Slovak National Council
of 8 July 1971
concerning the elections to the Slovak National Council
The Slovak National Council decided on this law:

ČÁST PRVNÍ

Basic provisions
§ 1
The working people elect citizens of the Slovak National Council as members of the Slovak National Council, politically and professionally advanced with high moral qualities, capable of securing the tasks of the Slovak National Council, and of organising and unifying the creative forces of the workers in the pursuit of the universal development of socialist society.
§ 2
Elections to the Slovak National Council shall be held on the basis of the general, equal and direct voting rights by secret ballot.
§ 3
(1) All citizens of the Czechoslovak Socialist Republic who have reached the age of 18 on the day of the election, regardless of nationality, gender, religion, employment, residence, social background, property conditions and previous activities, have the right to vote for the Slovak National Council.
(2) However, citizens who have been legally deprived of legal capacity for mental illness or whose legal capacity has been restricted for such a failure are not entitled to vote. *)
(3) Citizens who are in jail or in custody do not vote.
§ 4
Any citizen of the Czechoslovak Socialist Republic who has the right to vote may be elected to the Slovak National Council and reached the age of 21 on the day of election.

Voting lists
§ 5
Entry into the electoral list
(1) All citizens of the Czechoslovak Socialist Republic who have the right to vote are included in the electoral list according to their place of residence.
(2) Citizens who, after drawing up a list of voters, acquire or lose their voting rights shall be added to or withdraw from the list of voters.
(3) Each voter can only be entered in one voter list.
§ 6
Establishment of the electoral list
(1) The electoral lists are drawn up by the local national committee according to the constituencies.
(2) The electoral lists of members of the armed forces and the armed corps who are housed in the group shall be drawn up by their master.
(3) If elections to the Slovak National Council are held at the same time as those to the other representative corps, the electoral lists are common.
§ 7
Unloading the electoral list
(1) No later than 30 days before the election date, the local national committee shall land electoral lists so that citizens can see them in official rooms. The local national committee shall inform citizens of the launch of the electoral lists in the usual manner.
(2) In municipalities where there are more than 5000 people on the electoral lists, the local national committee will arrange for a list of voters living in the house to be included in each house. The local national committee may also take such measures in a municipality with fewer than 5000 persons on the electoral lists.
§ 8
Opposition procedure
(1) Any citizen may, orally or in writing, draw the local national committee's attention to errors and errors in the electoral list and propose corrections. The local national committee shall decide on the alert within 3 days and either make an appropriate correction in the electoral list or inform the complainant in writing of the reasons for the correction.
(2) If the application is rejected, the citizen may submit it to the district court competent under the constituency; the court is required to decide within 3 days. The provisions of the Civil Code on review of decisions of other institutions shall apply to proceedings. According to the court's decision, the local national committee will make a correction on the electoral list. Proceedings before a court shall not be subject to a judicial fee.
§ 9
Election card
Voters who, from the time the electoral lists are unloaded to the election date, as well as voters who, for serious reasons, will not be able to vote in the constituency in whose electoral list they are registered, will issue a local national committee, at their request, and will delete them from the electoral list. The Election Card authorises the entry on the list of voters in another constituency, even if issued in the Slovak Socialist Republic. The registration will be carried out by the local national committee of new residence (place of residence), on the day of the election by the District Election Commission. On entry, the voter card is withdrawn and added to the voter list.

Election circuits
§ 10
General provisions
(1) Elections to the Slovak National Council are held according to the constituencies.
(2) One Member shall be elected in each constituency.
§ 11
Number of constituencies
200 constituencies will be created in the Slovak Socialist Republic for elections to the Slovak National Council.
§ 12
Creating constituencies
(1) The Bureau of the Slovak National Council shall determine the constituencies and publish their list no later than 60 days before the election date.
(2) Electoral districts for the elections to the Slovak National Council are formed in such a way that each Member of the Slovak National Council has about the same population.
(3) Election circuits are formed so as not to cross the borders of the regions and the capital of the Slovak Socialist Republic of Bratislava.

Election districts
§ 13
(1) Election districts are created in the municipalities to receive ballots and count votes.
(2) Electoral districts and polling rooms for each district shall be determined by the local national committee at the latest 30 days before the election date.
(3) As a general rule, the electoral district is created to include around 1000 voters. For remote parts of the village, separate electoral districts can be created if there are at least 50 voters.
(4) Special electoral districts can be created in hospitals, births, sanitariums, welfare institutions, similar institutions and facilities, or parts thereof, but only if there are at least 50 voters.
(5) The forces of the armed forces and armed corps form special electoral districts, if they have at least 50 voters.
(6) Special electoral districts can also be created on Czechoslovak representative offices and ships.
(7) If the elections to the Slovak National Council are held at the same time as the elections to the other representative corps, the electoral districts for these elections are common.

Election Commission
General provisions
§ 14
(1) Elections to the Slovak National Council are managed by the Slovak Election Commission of the National Front. On the territory of the individual regions, the election to the Slovak National Council of the Regional Election Commission of the National Front, on the territory of the Slovak Socialist Republic Bratislava, is governed by the municipal Election Commission of the National Front. The provisions of this National Front Regional Election Commission Act apply mutatis mutandis to the National Front Municipal Election Commission in Bratislava.
(2) Elections to the Slovak National Council in the various constituencies are managed by the district electoral commission.
(3) The votes in the various constituencies are managed by the District Electoral Commission.
(4) The Election Commission will be formed from representatives of the Communist Party of Czechoslovakia, other political parties and social organisations associated in the National Front.
§ 15
The Election Commission shall act by an absolute majority of its members; in the event of a tie, the chairman's vote shall be taken.
Slovak Election Commission National Front
§ 16
(1) The Slovak Election Commission of the National Front shall be elected by the Central Committee of the National Front of the Slovak Socialist Republic no later than 55 days before the date of the election.
(2) The Slovak Election Commission of the National Front consists of the President, Vice-Presidents, Secretary and the necessary number of other members.
§ 17
Slovak Election Commission National Front
(a) oversees the precise compliance with the electoral rules;
(b) provide for the drawing up of ballots and identify the models for the registration of the District Electoral Commission on candidates, the registration of the District Electoral Commission on the vote, the registration of the District Electoral Commission on the outcome of the vote and the Member's election certificate;
(c) concentrate an overview of candidates registered with the District Election Committees;
(d) decide on complaints concerning the maladministration of the Regional Electoral Commission of the National Front and on appeals against their decisions.
e) Discovers and publishes election results for the Slovak National Council,
f) Surrender the electoral files to the Mandate and Immunity Committee of the Slovak National Council.
§ 18
Regional Election Commission National Front
(1) The Regional Election Commission of the National Front shall elect the competent authority of the National Front no later than 55 days before the election date.
(2) The Regional Election Commission of the National Front consists of the President, Vice-President, Secretary and the necessary number of other members. This committee shall:
(a) oversees the precise compliance with the electoral rules;
b) focuses an overview of candidates registered with the District Election Committees and passes it on to the Slovak Election Commission of the National Front;
c) communicate the results of the elections in the Slovak Election Commission of the National Front,
(d) decide on complaints concerning the maladministration of the electoral committees and on appeals against their decisions;
e) carry out other tasks entrusted to it by the Slovak Election Commission of the National Front.
(3) If elections to the Slovak National Council are held at the same time as those to the National Committees, the tasks of this Commission shall be performed by the National Front Election Commission, which shall direct elections to the Regional National Committee.
Circular Election Commission
§ 19
(1) The Council of the Regional National Committee and the Council of the National Committee of the Slovak Socialist Republic of Bratislava shall, on a proposal from the competent authority of the National Front, set up no later than 50 days before the election date for each constituency of the electoral commission.
(2) The Circular Electoral Commission consists of the President, Vice-President, Secretary and the necessary number of other members.
§ 20
Circular Election Commission
a) oversees the precise compliance with the rules on elections to the Slovak National Council;
(b) register candidates from the National Front for Members of the Slovak National Council;
(c) provide the district election committees with election ballots;
d) oversees the election process, finds out the results of the election in the constituency and writes a record of this, presented to the Regional Election Commission of the National Front;
(e) decide on complaints concerning the malpractice of district electoral commissions;
(f) issue to the elected candidate a certificate of election by a Member of the Slovak National Council;
(g) submit the files on the election to the Regional National Committee or the National Committee of the Slovak Socialist Republic of Bratislava.
Regional Electoral Commission
§ 21
(1) For each electoral district, the Board of the local national committee, acting on a proposal from the competent authority of the National Front, shall establish a Regional Electoral Commission no later than 30 days before the election date.
(2) The Regional Electoral Commission is composed of the President, Vice-President, Secretary and between 4 and 8 other members. In constituencies with less than 300 voters, the District Electoral Commission has other members alongside the President and Secretary 2 or 3.
(3) If the elections to the Slovak National Council are held at the same time as the elections to the other representative corps, only one regional electoral commission is set up for the electoral district.
§ 22
Regional Electoral Commission
(a) oversees the proper surrender of ballots and takes care to maintain order in the voting room;
(b) add the votes and write a minutes on the course of the election and on the vote, which shall be submitted without delay to the competent electoral commission;
(c) submit the files on the elections for custody to the Regional National Committee.

Candidates
§ 23
Design of candidates
(1) Candidates for elections to the Slovak National Council are candidates for the National Front.
(2) Candidates are proposed by the Communist Party of Czechoslovakia and other political parties and social organisations associated in the National Front. Candidates are designed for individual constituencies. For each constituency one or more candidates may be proposed.
§ 24
Registration of candidates
(1) The competent authority of the National Front shall select the candidates proposed and register them. Applications for registration shall be submitted to the competent electoral district committee not later than 30 days before the date of the election.
(2) Candidates are registered by constituency. No one can run in more than one constituency. The application shall be accompanied by a declaration by the candidate to agree to his or her candidacy.
(3) The Circuit Election Commission shall register all duly applied candidates of the National Front and notify it no later than 25 days before the election date of the Regional Election Commission of the National Front.
(4) The national front authorities will introduce voters at public meetings with registered candidates.
§ 25
Announcement
The District Electoral Commission shall publish the name, surname, age and employment of each registered candidate no later than 20 days before the date of election.
§ 26
Voting lists
(1) Each registered candidate must appear on the ballots.
(2) Voting lists must take the form laid down and be reproduced in the quantities required.
§ 27
Membership of candidates in election committees
Candidates may not be members of the district or district electoral committees in which they are candidates.
§ 28
Election agitation
Every organization in the National Front and every citizen of the Czechoslovak Socialist Republic have the right to freely agitate in the press and other mass information means, meetings and other means for the National Front candidate.

Announcement of elections
§ 29
Election Day
(1) The date of the elections to the Slovak National Council shall be determined by the Bureau of the Slovak National Council no later than 60 days in advance.
(2) Elections to the Slovak National Council are held on the same day throughout the territory of the Slovak Socialist Republic.
(3) The elections are held on a specified day from 7 a.m. to 16 p.m.. In the capital of the Slovak Socialist Republic of Bratislava, the cities which are the headquarters of the regional and regional national committees, as well as in all municipalities with at least 10 000 inhabitants, elections take place on a specified day from 7 p.m. to 20 p.m. If local needs so require, the Board of the Local National Committee may determine the beginning of the elections for an earlier hour.
(4) Where elections take place in two days, the beginning of the elections shall be fixed at fourteenth hour and the end of the elections at twenty-second hour of the first day. The next day, the elections begin at seven o'clock and end at fourteen o'clock; where local needs so require, the Board of the Local National Committee may determine the beginning of the elections for an earlier hour.
§ 30
Informing voters
(1) The Regional Electoral Commission shall inform voters in the last 15 days before the election date of the time and place of the election.
(2) In municipalities with more than 5000 persons on the electoral lists, the District Electoral Commission will ensure that a legitimate ballot is drawn up for each voter with the necessary voting data. At the same time, he will arrange for the legitimate ticket to be delivered to the electorate. The local national committee may provide that the same procedure shall be applied in a municipality with less than 5000 registered voters.

Voting procedure
§ 31
Preparations in the Election Room
(1) The President of the District Electoral Commission shall check the ballot box and seal it before the election starts in the presence of the members of the Commission. It will also check whether a list of voters and ballots is ready. Then the vote will be taken.
(2) If elections take place in two days, the President of the Regional Electoral Commission shall ensure that, after the first day of the elections, the ballot box is securely stored and sealed in such a way as to make it impossible to put ballots in the ballot box.
§ 32
Voting ballot boxes
Special spaces shall be designated in the ballot rooms in order to ensure the secrecy of the vote. No one must be present in these spaces at the same time as the voter or the electoral commission.
§ 33
Voting time
(1) Each voter shall vote in person. Representation is not admissible.
(2) The voter will hand over a legitimate ballot after arriving in the ballot room and will receive a ballot after the entry in the voter list. If the voter does not have a legitimacy card and none of the members of the District Electoral Commission know him, the committee will ask the voter to prove his identity.
(3) A voter who has arrived in an election room with an electoral pass will be put on the electoral list by the District Election Commission. The record shall be signed by the President and the Secretary of the District Electoral Commission; the voter's license shall be attached.
(4) The voter votes by putting the ballot in the ballot box.
§ 34
Modification of ballots
(1) The voter shall leave on the ballot the name and surname of the candidate for whom he votes in the area designated for adjusting the ballots; the name and surname of the candidate for whom it does not vote shall be crossed out.
(2) A voter who is unable to modify the ballot for a physical defect himself or because he cannot read or write, has the right to take with him a ballot space to modify another voter's ballot box in order to modify the vote.
§ 35
Order in the Election Room
The President of the District Electoral Commission shall be responsible for the order of the election room. His instructions to maintain order in the polling room are binding on all present.
§ 36
Termination of elections
As soon as the hour set for the end of the elections has passed, the election room will be closed, but before that, everyone who is in or before the election room will be inferred. Then the President of the District Electoral Commission shall declare the vote closed and proceed to the opening of the ballot box.

Survey of results
§ 37
Who can be present at the count of votes in the District Election Commission
The members of the National Front Election Commission or the District Election Commission shall be present in the room where the votes are counted. In addition, representatives of political parties and social organisations associated in the National Front, representatives of the press and other mass information resources may be present, authorised by the Slovak Electoral Commission of the National Front or the Regional Electoral Commission of the National Front.
§ 38
Allocation of votes in the District Election Commission
(1) Once the ballot box has been opened, the District Electoral Commission shall add the ballots, compare the number of ballots submitted with the number of persons who have received ballots on the electoral list, establish the number of votes cast for each candidate and record the result in the vote record.
(2) The President of the District Electoral Commission shall check the accuracy of the census.
§ 39
Assessment of ballots
(1) Votes which are not on the prescribed form are invalid.
(2) If the voter has left more than one candidate on the ballot, the ballot shall be deemed to have been submitted to the candidate in the order on the ballot.
