According to Article 17 (4) of Act No. 48 / 1997 Coll., on Public Health Insurance and on the amendment and addition of certain related laws, as amended by Act No. 245 / 2006 Coll., Act No. 261 / 2007 Coll., Act No. 298 / 2011 Coll., Act No. 369 / 2011 Coll., the Constitutional Court's finding, published under Act No. 238 / 2013 Coll., and Act No. 200 / 2015 Coll.:

1. In the Annex to Chapter 2, point 6.2, in point 3, the words "with a professional certificate without professional supervision and after proof of specific professional competence 'are replaced by the words" competent to pursue the profession of physiotherapist with specialised competence or professional competence'.
2. In the Annex to Chapter 5, point 5.2, under "6 150 ', under" 6 658', under "9 364 ', under" 10 245', under "OD 00020 ', under" 2 201', under "2 571 ', under" 3 866' is replaced by "4 475 'and under" 3 042' is replaced by "3 357 '.
3. In the Annex to Chapter 6, in the sentence, the first word "increased 'is deleted and at the end of the text of the first sentence, the words" self-sufficiency and mental status' are added.
4. In the Annex to Chapter 7 (1), the first to eighth sentences are as follows:

In addition to the performance of the author's expertise 108 (only nephrological haematology methods), 203, 501, 502, 503, 504, 505, 506, 507, 601, 602, 603, 604, 605, 606, 607, 701, 702, 704, 705, 706, 708, 709, 799, 780, a minute overhead rate of 3,93 points per minute of power time is assigned.
The performance of the author's expertise 511, 512, 513, 514, 515, 516, 517, 611, 612, 613, 614, 615, 616, 711, 714, 715, 716 and 717 is assigned a minute overhead rate of 5,90 points per minute of power.
The performance of the author's expertise 521, 522, 523, 524, 525, 526, 527, 621, 622, 623, 624, 625, 626, 721, 724, 725, 726, 727 and 728 is assigned a minute overhead rate of 7,87 points per minute of power.
The performance of the author's expertise 531, 532, 533, 534, 535, 536, 537, 631, 632, 633, 634, 635, 636, 731, 734, 735, 736 and 737 is assigned a minute overhead rate of 11,80 points per minute of power.
The performance of the original expertise 911, 916, 919, 921 and 927 is assigned a minute overhead rate of 2,41 points per minute of power.
The performance of the author's expertise 014 and 015 shall be assigned a minute overhead rate of 4,11 points per minute of power. ';
5. In the Annex to Chapter 7, point 2.1, the text "31,99- 103,93 'is replaced by" 32,89 to 106,84'.
6. In the Annex to Chapter 7, point 2.2, "191,86 'is replaced by" 197,23'.
7. In the Annex, after Chapter 8 - Transport and reimbursement of travel expenses, the following Chapter 9 - Increasing the personnel costs of performance carriers is inserted:
"Chapter 9
Increasing the personnel costs of performance carriers
In addition, an increase in the personnel costs of the performance carriers ("the increase ') is added to the calculation of the point value of health performance.
The increase shall be added to the declared performance on the basis of the time of the power holders and the value of the wage index of the power holders for each power declared.
The increase shall be calculated as the sum of the product of the minute rate of the power holders in the given power, the values corresponding to the index of the given bearer, the time of the given power-holder and the value of the Xi increase. The increase shall be rounded to the whole points and added to the direct cost of performance.

This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union. For 2023 and subsequent calendar years, the value of the increase shall be calculated on 1 July of the preceding calendar year by increasing the value in force by the average annual inflation rate (measured by the index of consumer prices) for the previous calendar year published by the Czech Statistical Office. The figure thus calculated shall be rounded to two decimal places and shall apply from 1 January to 31 December of the calendar year for which it was established. ';

13. In the Annex to Chapter 103 - Diabetology, the following power is inserted after power No 13065:
"13067 INJURY AND TRANSFER OF THE MORNING WITH AN APPLIATION OF AMNIA MEMBRANS
This performance is demonstrated by treatment of the wound with an amnium membrane during stagnating epitheliation of the wound, for example in diabetic foot syndrome, after all available wet healing methods have been exhausted. Amnium membrane is administered in patients without severe infection and also without critical ischaemia of the lower limbs. Amnium membranes are not used in patients with a history of oncological disease, polyvalent allergies and skin disorders of unclear aetiology. The total size of the treated defects is from 5 cm2 to 40 cm2, the size of the applied amnium membrane corresponds to the size of the treated wound. The administration of the amnium membrane is 1 times per week with a maximum total duration of 5 weeks. If the wound is not healed after 2 applications since the start of treatment, the wound is not improved or remains the same, the treatment with the amnium membrane is no longer continued.

"13075 PROFESSIONAL CHECKING MONITORING BY THE GLUCOSE SENZOR
Glucose sensor is introduced under the skin and glucose monitoring takes 7 to 14 days. Performance is used to optimise diabetic therapy and depending on the indication is performed in so-called blinded mode or with real-time imaging. An indication for exercise is suspected to be unsatisfactory compensation (e. g. increased incidence of hypoglycaemia, dawn phenomenon, postprandial hyperglycaemia, increased diabetes lability, glycated haemoglobin > 53 mmol / M).

Performance is performed to evaluate personal monitoring using real-time continuous monitoring (i.e. rtCGM) or intermittently scanned continuous monitoring (i.e. immediate monitoring or FGM) to optimise therapy. Improvement of diabetes compensation 3 or 6 months after the start of personal monitoring is a condition for reporting performance.

"13078 IMPLANTATION OF THE BORDER SENSOR FOR THE CONDUCTING MONITORING OF GLUCOSE
After performing a skin incision, an implantable sensor (micro fluorometer encapsulated in a capsule of biocompatible material) of about 1 cm in length, which measures the concentration of glucose in interstitial fluid on the principle of fluorescence, is implanted in the subcutaneous tissue of the upper arm. Special insert tools are used to implement the sensor.
The determination and display of glucose values is performed automatically every 5 minutes without the need for intervention by the patient. The sensor measures the concentration of glucose in the intercellular fluid for 180 days, then it has to be exposed and replaced by a new sensor. The introduction of an implantable sensor eliminates the repeated introduction of a transkutan sensor, which must be replaced every week. The transmitter is placed above the implanted sensor and fixed on the skin by means of a patch. The measurement results are shown in the mobile phone application. Performance is indicated in patients with diabetes who are treated with intensified insulin therapy with pens or an insulin pump and meet one or more of the following indication criteria:
1. Syndrome of impaired awareness of hypoglycaemia (Clark method or Gold score ≥ 4);
2. Frequent hypoglycaemia (≥ 10% of the time spent in the hypoglycaemic range with prior monitoring in adult patients and ≥ 5% of the time in paediatric patients);
3. unstable diabetes (high glycaemic variability determined by standard deviation ≥ 3,5 mmol / l) or severe hypoglycaemia (2 or more severe hypoglycaemia over the last 12 months) and good cooperation;
4. Patients with diabetes in pregnancy and in six Sundays;
5. Patients with pancreatic or renal transplantation;
6. Patients with glycated haemoglobin < 60 mmol / mol not meeting other indication criteria and 3 or 6 months after initiation of monitoring will show an objective improvement in compensation.
Performance No 09233 district anaesthesia is reported separately. Performance can be reported with output No 13079 of the subcutaneous sensor for continuous glucose monitoring.
