of 26 June 1961
establishing a Central Office for State Control and Statistics
The principle of organisation of a socialist society and a state is to combine strong central governance with the broad powers and responsibilities of the lower authorities.
An inseparable part of the management of the development of the national economy and culture at all stages of the national economy is a systematic and consistent check of the performance of the tasks imposed to address and correct deficiencies in a timely manner. True and accurate records and statistics are essential for effective management.
The deepening of socialist democracy and the increase of competence and responsibility at lower levels of governance requires a versatile increase in the level and effectiveness of control, as implemented by the Communist Party of Czechoslovakia and the central authorities of the state, as well as by state authorities, establishments and economic organisations, all their activities ensure the interests of society. At the same time, the importance of reliable accounting and statistics and responsibility for reporting timely, accurate and true reports comes to the fore.
To that end, the National Assembly of the Czechoslovak Socialist Republic decided on this law:
(1) In order to improve the effectiveness of the control, the state authorities, facilities and economic organisations ensure compliance with the guidelines of the Communist Party of Czechoslovakia, the laws, regulations and resolutions of the Government, maintain state discipline, manage the resources entrusted to them and apply the interests of society in their activities,
to make better use of statistics for the management and control of the national economy and cultural construction;
to ensure effective control of pricing and pricing;
to strengthen methodological management of all control activities and statistics at all stages of management
It shall be established as a government body by the Central Office of State Control and Statistics. He is headed by the Prime Minister.
(2) The Ministry of State Control and the State Statistical Office are deleted.
(1) Regional and district control and statistics departments are established in the counties. They shall be subordinate only to the President of the Central Office of State Control and Statistics and shall perform their functions independently of the local authorities. They shall cooperate closely with the national committees.
(2) The Heads of State Control and Statistics Regional and District Department are appointed and removed by the Chairman of the Central Office of State Control and Statistics.
State control authorities and statistics aim to ensure that control and statistics
help the authorities responsible for managing at all stages not only detect and correct emerging deficiencies in good time but also prevent deficiencies in the performance of tasks,
building on synergies with the broad asset of workers and social organisations, and helping to create conditions for efforts to fulfil tasks and remove obstacles,
has led to increased responsibility for the consistent performance of tasks and for the trueness and accuracy of the data of the records and statistics.
The detailed definition of tasks, organisation and authorisation of the Central Office of State Control and Statistics and its bodies shall be laid down in a separate law. Pending the entry into force of this Act, the Central Office of State Control and Statistics and its bodies shall be authorised under the existing State Control and National Economic Records Regulations.
The resources provided for by the State Plan and the State Budget for the repealed Ministry of State Control and the State Office for Statistics shall belong to the Central Office of State Control and Statistics, which shall also take over the management of the assets entrusted to them and shall exercise the other rights which they hold. The existing regional and district services of the State Statistical Office are integrated into regional and district departments of state control and statistics.
This Act shall take effect from the date of its publication.
