on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on cooperation in the field of technical standardisation, metrology and quality care
On 25 June 1986, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on cooperation in technical standardisation, metrology and quality care was signed in Svetozarev (SFRJ). The Agreement entered into force on the date of signature of Article 9 thereof. The Protocol on direct scientific and technological cooperation in the field of standardisation, product quality management and metrology between the Office for Standardisation and Measurement of CSSR and the USSR State Committee on Standards of 28 January 1976 expired on that date.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on cooperation in technical standardisation, metrology and quality care

building on the principles of the Treaty of Friendship, Cooperation and Mutual Assistance between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics of 6 May 1970,
This appropriation is intended to cover commitments remaining to be settled from previous years.
attach great importance to the further expansion and consolidation of mutually beneficial economic and scientific and technological cooperation on a long-term basis, the unification of the scientific and technical potential of both States for joint solutions to large economic challenges, based on the assumption of a long-term perspective,
striving to extend the mutually beneficial exchange of goods between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics, to deepen the specialisation and cooperation of industrial production of both States, to increase the technical level and quality of products, to solve common scientific and technical problems
they have agreed as follows:
The Parties shall cooperate in the field of standardisation, metrology and quality care and shall ensure in particular:
the unification of state standards and other normative technical documents of the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics into cooperation subjects for which the standards of the RVHP or standards of other international organisations are not processed, the joint elaboration of new documents and their simultaneous introduction in both States and the acceptance of the existing documents to products which are the subject of specialisation and co-operation of production, scientific and technical cooperation and mutual supply between CSSR and the USSR, as well as generally technical and cross-sectoral standards;
the application of unified state standards and other normative technical documents of CSSR and USSR in contractual legal relations in the field of economic and scientific and technological cooperation;
carrying out work in the field of mutual recognition of the results of tests and certification of products subject to reciprocal exchange of goods, with particular regard to the creation of conditions for the unification of test methods and test equipment, as well as for the mutual recognition of results of state tests and verification of measuring instruments, taking into account the work carried out in the RVHP;
the joint creation and improvement of state etalons of units of physical quantities and secondary etalones, the development and production of secondary etalones and reference materials;
coordination and cooperation in carrying out scientific research on standardisation, metrology and quality care problems of common interest;
exchange of normative technical documentation and information in the field of standardisation, metrology and quality care.
In carrying out cooperation in the field of standardisation and metrology, the RVHP standards, the standards of other international organisations, the national standards of both states, will be taken into account in the standards of industrialised states and other normative technical documents ensuring the production of goods at world level and its competitiveness on the world market.
Cooperation in those guidelines will be carried out on the basis of five-year and annual plans and, where necessary, in the form of agreements, contracts and contracts.
The Office for Standardisation and Measurement of CSSR and the State Committee of the USSR for Standards, other ministries and other central bodies of CSSR and the USSR will be responsible for carrying out the work in carrying out the cooperation provided for in Article 1 of this Agreement.
Methodological management of works addressed by ministries and other central authorities of the States of the Contracting Parties, foreseen by this Agreement, their planning and coordination will be provided from the Czechoslovak side by the Office for Standardisation and Measurement of CSSR and from the Soviet side by the State Committee of the USSR for Standards.
The Office for Standardisation and Measurement of CSSR and the USSR State Committee on Standards will implement in particular:
coordination of the standardisation and metrology plans of both Parties and consultation with a view to establishing basic guidelines for the development of scientific, technological and economic bases of standardisation, metrology and quality care;
carrying out scientific research on standardisation, metrology and quality care;
the implementation of works on the unification of state standards and other technical documents of CSSR and USSR in general technical and cross-sectoral designation;
the implementation of work on the creation and improvement of state etalons of units of physical quantities and secondary etalons, where they are of common interest to both parties;
the implementation of work to determine and agree on the nomenclature of secondary etalones required for the equipment of the metrological services of the two States and, where appropriate, cooperation on their production;
the implementation of work to establish and agree on the nomenclature of reference materials necessary for the national economies of the two States and, where appropriate, to cooperate in their production;
carrying out work on the mutual recognition of results of state tests and verification of measuring instruments and tests of reference materials;
carrying out work to unify the measurement methods and measuring instruments used in the testing of products subject to reciprocal supply in accordance with the applicable trade agreements;
the organisation of work, methodological management, coordination and control of work carried out to unify methods of testing, quality evaluation and certification of products subject to reciprocal supply between the two States, in accordance with national legislation;
carrying out work on preparing and increasing the qualification of cadres in the field of standardisation, metrology and quality care;
coordination of standardisation, metrology and quality care activities in international organisations on the basis of the results of cooperation within the RVHP;
discuss, agree and approve five-year and annual cooperation plans in the field of standardisation and metrology, including unification of state standards and other normative technical documents of CSSR and USSR; the cooperation plans shall be negotiated in accordance with the national legislation of the States of the Contracting Parties;
the inclusion of those works and measures in the annual national work plans for standardisation and metrology in the CSSR and the USSR;
the preparation and submission of information on the implementation of this Agreement with proposals to improve cooperation in the field of standardisation, metrology and quality care to assess the Standing Sub-Commission on Scientific and Technological Cooperation of the Intergovernmental Czechoslovak-Soviet Commission on Economic and Scientific and Technical Cooperation.
Ministries and other central authorities of the States of the Contracting Parties shall ensure:
the inclusion of tasks for the unification of state standards and other normative technical documents of the CSSR and the USSR in the agreements and contracts for specialisation and co-operation of production and scientific and technological cooperation concluded between the authorities and organisations of the States of the Contracting Parties, as well as the inclusion of metrological security tasks for such agreements and contracts;
drawing up supporting documents on the draft plan for the unification of state standards and other normative technical documents of the CSSR and the USSR, based on agreements and contracts for specialisation and cooperation of production and scientific and technological cooperation between the authorities and organisations of the States of the Parties, and presenting them to the CSSR and the USSR State Committee for Standards;
the implementation of works on the unification of state standards and other normative technical documents of the CSSR and the USSR on products manufactured in accordance with the agreements and agreements on specialisation and cooperation of production and scientific and technological cooperation concluded between the authorities and organisations of the States of the Contracting Parties;
the application of unified state standards and other normative technical documents of the CSSR and the USSR in contractual legal relations in economic and scientific and technical cooperation by reference to them;
preparation and submission of agreed proposals for the nomenclature of secondary etalones and reference materials, as well as the order and time of development, production and supply of specified meters and reference materials of the Office for Standardisation and Measurement of CSSR and the USSR State Committee on Standards;
the development and production of secondary measurement etalons and reference materials according to the agreed nomenclature, as well as their supply by a specified procedure;
cooperation on the unification of testing methods, quality evaluation and certification of products subject to reciprocal supply between the two States, in accordance with national legislation of the States of the Contracting Parties.
When implementing specific cooperation measures in accordance with this Agreement, the authorities and organisations of the Contracting Parties shall comply with the General Conditions for carrying out scientific and technological cooperation between the CSSR and the USSR.
The authorities and organisations of the Contracting Parties shall ensure the transmission of experts to carry out the work foreseen by this Agreement on the basis of a mutually balanced exchange of currency-free exchange and, where appropriate, on the basis of exchange payments at the costs of the sending Party.
The legal protection and use of inventions, industrial and utility models and trade marks shall be governed by the Treaty on the legal protection of inventions, industrial designs, utility models and trade marks when carrying out economic and scientific and technological cooperation of 12 April 1973, by other agreements in this field concluded by the States of the Contracting Parties, as well as by the national legal rules of the States to be applied, where appropriate, in addressing issues not covered by the agreement.
The authorities and organisations of the States of the Contracting Parties shall ensure the secrecy of the documentation received and of the information on the work carried out under this Agreement and the scientific and technical results obtained, provided that it is communicated by the transmitting authority that they are of a secret nature.
Information on the negotiations and the results obtained from each other may be published by mutual agreement between the authorities and organisations of the States of the Contracting Parties, after ensuring the appropriate legal protection of those results.
This Agreement shall not affect the rights and obligations arising from other international agreements concluded by the Parties.
This Agreement shall enter into force on the date of its signature and shall apply for an unlimited period. Each Contracting Party may terminate the Agreement by giving written notice to the other Party 12 months in advance.
Entry into force of the Agreement Protocol on direct scientific and technological cooperation in the field of standardisation, product quality management and metrology between the Office for Standardisation and Measurement of CSSR and the USSR State Committee for Standards of 28 January 1976.
Done in Svetozarev on 25 June 1986 in duplicate, each in the Czech and Russian languages, the two texts being equally authentic.
