of a birth number
The Federal Statistical Office, in cooperation with the Federal Ministry of the Interior, the Federal Ministry of Labour and Social Affairs and the Ministry of Labour and Social Affairs of the Czech Socialist Republic and the Slovak Socialist Republic, provides, pursuant to § 35 (2), for the implementation of § 23 (2) of Act No. 21 / 1971 Coll., on a unified system of socio-economic information:
§ 1
(1) Any resident born or resident in the territory of the Czechoslovak Socialist Republic, or in employment with any domestic socialist or other organisation, with the exception of persons enjoying diplomatic immunity and privileges, is designated by the authorities referred to in § 2 and 3 of the birth number.
(2) The birth number is an identification characteristic of the population created from the dates of birth and from the so-called finder. The birth number is ten-digit: the first two digits of the year of birth, the second two digits of the month of birth (female plus 50), the third two digits of the day of birth; a four-digit ending is a distinguishing sign of persons born in the same calendar day (1)
§ 2
(1) The birth number is determined in principle by the district department of the Czech Statistical Office and by the district department of the Slovak Statistical Office, or by other regional statistical bodies of the Republics exercising the jurisdiction of the district departments 2) (hereinafter the "district department").
(2) Residents born in the territory of the Czechoslovak Socialist Republic on 1 January 1969 and later designated by the local district department responsible for the birth of the inhabitants.
(3) Czechoslovak nationals born abroad on or after 1 January 1969, whose birth is registered in a matrix managed by the National Committee of the City of Brno, foreign nationals and stateless persons born abroad on or after 1 January 1969, determine the birth number of the Municipal Department of the Czech Statistical Office in Brno.
§ 3
If the inhabitants, born until 31 December 1968 in the territory of the Czechoslovak Socialist Republic and Czechoslovak nationals, foreign nationals and stateless persons, born abroad on 31 December 1968, have not yet been individually identified, they shall be determined by the Social Security Office in Prague through the Department of Social Affairs and Health of the District (City, District) National Committee responsible for the place of birth or permanent residence of the citizen.
§ 4
The birth number of the children born in the territory of the Czechoslovak Socialist Republic on 1 January 1969 and later also the children of Czechoslovak state citizens born abroad at the same time is entered in the matrix (birth book), together with other birth data.
§ 5
The proof of the birth number is
(a) the birth certificate on which the resident's birth number is registered;
(b) a separate document of the birth number issued and validated by the competent authority of state statistics;
(c) a birth certificate issued by the national committee responsible for the management of the matrix, responsible for the place of birth of the population;
(d) registration of the birth number on page 14 of the ID card, for soldiers in the occupation of the Czechoslovak People's Army on page 3 of the personal card,
(e) for children who do not yet have a separate identity card, the registration of their birth number on page 5-6 of the child's parents' ID card;
(f) in the case of foreign nationals and stateless persons, a certificate of birth number given on the residence permit in the Czechoslovak Socialist Republic, issued by the relevant passport and visa service.
§ 6
(1) The birth number document referred to in Article 5 (a) is issued by:
(a) residents born in the territory of the Czechoslovak Socialist Republic on 1 January 1969 and later by the national committee responsible for the management of the matrix, responsible for the place of birth of the population,
(b) Czechoslovak nationals born abroad on or after 1 January 1969, whose birth is recorded in a matrix managed by the Brno National Committee, the Brno National Committee.
(2) Residents born until 31 December 1968 who cannot prove their birth number by one of the documents referred to in Article 5 are issued a proof of the birth number of the Pension Insurance Office in Prague through the Department of Social Affairs and Health of the District (City, District) National Committee responsible for the place of birth or permanent residence of the resident.
§ 7
Repair and modification of the birth number
(a) for residents born in the territory of the Czechoslovak Socialist Republic on 1 January 1969 and later in the district department responsible for the place of birth of the inhabitants,
(b) in the case of Czechoslovak nationals born abroad on or after 1 January 1969, whose birth is registered in the Matrices of the National Committee of the City of Brno, and in the case of foreign nationals and stateless persons born abroad on or after 1 January 1969, the Municipal Department of the Czech Statistical Office in Brno,
(c) for residents born until 31 December 1968 in the territory of the Czechoslovak Socialist Republic, for Czechoslovak nationals born abroad until 31 December 1968 and for foreign nationals and stateless persons born abroad until 31 December 1968, the Office of Pension Security in Prague through the Department of Social Affairs and Health of the District (City, District) National Committee responsible for the place of birth or permanent residence of the citizen.
§ 8
This Decree shall take effect on 1 June 1976.

1) The birth numbers allocated to persons born before 31 December 1953 are nine-digit with a three-digit ending.
2) The Municipal Department of the Czech Statistical Office in Brno, Ostrava and Pilsen, the Municipal Department of the Slovak Statistical Office in Košice, and the Municipal Administration of the Czech Statistical Office in Prague, and the Municipal Administration of the Slovak Statistical Office in Brno and Bratislava, or the district department of the Slovak Statistical Office, if the Czech Statistical Office or Slovak Statistical Office was established.
