ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 14 December 2020
on the adoption of crisis measures
Following the Government Resolution No. 957 of 30 September 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency in accordance with Article 5 (a) to (e) and § 6 of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of emergency measures within the meaning of § 5 (b) to (e) and § 6 (1) (b) of the Crisis Act.
Government
I. prohibits, with effect from 21 December 2020, from 00: 00 to 23 December 2020, the personal presence of pupils and students of primary and secondary schools, conservatories, higher vocational schools, primary schools of art and language schools with the right of state examinations and participants in the school cooperative, in the school club and in the leisure centre under Act No. 561 / 2004 Coll., on pre-school, primary, secondary, higher vocational and other education (educational law), as amended, on primary, secondary, basic, basic artistic education, language education, training in conservatory, higher vocational education and interest education, and provision of accommodation in educational education and accommodation facilities with the exception of residents of the Czech Republic, and the personal presence of participants in educational institutions providing one-year-year foreign languages with daily education under Act No. 117 / 1995 Coll.
II. Limits with effect from 21 December 2020 from 00: 00 until 23 December 2020 to 23: 59.
1. the operation of universities pursuant to Act No. 111 / 1998 Coll., on Higher Education and amending and supplementing other laws (Act on Higher Education), as amended, including foreign universities and their branches operating in the territory of the Czech Republic (hereinafter referred to as "higher education"), by prohibiting the personal presence of students in teaching and examinations, if more than 10 persons take part at one time in the examination, in the study of higher education and participants in lifelong learning courses; the prohibition of the presence of students under this point shall not apply:
(a) to take part in clinical and practical teaching and practice of students in general medical, dental, pharmacy and other medical studies programmes and students in educational and practical training in nursery schools or school institutions for the performance of constitutional and protective education;
(b) to participate in clinical and practical teaching and practice with external bodies;
(c) for laboratory, experimental or artistic teaching in the final year of the Bachelor's or Master's programme in the presence of a maximum of 20 students;
(d) study in the doctoral study programme;
(e) for individual consultations and individual visits to libraries for the purpose of receiving or submitting study literature;
2. the operation of higher education institutions by prohibiting the provision of accommodation to students of higher education who are resident in the Czech Republic in higher education institutions, with the exception of students who may participate in the training referred to in points II / 1 (a), (b), (c) or (d);
3. the operation of universities in such a way that singing is not part of education, except in the case of university study programmes where singing is a central part of an accredited education or study programme;
4. the operation of universities by prohibiting sports activities as part of education, with the exception of university study programmes in which sport activities are a central part of an accredited education or study programme;
The III. repeals, with effect from 21 December 2020, the Government Resolution of 30 November 2020 No 1263, published under No. 499 / 2020 Coll., as amended by the Government Resolution.
