal vetch,
(v) Lentils,
(w) tilapia,
x) Narbon vetch,
(y) the virgins,
(z) vetches; or
(aa) Horseradish. ';
Paragraphs 3 to 5 shall be renumbered paragraphs 4 to 6.
13. in Article 17 (6), the words "with the indication of the variant referred to in paragraph 5 (a) or (b)" shall be added at the end of the text in point (c).
14. In Paragraph 18 (1) of the Introductory Part of the provision, the words "registered in the land use register as a type of agricultural culture as standard arable land 'shall be inserted after the words" paragraph 2'.
15. in Article 28 (4), the words "or parts thereof" shall be inserted after the words "agriculture."
16. Annex 2, including the title, reads:

18. In Annex 10, the following row 8 is inserted after row 7:

The current rows 8 to 30 are renumbered as rows 9 to 31.
Transitional provision
Applications initiated under Government Regulation No. 50 / 2015 Coll., as effective before the date of entry into force of this Regulation, shall be completed under Government Regulation No. 50 / 2015 Coll., as effective before the date of entry into force of this Regulation.
Amendment of the Government Regulation on certain details of the implementation of selected market measures by the common organisation of the market in milk and milk products
Government Regulation No. 225 / 2004 Coll., on certain details of the implementation of selected market measures of the common organisation of the market in milk and milk products, as amended by Government Regulation No. 120 / 2005 Coll., Government Regulation No. 269 / 2006 Coll. and Government Regulation No. 50 / 2009 Coll., are amended as follows:
1. in Paragraph 4 (2) (c):
"(c) the composition of the product, the method and the package size."
2. In Annex 1 to the group In point 3, "250 g packages (consumer packages) 'is replaced by" up to and including 250 g consumer packages';
3. In Annex 1 to the group In point 4, the words "in blocks' and the words" 25 kg (manufacturing packages - blocks) 'are replaced by the words "10 to 25 kg inclusive'.
4. In Annex 1, the following points 8 to 10 are added at the end of Group A:
'8. Cream with a fat content of at least 30%.
9. Mixture of milk powder or whey and vegetable fat.
10. drinking milk (UHT) with a fat content of 1,5% in a 1 l tetra pack. '
5. In Annex No 1, Group B, point 4, the words "Moravian loaf 'are deleted and the text" 45%' is replaced by the words "at least 40% '.
6. In Annex 1, Group B, point 5:
'5. Gouda cheese with a fat content by weight in the dry matter of at least 40%. '
7. In Annex No 1, the following point 7 is added at the end of Group B:
"7. mozzarella cheese."
Transitional provision
Proceedings initiated under Government Regulation No. 225 / 2004 Coll., as effective before the date of entry into force of this Regulation, shall be completed under Government Regulation No. 225 / 2004 Coll., as effective before the date of entry into force of this Regulation.
Amendment of the Government Regulation laying down certain details and detailed conditions for implementing the measures of the common organisation of the market in beef and veal, pigmeat, poultry, sheepmeat and goatmeat and eggs and for granting specific export subsidies for beef and veal and for certain cuts of boned beef
Government Regulation No 249 / 2004 Coll., laying down certain details and detailed conditions for the implementation of the measures of the common organisation of the market in beef and veal, swine, poultry, sheepmeat and goatmeat and eggs and for the granting of specific export subsidies for beef and veal and certain cuts of boned beef are amended as follows:
1. in Article 8 (1) (e) and in Article 9 (1) (e), the words "including weekly prices for animals delivered from organic farming holdings," shall be inserted after the words "animals."
2. in Paragraph 8 (1) (f):
"(f) weekly selling prices for bovine forequarters, hindquarters and beef minced meat; the information shall be submitted to the Fund for each calendar week by the following Monday. ';
3. in Article 9 (1) (f):
"(f) weekly selling prices for pork roast, pork flank, pork shoulder, ham and minced pig meat; the information shall be submitted to the Fund for each calendar week by the following Monday. ';
4. in Article 10 (1) (a) and (b):
"(a) the quantity sold and the selling price of whole grade A chickens, including the quantity sold and the selling price of whole organic farming chickens; and
(b) the quantity sold and the selling price of chicken breast cuttings and chicken thighs. ';
5. In Article 10 (5), the words "and according to farming technology 'shall be added at the end of the text in point (a).
Transitional provision
Applications initiated under Government Regulation No 249 / 2004 Coll., as effective before the date of entry into force of this Regulation, shall be completed under Government Regulation No 249 / 2004 Coll., as effective before the date of entry into force of this Regulation.
Amendment of the Government Regulation on the conditions for granting subsidies under forestry, environmental, climate and forest protection measures
Government Regulation No. 29 / 2016 Coll., on the conditions for granting subsidies under forestry and climate services and forest protection measures and amending certain related government regulations, as amended by Government Regulation No. 36 / 2017 Coll., Government Regulation No. 49 / 2017 Coll., Government Regulation No. 314 / 2017 Coll., Government Regulation No. 64 / 2020 Coll. and Government Regulation No. 217 / 2020 Coll., are amended as follows:
1. in Article 8 (4) (a) and Article 12 (3), the words "the dates of the last application for grant during the duration" shall be replaced by the words "the end of the fifth year of the relevant period."
Transitional provision
The procedure for applications for grants initiated pursuant to Government Regulation No 29 / 2016 Coll., as effective before the date of entry into force of this Regulation, shall be completed in accordance with Government Regulation No 29 / 2016 Coll., as effective from the date of entry into force of this Regulation.
EFFECTIVE
This Regulation shall enter into force on 1 January 2021, with the exception of Article I (1) and (2), which shall take effect on 1 January 2022.
