Decree on the typology of forests

DECLARATION
of 14 December 2025
on the typology of forests
The Ministry of Agriculture provides pursuant to § 23d of Act No. 289 / 1995 Coll., on Forests, and amending and supplementing certain laws (Forest Act), as amended by Act No. 250 / 2025 Coll.:
§ 1
Subject matter
This decree implements the provisions of the law relating to the typology system and provides
(a) details of the description of the typology and forestry typology units;
(b) the procedure for including land in the typology system;
(c) the method of verifying the accuracy of their classification; and
(d) the range of data recorded in the forestry typology information system.
§ 2
Requirements for description of the typology and forestry typology units
(1) The typology system consists of the following forestry type units:
(a) a forest growing stage which expresses the dependence of changes in vegetation on changes in height and exposure climate;
(b) an ecological series which brings together the edafical categories according to their ecological affinity;
(c) an edafic category which is determined by the most important physical and chemical properties of soil and landscape shapes;
(d) a set of forest types which pool forest types according to their ecological similarity; and
(e) the forest type.
(2) The typology of the typology system is set out in the Annex to this Decree up to the level of sets of forest types.
§ 3
Procedure for the classification of land into the typology system
(1) Forestry land and other land which is appropriate to be classified under the typology system (hereinafter referred to as "land") are to be classified in that system on the basis of field, soil and vegetation characteristics, which are the characteristics of:
(a) terrain such as slope, exposure or terrain barriers;
(b) soils such as soil type, soil type, nutrient content in soil, soil impact with groundwater, the form of upper humus and soil forming substrate; and
(c) vegetation, which is the growth manifestations of the plant species of the forest community.
(2) Land can only be included in the typology system outside the period of vegetation rest.
(3) The classification of land in the typology system is based on a 1: 10 000-scale forest map.
Method of verifying the accuracy of the inclusion
§ 4
(1) When verifying the accuracy of the classification of land into a typology system (hereinafter referred to as "updates'), changes in soil and vegetation properties of land shall be detected and evaluated by field survey against the conditions that characterise the typology unit so far, in particular where there have been obvious and substantial changes in the forest environment, or where typology units have previously been clearly misidentified.
(2) The updates verify and specify the boundaries of different typology units and, where appropriate, change the designation of typology units. Additional mapping of typology units shall also be considered as updating where the classification of parcels previously not included in the typology system is carried out, or when the data contained in the forestry typology information system are supplemented and specified.
(3) Update by the Institute
(a) on its own initiative, in particular as part of the maintenance of the data of the forestry typology information system; or
(b) at the request of the owner of the forest, in particular in the context of the renewal of the forest economic plan or forest economic curriculum, to the maximum extent of his forest economic unit or the ownership of the forest economic curriculum.
(4) The update can only be made outside the season of vegetation.
§ 5
(1) If the Institute has identified the reasons for updating, it shall notify the start and extent of the update, including the date of carrying out the field survey and publication of the proposal for modified type unit maps on its website, and shall set the date by which the forest owners concerned may make comments on the proposed modified type unit maps.
(2) The Institute shall evaluate the comments of the forest owners concerned and draw up modified maps of the type units.
(3) The Institute will provide a display of changed maps of typology units in the forest typology information system.
§ 6
Scope of data registered in the forestry typology information system
(1) The forest typology information system contains graphical and descriptive information on land and its inclusion in the typology system.
(2) Graphic information is uniformly managed and displayed as a digital map of the type units.
(3) In addition to the information referred to in Section 23c (2) of the Act, the descriptive information shall contain the following information:
(a) the unambiguous identification of the parcel in the form of an identification code;
(b) the designation and name of the type unit;
(c) the area of the land included in the typology system at forest-type level; and
(d) records of the inclusion or the last update.
§ 7
Transitional provision
Land that had been included in the typology system according to Decree No. 298 / 2018 Coll., on the processing of forest development plans and on the definition of economic files before the date of entry into force of this Order shall be considered as land included in the typology system under this decree.
§ 8
Efficacy
This Decree shall take effect on 1 January 2026, with the exception of the provisions of Sections 1 (d), 5 (3) and 6, which shall take effect on 1 January 2028.
