At international telecommunications conferences held in Kahěra in 1938, a new international telegraph, telephone and general radio communication regulations were adopted; the telegraph and telephone regulations were signed on 4 April 1938 and the general order of radio communications with the Additional Regulations of radio communications on 8 April 1938. These Regulations, which were negotiated by the Ministry of Posts and Telegraph pursuant to § 6 (2) (i) of the Telegraph Act of 23 March 1923, No 60 Coll., were approved by the Government on 9 October 1938; have become effective on 1 January 1939, with the exception of Article 7 of the General Regulations of Radiocommunications, which shall apply from 1 September 1939.

It is announced in addition to the Decree of the Ministers of Foreign Affairs and Postal and Telegraph of 6 February 1934 (No 23 Coll. of 1934), with the publication of the texts of the above Regulations as two separate parts to heading 65 of the Ministry of Posts and Telegraph Bulletin of 1938.

This expired the Telegraph Regulations, the Telephone Regulations and the General Regulations of Radiocommunications with the Additional Regulations of Radiocommunications, which were negotiated in Madrid 1932 and which were published as separate parts to number 52 of the Bulletin of the Ministry of Posts and Telegrams of 1933 (published in the Collection of Laws and Regulations No 23 of 1934).
