of 9 July 1963
on the Czechoslovak Academy of Sciences
The National Assembly of the Czechoslovak Socialist Republic has therefore decided on this law:

Hlava první

Status and tasks of the Czechoslovak Academy of Sciences
§ 1
The Czechoslovak Academy of Sciences ("the Academy ') is a scientific institution of the Czech and Slovak Federal Republic; develop research activities in its scientific centres and, as members, associate the most important scientists.
§ 2
The mission of the Academy is in particular:
(a) participate in the development of Czechoslovak science;
(b) to address the fundamental problems of natural, technical and social sciences in their workplace, for the development of science and society; cooperate closely with universities and other scientific institutes;
(c) participate in the education of scientists and take care of further improvements in their qualifications;
(d) publish the results of their activities and contribute to their popularisation;
e) participate in the representation of Czechoslovak science abroad and develop international cooperation in the fields of their activities.
§ 3
(1) On fundamental scientific issues, the Academy is an advisor to the Government and cooperates with the relevant central state bodies.
(2) The Academy is directly responsible for its activities to the Government; report to it annually on its activities.
§ 4
The Academy is a legal person. The right of management of entrusted national property shall be exercised on behalf of the Academy by its organisational departments.
§ 5
(1) The Slovak Academy of Sciences is an organic part of the Czechoslovak Academy of Sciences and at the same time the highest national and regional scientific institution in Slovakia.
(2) The scope, membership and internal organisation of the Slovak Academy of Sciences will be governed by the Law of the Slovak National Council.
§ 6
The Academy is entitled to award scientific degrees. The details are governed by specific regulations.
§ 7
Scientific societies may be associated with the Academy; The Academy Presidium decides that.
§ 8
The Academy is entitled to publish magazines and non-periodic publications in its field of activity and to set up a publishing firm for that purpose.

Academy members
§ 9
The members of the Academy are:
(a) proper artisanal academics, by which they can become excellent Czechoslovak scientists, who have enriched science with work of particular importance;
(b) members of correspondents who may become excellent Czechoslovak scientists who have enriched science with important work;
(c) foreign members who may become foreign scientists who have enriched science with very important scientific work serving the advancement of mankind;
(d) honest members who can become those who have enriched science with work of world importance, or who have been particularly deserving of their country or of the progress of mankind.
§ 10
The members of the Academy are appointed by the Government of the Czech and Slovak Federal Republic on the basis of an election by the General Assembly of the Academy.
§ 11
(1) Academics and correspondents are obliged to work creatively in their scientific fields, to assist in the implementation of the results of scientific research, to participate in the activities of the Academy, to carry out the tasks assigned to them by the Academy, as well as to carry out the duties they have been called upon to perform conscientiously.
(2) The academics and the members of the correspondents have a regular monthly remuneration; its amount shall be determined by the government.
§ 12
A member of the Academy shall cease membership by decision of the Government of the Czech and Slovak Federal Republic, made on a proposal from the General Assembly of the Academy, if he has mistreated himself of scientific honour or if he has consistently and without due cause not performed the tasks arising from his membership of the Academy (§ 11 (1)); he also ceases to be a member if he has been sentenced to the penalty of losing honorary degrees and honours.

Academy bodies
§ 13
(1) The top body of the Academy is the General Assembly of the Academy, which consists of the College of Members of the Academy and the Chamber of Representatives elected at the Academy's workplaces.
(2) General Assembly
(a) decide on the focus of the Academy's activities and organisation and determine the guidelines for further work and development of the Academy;
(b) discuss the Presidium's report on the activities of the Academy;
(c) specify, on a proposal from the presidium, for which scientific disciplines scientific colleges are to be established.
(3) The Academy Presidium shall convene the General Assembly at least once a year.
§ 14
(1) The President of the Academy, Vice-Presidents of the Academy, the Scientific Secretary of the Academy and other members of the Presidium are the permanent managing body of the Academy. The number of Vice-Presidents of the Academy and other members of the Presidium shall be determined by the Government of the Czech and Slovak Federal Republic on a proposal from the General Assembly. The General Assembly proposes to the Government the composition of the Presidium on the basis of a secret vote from members of the Academy and from representatives elected at the Academy. Members of the Presidium for the Slovak Academy of Sciences are proposed on the basis of an election in the Council of Scientists of the Slovak Academy of Sciences. Vice-President of the Academy, Scientific Secretary of the Academy and other members of the Presidium are appointed by the Government of the Czech and Slovak Federal Republic on the basis of this proposal. The President of the Academy is appointed by the President of the Czech and Slovak Federal Republic on a proposal from the Government.
(2) The Presidium and its members are responsible for their activities to the General Assembly and Government of the Czech and Slovak Federal Republic.
(3) The term of office of the Presidium is determined by the Government of the Czech and Slovak Federal Republic on a proposal from the General Assembly.
§ 15
(1) The Presidium or the President of the Academy may entrust individual members of the Presidium with the provision of certain activities; In particular, they shall entrust the Vice-Presidents of the Academy with the care of coordination and complexity of work in the various fields of scientific research. The Presidium of the Academy may also set up commissions and other auxiliary bodies on a proposal from the President of the Academy to provide management and organisational activities.
(2) The members of the Presidium of the Academy shall be responsible for and report to the Presidium of the Academy and to the President of the Academy, as appropriate, for the activities referred to in paragraph 1 and for the chairmen (s) of the commissions and other auxiliary bodies.
§ 16
(1) The basic scientific bodies for each field of science are the scientific colleges of the Academy, composed of members of the Academy, directors (managers) and other staff of the Academy's scientific institutes, university staff and other scientific, technical and economic staff, and possibly other outstanding experts.
(2) The President and the other members of the Scientific College shall, on a proposal from the President of the Academy, appoint and withdraw the Presidium of the Academy which shall direct their activities. The President of the College shall be responsible for the performance of his duties as Presidium and the President of the Academy.
(3) The competence of the colleges will be further defined by the Statutes of the Academy.
§ 17
The Academy institutions and officials and their workplaces consistently create the conditions for a broad participation of the Academy staff in the management of scientific work. As a general rule, fundamental questions concerning a particular scientific workplace shall be discussed by the Academy's bodies with the participation of the Director (s) and, where appropriate, other staff at the Institute.
§ 18
The Academy's tasks in the field of administrative, economic and organisational activities are provided by the Academy apparatus. The Presidium of the Academy will determine how the Academy apparatus is managed.

Academy Scientific Workshops
§ 19
(1) The Academy's scientific research centres are its scientific institutes, which develop scientific research activities at the highest level in the relevant scientific field, closely cooperate with universities and other scientific research centres, participate in scientific and cultural activities and contribute to the achievement of the results of scientific research. The process of setting up and abolishing the Academy's scientific institutes is governed by a special law.
(2) Head of the Institute is the Director (Head), who, on a proposal from the President of the Academy, appoints and removes the Presidium of the Academy. The Director (Head) shall direct all activities of the Institute and shall be responsible for it to the Presidium and to the President of the Academy.
(3) The Director (Head) of the Scientific Institute is obliged to create conditions for the participation of workers in the management of the scientific work of the Institute. The Director shall discuss the activities and organisation of the Institute in the Scientific Council of the Institute.
§ 20
(1) It is the duty of the Academy's scientists to strive in a creative way for the most effective solution to theoretically serious and for the practice of important scientific problems, to work actively scientifically, to continuously develop their theoretical knowledge and practical experience, to rely on a collective of collaborators in their activities; are also required to participate in scientific and organisational work at their workplace.
(2) It is the responsibility of the Director (Head) of the Scientific Institute of the Academy to create conditions for each scientist to fully develop his creative skills and increase his or her scientific qualifications in the course of his or her duties.
(3) The rights and obligations of the staff of the Academy's scientific institutes will be regulated by the working order of the Institute.

Final provisions
§ 21
The internal circumstances of the Academy and the legal position of its bodies and organisational bodies, the manner in which the General Assembly is held and the resolution of the General Assembly shall be further adapted by the Statutes of the Academy approved by the Government of the Czech and Slovak Federal Republic. The draft statutes shall be submitted to the Government by the President of the Academy on the basis of a decision of the General Assembly.
§ 22
Act No. 52 / 1952 Coll., on the Czechoslovak Academy of Sciences, as amended by Act No. 53 / 1957 Coll., and Government Decree No. 91 / 1952 Coll., implementing the Act on the Czechoslovak Academy of Sciences, is hereby repealed.
§ 23
This Act shall take effect on the day of its publication.
